KDE goes for "simple by default, powerful when needed", as in: the default layout of your desktop is very simple, and apps tend to only show the most used features, but when you dig a bit deeper, you have a ton of features.
GNOME, on the other hand, goes for "super accessible and simple", meaning they make conscious choices to not include a lot of options and to not clutter the interface.
From these design principles, you can easily infer what the views of each desktop are, in terms of customization: KDE can be turned into anything, GNOME is, on the surface, a lot more rigid.
Just in terms of looks, KDE lets you apply themes for everything, out of the box. Change the icons, the look of the buttons, the colors of every part of every window, the accent color of your desktop, the shape of your titlebars, the entire layout of the desktop can be tweaked. You can turn KDE into a macOS clone, into a GNOME clone, into a full blown Windows replica, or create your entirely new way of working with your computer.
GNOME doesn't give you options by default to change the layout or the look. You need a third party app to handle this. GNOME doesn't have accent colors yet, they'll get them in their next release, GNOME 47, which at the time I'm recording this, is 2 and half months away. BUT with the GNOME Tweaks app, and the Extension Manager app, you get a LOT of possibilities.
In the end, if you like to tweak, change things, customize the visuals and just completely morph your desktop, chances are KDE is what you want. it might take a while to land on something you like, but in the end, it just has more options, and these mechanisms are officially supported**
But what about support for more modern features, and future proofing?
Let's be honest, KDE has an edge over GNOME. HDR is officially supported on KDE, GNOME only has an experimental command line to toggle HDR, and right now, it's not fully baked. Both desktops are also waiting on a fully defined color management protocol for Wayland, so none of them have full support, but KDE is more advanced for now.
Same goes for variable refresh rate, KDE has it by default, built in and stable, GNOME only has experimental support for it right now.
On the fractional scaling front, Plasma supports it better than GNOME as well: Plasma has it natively, in the settings, where GNOME still considers their implementation experimental.
In the end, the current state of things is that KDE has the lead on these features, and is going to be a better choice right now if you want to take full advantage of recent hardware.
Now, on the topic of applications, GNOME has the upper hand. GNOME, by making a very clear and defined platform for developers, ensured that a lot of people developed apps using their guidelines. The end result is that virtually everytime you see a new app pop up, it's designed to integrate with GNOME.
Now, as per stability and bugs, this will really depend on the distribution you use, how well they package these desktops for you, and even your hardware. KDE often has the image of being buggier than GNOME. KDE, since it has a lot more features, also has a lot more potential compatibility problems between these features, that can introduce bugs.
Chances are GNOME will be more stable for more people, because it has a lot less options, and thus a lot less chances of having an untested edge case that breaks everything.

Face à la violence utilisée par le gouvernement Nétanyahou dans la bande de Gaza après le 7 octobre 2023, l’Afrique du Sud a déposé devant la Cour Internationale de Justice, une requête contre l’État d’Israël, accusé de perpétrer un génocide dans la bande de Gaza. La procédure de l’Afrique du Sud reposait sur l’application de la Convention internationale adoptée par l’assemblée générale des Nations unies le 9 décembre 1948 sur la prévention et la répression du crime génocide. Ratifiée par plus de 153 pays, dont Israël lui-même, cette convention définit la qualification du crime de génocide et les mesures à prendre pour le prévenir et le faire cesser.
La CIJ a rendu une ordonnance le 26 janvier, constatant l’existence du risque d’un génocide en Palestine. Elle a par conséquent, ordonné à l’État d’Israël, de prendre toute mesure pour éviter ce risque. Israël devra à nouveau comparaître devant la cour pour faire le bilan des mesures prises et de la situation dans la bande de Gaza. Comme d’habitude, l’État d’Israël n’a respecté aucune des décisions prises par la juridiction et poursuit depuis le génocide entrepris.
Le Droit a le mérite de saisir le réel, de le qualifier, et de tirer les conséquences de cette qualification. En matière pénale il définit les transgressions de la règle commune les sanctions qui s’attachent à cette transgression. Il en est de même en ce qui concerne les qualifications spécifiques du droit international.
Tous les spécialistes, juristes, universitaires, avocats internationaux se sont exprimés par centaines pour considérer que les critères prévus à la convention de 1948 étaient réunis et que l’action d’Israël à Gaza pouvait être QUALIFIÉE de génocide.
À ces juristes, se sont joints plusieurs historiens spécialistes de la Shoah qui ont publiquement qualifié les actions d'Israël dans la bande de Gaza de « génocide », en s'appuyant sur des critères juridiques et historiques. Il s’agit de : Amos Goldberg, Daniel Blatman, Raz Segal, Omer Bartov, Lee Mordechai, Adam Raz et Itamar Mann, Idith Zertal.

