The Golem Analogy:

In Jewish folklore, a golem is an artificial being created from inanimate matter, often with the intention of serving or protecting, but with the risk of becoming uncontrollable or causing harm due to literal interpretation of commands or a lack of understanding.

Depuis l’invasion de l’Ukraine par la Russie en février 2022, l’opinion publique européenne a été saisie par la rupture brutale des liens énergétiques entre l'Europe et la Russie. Pourtant, cette séparation ne date pas de cette guerre. Une observation attentive des flux d’échanges pétroliers révèle que la stagnation des volumes livrés par la Russie à l’Union européenne date en réalité de 2006, soit bien avant le début du conflit. Ce phénomène, bien peu commenté, trouve ses racines non pas dans un quelconque différend idéologique ou stratégique, mais bien dans une dynamique plus profonde et plus inexorable qui a trait aux dynamiques extractivistes. Analyse.

Au lendemain de la Guerre froide, la Russie devient un partenaire énergétique clé de l’Union européenne. Malgré les tensions idéologiques persistantes, Moscou fournit jusqu’à un tiers du pétrole consommé dans l’UE. La décennie 1990 voit une baisse de cette part à environ 25 %, en raison de l’effondrement de l’économie russe. Mais à partir des années 2000, la donne change : la mer du Nord atteint son pic de production en 1998, forçant l’Europe à se tourner de nouveau vers le brut russe. Redressée, la Russie dépasse rapidement les pays de l’OPEP pour redevenir un fournisseur majeur du Vieux Continent.

Cependant, cette tendance vient se briser dès le milieu des années 2000, l’année 2006 marquant un premier record de volume importé. C’est cette date qui marque le début d’un découplage bien plus structurel qu’il n’y paraît. Pourtant, une vision téléologique de la situation pourrait y voir un choix de prudence de la part de l’UE : ne pas se surexposer à un seul fournisseur. Néanmoins, le fait que l’Union européenne réussisse à atteindre de nouveaux records d’importation de pétrole russe en 2015 et 2016, deux ans après l’occupation de la Crimée, invite à relativiser cette hypothèse, à tout le moins.

Mais c’est surtout l’analyse de la situation pétrolière russe qui apporte le meilleur éclairage sur le caractère « non contrôlé » (au sens de l’action consciente) des relations énergétiques UE-Russie.

Le déclin géologique : une fatalité silencieuse et apolitique

La Russie est confrontée à une réalité incontournable : l’épuisement progressif de ses réserves conventionnelles. Depuis la fin du XIXe siècle, le sous-sol russe a été intensément exploité, d’abord autour de Bakou, puis du bassin de la Volga et enfin dans la Sibérie occidentale. Si la production a connu une spectaculaire reprise dans les années 2000, elle ralentit depuis 2005. Entre 2004 et 2019, la croissance annuelle moyenne de la production n’a été que de 1,4 %, bien loin des 12,7 % (!) de l’époque soviétique.

En parallèle, la consommation intérieure russe a fortement augmenté, absorbant l’essentiel des hausses de production. De telle sorte qu’à partir de 2004, chaque baril supplémentaire produit sert à satisfaire la demande domestique, limitant mécaniquement la capacité d’exportation du pays. Autrement dit, la stagnation des importations de pétrole russe en Europe depuis le mitan des années 2000 n’est pas due à une quelconque action volontaire de la part des Européens, mais simplement au fait qu’ils ont fait face à des concurrents implacables : les Russes eux-mêmes.

Encore une fois, répétons que ce sont les conditions géologiques, en l’espèce une hausse insuffisante de production pour satisfaire à la fois la demande intérieure et l’appétit des consommateurs européens, qui explique ce premier décrochage Europe-Russie. Pas la morale. Pas la politique. Pas l’écologie. Pas la géostratégie.

Et soudain la Chine s’éveilla

En parallèle, un nouvel acteur entre en scène : la Chine. En quête de ressources pour alimenter sa croissance industrielle, Pékin devient un client stratégique pour la Russie. Entre 2004 et 2019, les exportations russes vers la Chine explosent, passant de 10 à 78 millions de tonnes de pétrole brut et produits raffinés, soit une hausse de près de 800 %. Cette progression s’accompagne de relations commerciales renforcées, comme en témoigne l’accord monétaire conclu en 2017 entre les banques centrales russe et chinoise pour faciliter les paiements en yuan, jetant ainsi les bases d’un « pétro-yuan » concurrent du pétrodollar.

Dans un contexte de stagnation des capacités d’exportations pétrolières de la Russie, l’arrivée d’un nouvel acteur ne peut se faire qu’au détriment des anciens. C’est précisément ce qui s’observe puisqu’entre 2016 et 2021, la moitié de la baisse des exportations de pétrole russe vers l’UE s’explique par leur reroutage vers la Chine.

L’autre moitié correspond simplement à la baisse des capacités d’exportations russes sur cette même période (près de 30 millions de tonnes). C’est ce dernier fait que nous souhaitons maintenant discuter plus avant.

