I'm based in The Netherlands and converted our home to all-electric (heat pump) over the past two years. Works like a charm, BUT there is such a thing as net congestion which means the power cables couldn't supply enough energy if everyone in my street converted as well. There's a huge amount of cabling infra that needs to be upgraded in the upcoming years / decades. Therefore, more and more people are looking at small heating net cooperatives instead.
Heck, the gas company here in BC is giving out $10,000 rebates for people to install dual heat-pump/gas furnace systems (heat pump runs on electricity above a set outdoor temp, gas furnace kicks in below that temp.)

Maybe oversimplified, but there were "religious" discussions about gas vs. heat pump two years ago, and the economics minister (green party) became enemy no. 1 for many conservatives and fossile lobyists.

Heat pumps aren't controversial inside the UK, either, except for a govt that's weak, unimaginative, and in thrall to fossil fuels, which wants to avoid at all costs public discussion of that fact.
Heatpumps are used widely here in New Zealand, a climate a bit wetter than UK at times, though sunnier. It dips below 10 degrees a fair bit during winter.
While insulation is important, so is ventilation to minimise mould. A heat pump's output serves an open plan lounge-diner, but is localised. Ventilation systems carry it to bedrooms etc. Air exchange between indoor and outdoor is needed. Block it and you get mould as with GCH.
Anyone who actually thinks a heat pump should be an area of "public controversy" has never taken a physics course covering thermodynamics. Nearly every dwelling in North America and Europe contain heat pumps: we call them "refrigerators". Products sold as heat pumps are refrigerators configured to cool the air or ground outside a building by transferring heat into the building, along with any heat generated by the device.
I'm not sure they're controversial here. They likely need some modification to work with our housing stock and the government need to stop with the petty rules that exclude so many homes.. but all of this is solvable.