Sur le plan de la communication cette question a une portée considérable. Et en Occident, gare à ceux qui soutiennent l’hypothèse du génocide. L’accusation « d’antisémitisme » fuse immédiatement, jusqu’à Alain Finkielkraut disant que « l’usage du mot de génocide est lui-même anti-juifs ». Jusqu’à ceux qui qui prétendent que parler de génocide revient à mettre « une cible dans le dos » de tous les juifs du monde
Le problème, est que le Droit, international en l’occurrence, est saisi par ce qui se passe en Palestine. Alors beaucoup des soutiens d’Israël, et de ceux qui trouvent justifiée la violence meurtrière de l’armée israélienne ont mis en avant une approche quantitative du massacre. Le seul qui comme le dit François Ruffin est le seul qui qui importe, et permet de reconnaître à un événement sa dimension génocidaire.
Le problème, et que l’adoption de la convention sur le génocide, pose désormais le problème en termes de QUALIFICATION juridique. Le droit international a saisi le réel et défini les conditions qui devaient être remplies pour que l’on puisse utiliser le concept de « génocide ». Avec toutes les conséquences de droit qu’implique cette qualification. C’est ainsi que son inscription dans l’ordre juridique lui donne une portée pratique et opératoire. Pour bien se faire comprendre, dressons un petit parallèle avec le code pénal. Un homicide, c’est-à-dire l’acte qui consiste à tuer un autre être humain peut recevoir plusieurs qualifications dans le code pénal. Si l’homicide a consisté à donner volontairement la mort à autrui, il sera alors qualifié de « meurtre » par l’article 221-1 du code pénal.
Par conséquent concernant le massacre de Gaza, la question se pose de savoir si à côté des « crimes de guerre », des » crimes contre l’humanité », ce que fait le gouvernement israélien peut recevoir la qualification de « génocide » devenu une catégorie juridique. Et de cette qualification découlent des conséquences pratiques et opératoires. Depuis la Convention internationale de 1948, le génocide est un crime prévu et réprimé par les textes internationaux, approuvés et ratifiés par la quasi-totalité des états représentés à l’ONU. Les juridictions internationales que sont la CIJ et la CPI sont tenus de les appliquer. Et tous les états signataires d’en tenir compte.
IL Y A DONC UNE DÉFINITION JURIDIQUE DU GÉNOCIDE. Qui obéit à des critères, légaux, matériels et moraux.
Comme d’habitude, la France, ou plutôt ses dirigeants politiques et son système médiatique se signalent par des positions marquées, souvent par l’ignorance juridique, mais surtout une partialité pro-israélienne qui ne se dément pas. Il n’est que de relever l’attitude des journalistes de plateau reprenant systématiquement les intervenants qui osent ainsi qualifier le massacre de Gaza.
C’est la raison pour laquelle cette question mérite d’être clarifiée pour permettre de savoir de quoi on parle. En faisant la différence entre qualification juridique ce que nous prenons la responsabilité d’effectuer, et la qualification judiciaire qui est celle qui résulte d’une décision juridictionnelle légitime et définitive. On peut d’ores et déjà s’interroger sur la régularité des procédures de la CPI qui se déroulent sous les menaces physiques lancées par des parlementaires américains…