Pourquoi la Russie se met à diminuer son volume d’export ? Certes, la Russie fait partie depuis 2016 de l’OPEP+ et est soumise à des quotas de production. Certes, la crise Covid est passée par là. Mais ce sont là des explications conjoncturelles qui se marient mal à l’évolution structurelle que nous observons depuis 2006.

Le pic pétrolier russe : un horizon qui s’éloigne… mais pas dans le bon sens

Selon le fournisseur de données Rystad Energy, la production pétrolière russe devrait décliner de 11,6 Mb/j en 2019 à 9,5 Mb/j en 2030, soit une baisse de 18 %. Faute de nouvelles découvertes significatives et en l’absence d’une industrie du schiste compétitive, la Russie s’apprête donc à franchir un pic pétrolier définitif dans la décennie à venir. Ce recul pèsera nécessairement sur ses capacités d’exportation, et donc sur l’approvisionnement de l’Europe quand bien même celle-ci chercherait à le rétablir.

Il est intéressant de noter que des alertes ont été émises par les dirigeants russes eux-mêmes, relayés par les agences de presse du pays comme The Moscow Times qui titrait en 2018 : « La Russie est à seulement 3 ans de son pic pétrolier ». Le journal citait ainsi les propos du ministre de l’Énergie, Alexander Novak, qui affirmait :

  • « Nous atteindrons un pic de 570 millions de tonnes en 2021. Presque la moitié de la capacité actuelle pourrait être perdue en moins de deux décennies, avec une production qui devrait chuter à 310 millions de tonnes d’ici 2035. »

Il se pourrait même que ce pic de production, inexorable, géologique et qui ne doit rien à une soudaine conversion écologique du gouvernement russe, ait été franchi dès 2019.

En effet, la Russie fait face à l’épuisement progressif de ses gisements pétroliers et ne fait plus de découvertes majeures sur son sol (le pic des découvertes date de 1960). Conséquence logique : ses réserves restantes de pétrole s’épuisent et sa production entre en déclin structurel. Selon un rapport du Shift Project commandé par le ministère des Armées en 2020, la Russie avait épuisé 71 % de ses réserves initiales de pétrole.

Une autre conséquence de la déplétion pétrolière, outre la contrainte sur le volume disponible, est le déplacement géographique de la production restante. La Russie ouvre en effet sans cesse de nouveaux champs dans l’espoir de compenser une partie du déclin des champs historiques. Mais ces nouveaux champs sont situés dans les zones moins accessibles, distantes des centres de consommation russes et européens, raison pour laquelle ils n’avaient pas été exploités avant.

On observe ainsi un « front pionnier » de l’extraction pétrolière en Russie, front qui se meut d’ouest en est comme on peut l’observer sur la carte ci-dessous. On voit que les champs colorés en vert, ouverts depuis les années 2000, sont tous situés très à l’est de la Russie, loin de l’Europe… mais proche de l’Asie.

Là aussi réside un déterminant géologique essentiel pour comprendre la place prise par la Chine comme importateur majeur de pétrole russe. La proximité géographique et le moindre coût associé au transport du pétrole depuis les champs de l’extrême orient russe sont un atout majeur dans la concurrence face aux acheteurs européens.

Une fragilité stratégique pour l’Union européenne

L’Union européenne, fortement dépendante des importations pour couvrir ses besoins pétroliers, se retrouve face à une double vulnérabilité : l’effondrement des flux russes et la concurrence accrue des pays émergents. Cette situation pèse lourdement sur son économie, en particulier dans les secteurs les plus énergivores comme les transports et l’industrie. La stagnation économique observée depuis la crise de 2008 pourrait s’expliquer par la difficulté à compenser la stagnation puis le déclin des approvisionnements russes.

Ainsi, il est important de retenir que le découplage énergétique entre la Russie et l’Europe ne résulte pas d’une décision politique unilatérale, mais d’une contrainte géologique bien plus implacable. La Russie n’a pas tant choisi de se détourner de l’Europe : elle a été contrainte d’adapter sa stratégie à ses limites physiques et à de nouveaux équilibres globaux. La situation de l’industrie pétrolière russe est finalement au croisement des vulnérabilités de ces deux zones. L’incompréhension mutuelle qui en naquit fut sans aucun doute propice au déclenchement de la situation de conflit actuelle.

Face à cette réalité, l’Europe doit tirer les leçons d’un approvisionnement devenu structurellement incertain. Plus que jamais, la transition énergétique apparaît comme une urgence non pas idéologique, mais pragmatique. Réduire notre dépendance au pétrole, diversifier nos sources d’énergie et renforcer notre efficacité énergétique ne sont plus des options : ce sont des conditions de notre survie économique et géopolitique.

You can test whether they can recognize hallucinations and prompt them in a meaningful way. Good teachers could also ask questions where AI doesn't help, where you have to interpret ethically, for example. But where can you find good teachers in today's education system?
