NOAA has a lot of specific specialized offices their Nation Centers for Environmental Prediction, Weather Prediction Center issues the excessive rainfall forecast. You can go back through historical forecasts, I did not see any significant excessive rainfall forecast for Texas, and this was the region in Slight category, issued July 3rd. Being in a poor cellular service area having a NOAA weather alert radio would help if they issue an alert.
@Electronwarrior that’s possible. Years ago my area got 9 inches but over two days. I have sandy soil, but there was runoff in nearby dense neighborhoods with cars and basements flooded. Texas soil must be hard as a rock but with the intensity of the rainfall it’s going to runoff fast no matter what.

@Electronwarrior People say they want science. They trust the science of the NWS, but they really don’t want science. Science is a method of discovery. Sometimes a hypothesis is right, sometimes really wrong. No, they want hard, proven laws of nature, which do not, and will not, exist. The map in the OP represents probabilities. Slight probability does not negate the possibility. A 2% chance of excessive rain speaks nothing about volume of excessive rain, so it’s been proven.
The map legend says (slgt) 15% chance if excessive rain within 25 miles to the right of the drawn line over the next day. Pretty unintuitive if you ask me. Again, if the probability exists, one needs to assume that if could go tit’s up in a heartbeat, and in this case it did. You get a way to weigh the risks with these things. No guarantee, no prediction, just a heads up. When peeps turn climate science into a god, you get shit results. Case in point.
@Electronwarrior @CoranDeo agreed. I find the best is to monitor radar imagery - if you see training thunderstorms that just keep coming you know you’re going to get significant rainfall. Know your regional area. I ran my downspouts off roof gutters many years ago to underground pipes to get runoff as far away from the house as possible. Our undisturbed non compacted soil can soak virtually unlimited water, so I had to get it almost 100 ft there. It all depends on your location & soil type.
@Electronwarrior As far as 100 year events go, i think you are right WRT frequency. It’s a once i. 100 year event. If the event hasn’t happened for 100 years, that ends the previous 100 without that event. If it happens the following year, it’s in the next 100 years and the probability of it happening again in the next 99 years is diminished, theoretically, but not guaranteed. I think it’s more a subjective evaluation that explains scope of devastation, not hard numbers(years)