Avant de détailler la définition donnée du génocide par les textes internationaux, il faut se livrer à un petit préalable pour clarifier les missions respectives des deux juridictions internationales compétentes déjà saisies de ce problème.
On parle abondamment de ces deux institutions concernées par le conflit israélo-palestinien. Quels sont leurs rôles et leurs compétences respectives ?
La CIJ n’est pas une juridiction pénale, c’est l’institution des Nations Unies chargée de juger les litiges qui surviennent entre les états membres de l’ONU. Instituée en 1945 en même temps la création de l’ONU, ses justiciables sont les États. C’est dans ces conditions que l’État d’Afrique du Sud a intenté une procédure contre l’État d’Israël, considérant que ce dernier se livre à un génocide en Palestine. Et en demandant à la Cour de prononcer à son égard des injonctions et des sanctions. Par une ordonnance du 26 janvier dernier la Cour a constaté l’existence « d’un risque de génocide », et demandé en urgence à Israël de prendre les mesures pour éviter sa survenance.
La CPI, est quant à elle une juridiction pénale. Ses justiciables ne sont pas les états mais des personnes physiques qui peuvent être poursuivies et condamnées à des peines privatives de liberté. Pour accomplir cette mission elle dispose de prérogatives de violence légitime : arrestations, détentions, mandats d’arrêt etc. Son champ d’intervention est celui des infractions visées dans le « Statut de Rome », le traité qui l’a constituée. Parmi celles-ci se trouve le génocide défini par la convention de 1948, et les crimes contre l’humanité et les crimes de guerre prévus par les conventions de Genève. La CPI a déjà eu une activité importante, et a dans la période récente, ouvert une procédure contre Vladimir Poutine pour des faits s’étant déroulés en Ukraine. Procédure qui a donné lieu à un mandat d’arrêt international contre le président russe. Saisi par plusieurs organisations représentatives, la CPI a commencé une enquête sur le conflit israélo-palestinien, et des rumeurs insistantes circulent sur la délivrance de mandats d’arrêts internationaux contre certains dirigeants israéliens.
Définition du génocide dans les conventions internationales de 1948 ?
L’article II de la convention définit ce qu’est le « génocide » en droit international :
« Dans la présente Convention, le génocide s’entend de l’un quelconque des actes ci-après, commis dans l’intention de détruire, ou tout ou en partie, un groupe national, ethnique, racial ou religieux, comme tel :
a) Meurtre de membres du groupe ;
b) Atteinte grave à l’intégrité physique ou mentale de membres du groupe ;
c) Soumission intentionnelle du groupe à des conditions d’existence devant entraîner sa destruction physique totale ou partielle ;
d) Mesures visant à entraver les naissances au sein du groupe ;
e) Transfert forcé d’enfants du groupe à un autre groupe. »
La définition des cinq actes constitutifs de génocide est exhaustive. S’ensuit dans le corps du texte (article III) la liste des infractions rattachables à la qualification de génocide :
« Seront punis les actes suivants :
a) Le génocide ; b) L’entente en vue de commettre le génocide ; c) L’incitation directe et publique à commettre le génocide ; d) La tentative de génocide ; e) La complicité dans le génocide. »
La répression d’une infraction pénale, ce qu’est le crime de génocide, doit être impérativement précédée de la vérification des trois conditions classiques :
D’abord, l’élément légal, c’est-à-dire l’existence préalable d’un texte définissant l’infraction et sa répression. C’est le cas avec la convention de 1948.
Ensuite l’élément matériel, c’est-à-dire les actes décrits dans l’article II, la commission d’un seul d’entre suffisant pour emporter la qualification.
Enfin ce que l’on appelle l’élément moral c’est-à-dire l’intention criminelle. Pour le génocide, celle-ci se caractérise par : « l’intention de détruire, en tout ou en partie, un groupe national, ethnique, racial ou religieux… »
La condition légale étant remplie, pour fonder judiciairement la qualification de génocide qui serait reprochée à Israël, il faut donc établir la commission d’actes définis par l’article II et l’intention génocidaire au sens de cet article.
Les actes constitutifs de l’élément matériel
À ce stade il convient d’apporter une clarification concernant l’attaque organisée et accomplie par le Hamas le 7 octobre 2023. Dans le débat furieux qui fait rage, les soutiens de l’État présente le 7 octobre comme la plus grande violence faite aux juifs depuis la deuxième guerre mondiale et l’opération militaire de Gaza comme purement défensive face à cette agression. À l’évidence, la qualification de génocide ne peut pas être retenue contre l’organisation palestinienne, en revanche les poursuites pour crime contre l’humanité et crimes de guerre peuvent parfaitement être entreprises par la CPI.
Un universitaire américain a considéré que pour la première fois dans l’Histoire, l’on assistait à un génocide en temps réel, filmé, documenté, rapporté à l’ensemble du monde : bombardements massifs de populations civiles, meurtres, attaques d’hôpitaux, ciblages et exécutions de personnels médicaux, ciblages et exécutions de journalistes, ciblages et exécutions de personnels humanitaires. Blocage du ravitaillement de zone de Gaza et organisation d’une famine. La plupart de ces accusations sont d’ores et déjà établies et documentées. Dans la Cisjordanie occupée, les exactions antérieures au 7 octobre se sont poursuivies et intensifiées. La population palestinienne étant soumise aux violences des colons fanatiques soutenus par l’armée israélienne.
Il ne serait pas sérieux de prétendre que les actes accomplis par les forces israéliennes ne relèvent pas de ceux qui sont listés dans l’article II de la convention de 1948. La condition concernant l’élément matériel est à l’évidence remplie.
Qu’en est-il de l’intention génocidaire ?
La caractérisation de l’élément intentionnel.
Comment aborder cette délicate question sans se référer au comportement, et aux déclarations multiples des dirigeants élus de l’État d’Israël qui révèlent l’intention génocidaire au sens de la convention de 1948.
Rappelons son libellé : « l’intention de détruire, en tout ou en partie, un groupe national, ethnique, racial ou religieux. »
Le mieux est de se référer à ces déclarations. Un travail pourtant très sommaire permet déjà de publier ce qui s’apparente à une litanie. Dont l’Afrique du Sud avait déjà utilisé une partie disponible au mois de décembre 2023 lors de l’introduction de sa procédure. Les choses ne se sont malheureusement pas calmées par la suite.
Avertissement : il s’agit d’un relevé d’éléments suffisamment trouvés dans la presse et sur les réseaux. Il y en a beaucoup d’autres. Les traductions automatiques ont pu déboucher dans certains cas sur des nuances, voire des erreurs. Cela ne remet pas en cause la caractérisation de l’intention génocidaire.

