It happens here as well. You go to the doctor, say you have depression and you get with two easily obtained extensions, two years of leave. Then you appear for one week at your workplace, and you're liable for the payed vacations (6 weeks) you're owed. You return, work for another 5 weeks and 1 day and you take another 2 years leave for depression. All that while your employer pays half of your salary, half your social security and is obliged to retain your position of work. Some people cannot stand the financial strain and they'd rather pay directly the 35K fine for firing the employee.
3/4 people who do this are women above 40 yo and continue like this up until their retirement. If they are unlucky and get fired, they receive unemployment for at least 2 years. They go around bitching that noone hires older women and about the gender pay gap 😄