Ghassan Alian, militaire qui dirige la coordination des activités gouvernementales de l’armée israélienne dans les territoires palestiniens (COGAT) : « Il n’y aura ni électricité ni eau (à Gaza), il n’y aura que de la destruction. Vous vouliez l’enfer, vous l’aurez »
Ariel Kallner, député du Likoud du Premier ministre Benjamin Netanyahou : « Pour l’instant, un seul objectif : la Nakba ! Une Nakba qui éclipsera la Nakba des 48. Nakba à Gaza et Nakba à tous ceux qui osent s’y joindre ! »
Amichai Eliyahu ministre israélien du Patrimoine : « Tout faire exploser et tout aplatir à Gaza est un régal pour les yeux. Nous allons distribuer des parcelles à tous ceux qui se sont battus pour Gaza, et aux expulsés de Gush Katif ».

Ofer Rosenbaum, activiste israélien sur la principale chaîne de télévision sans que personne ne réagisse sur le plateau : « il faut oublier l’humanité, notre devoir est de les combattre comme si ce n’était pas des humains ».
Nissim Vaturi vice-président de la Knesset : « Gaza doit être brûlée ».
Etc., etc., etc., etc.
Évidemment, ceux qui soutiennent ce que fait l’État israélien en Palestine, ne vont JAMAIS répondre sur l’application des critères de la convention de 1948 et sur l’intentionnalité du gouvernement israélien. Ils se contentent toujours du grossier raisonnement tautologique : « il n’y a pas de génocide, parce qu’il n’y a pas de génocide ».
Qu’on le veuille ou non, en refusant le débat sur l’application du droit international, ne pas condamner ce génocide pour ce qu’il est, revient à le soutenir. Toutes les fausses compassions hypocrites ne changeront rien à cette réalité honteuse.

it's incredible to me that this is being cheered on in the west. This is a proxy attack by the US on Russian strategic nuclear forces.
The reason these bombers were out in the open is due to Russia complying with the nuclear START treaty.
At this point, Russia will have no choice but to respond to such an attack on its core nuclear deterrent, and it's entirely conceivable that retaliation will be directly against the west.

@clawfulneutral there is no question that it's well understood in Russia that this is an attack by the US. The real question is what Russia does in response. I can't see how they can just leave this unanswered because that will simply invite further escalation.
Russia may opt for a direct and open response, which is the worst case scenario. They may also pursue an asymmetric response where there will be plausible deniability, but people who need to know will know.
