Cela fait presque trente ans que l’Institut national de la statistique et des études économiques (Insee) mesure, chaque année, la pauvreté et les inégalités au sein de la population de France métropolitaine vivant en logement ordinaire. Jamais celles-ci n’avaient atteint les sommets enregistrés pour l’année 2023, publiés lundi 7 juillet : 9,8 millions d’habitants vivent sous le seuil de pauvreté monétaire, fixé à 60 % du revenu mensuel médian, soit 1 288 euros, pour une personne seule.
Environ 650 000 personnes ont basculé dans la pauvreté en l’espace d’une année, soit la progression la plus forte depuis 1996, début de la méthode de calcul actuelle. Le taux de pauvreté a atteint 15,4 %, après 14,4 % en 2022, soit un niveau et une hausse également record. Il en va de même concernant les inégalités : les 20 % les plus riches ont eu des revenus 4,5 fois supérieurs aux 20 % les plus pauvres, un écart historique sur les trente dernières années. Le coefficient de Gini, autre mesure des inégalités, frôle son maximum, atteint en 2011.
« Il faudrait remonter aux débuts des années 1970 pour constater des inégalités un peu plus fortes », affirme Michel Duée, chef du département des ressources et des conditions de vie des ménages de l’Insee. Comment expliquer ces constats ? « Le niveau de vie, soutenu par une conjoncture favorable de l’emploi, a augmenté plus vite que l’inflation, sauf pour les plus modestes », résume-t-il.

Le niveau de vie médian a atteint 2 150 euros mensuels pour une personne seule, une hausse plus forte (+ 5,9 %) que l’inflation (+ 4,9 % en moyenne annuelle), soit une augmentation en euros constants de 0,9 %. Mais les évolutions à chaque extrémité du spectre des revenus ont été très différentes. Le niveau de vie des 10 % les plus riches a ainsi progressé de 2,1 % en euros constants, « porté par les rendements des produits financiers », souligne M. Duée. Cette catégorie a également bénéficié de la dernière phase de l’exonération de la taxe d’habitation. Tandis que les 30 % d’habitants les plus modestes ont connu une baisse de leur niveau de vie, particulièrement marquée pour les 10 % les plus pauvres (– 1 % en euros constants).
Phénomène des « travailleurs pauvres »
Selon M. Duée, « cette baisse du niveau de vie des plus modestes s’explique par l’arrêt des mesures exceptionnelles, qui avaient été prises en 2022 – l’indemnité inflation, la prime exceptionnelle de rentrée, la revalorisation anticipée des prestations sociales –, ainsi que par une hausse du nombre des microentrepreneurs aux revenus faibles ». De plus, les aides au logement n’ont pas été revalorisées à la hauteur de l’inflation et elles ont bénéficié à moins de personnes que les années précédentes.
Le phénomène des « travailleurs pauvres » se renforce (8,3 % des actifs en emploi sont pauvres, en hausse de 0,6 point), tout comme la pauvreté des chômeurs (36,1 %, en hausse de 0,8 point), notamment liée à la réforme de l’assurance-chômage. Les retraités ont vu leur taux de pauvreté progresser de seulement 0,3 % et rester faible, à 11,1 %, les plus modestes d’entre eux ayant bénéficié de la réforme des retraites.
La pauvreté des familles monoparentales a particulièrement augmenté, passant de 31,4 % à 34,3 %. La revalorisation de l’allocation de soutien familial de 50 %, fin 2022, n’a pas compensé l’arrêt des aides exceptionnelles, et certaines familles ont, par ailleurs, connu des périodes d’emploi plus courtes dans l’année et des temps partiels avec moins d’heures. Cela a contribué à faire progresser le taux de pauvreté des enfants, qui a atteint 21,9 % (+ 1,5 point).
Ces différents chiffres sont cependant en deçà de la pauvreté monétaire réelle, puisqu’ils n’incluent ni les habitants des départements d’outre-mer, ni les personnes sans abri, ni celles qui vivent en habitation mobile ou en institution (établissements d’hébergement pour personnes âgées dépendantes, foyers de jeunes travailleurs…), ni les ménages dont la personne de référence est étudiante. L’Insee avait estimé, grâce à des sources complémentaires, que ces différentes catégories totalisaient, en 2021, plus de 2 millions de personnes pauvres, à ajouter aux 9,1 millions recensées en logement ordinaire en France métropolitaine.
Pour le président du Conseil national des politiques de lutte contre la pauvreté (CNLE), le sociologue Nicolas Duvoux, « un seuil d’alerte a été franchi ». « Nous ne sommes plus sur une stabilisation de la pauvreté à un niveau élevé, mais dans une dynamique de hausse », affirme-t-il. Le constat dressé dans une récente étude du CNLE, portant sur les années 2015 à 2022, se trouve confirmé : « La baisse du chômage n’entraîne plus comme avant une baisse de la pauvreté : il y a une précarité du marché du travail, et l’encouragement au développement du statut de microentrepreneur n’a pas permis d’endiguer [sa progression] », constate le chercheur, qui appelle à une « action résolue ».
« Se doter d’une stratégie »
« Le constat est dramatique et insupportable, avec près d’un Français sur six en situation de pauvreté en 2023 », réagit Delphine Rouilleault, la présidente du collectif Alerte, qui rassemble 37 associations nationales de solidarité (Emmaüs, Secours catholique, ATD Quart Monde, Fondation pour le logement des défavorisés, etc.).
Si ni l’Insee ni le CNLE ne se risquent à formuler des hypothèses pour 2024, le collectif Alerte craint, pour sa part, que cette paupérisation continue, du fait de mesures récentes : l’obligation faite aux allocataires du revenu de solidarité active, depuis le 1er janvier, d’effectuer quinze heures d’activité hebdomadaires, sous peine de sanctions, qui risque d’augmenter le taux de non-recours à cette aide, déjà élevé ; la baisse, dès 2025, des financements alloués à l’insertion par l’activité économique et des crédits exceptionnels accordés à l’aide alimentaire ; la loi Kasbarian-Bergé de juillet 2023, qui a contribué au nombre record d’expulsions locatives.
Les associations du collectif Alerte ont rencontré le premier ministre, François Bayrou, jeudi 3 juillet. Ce dernier s’est engagé à maintenir, en 2026, les 203 000 places d’hébergement d’urgence actuelles, et à fixer un objectif à dix ans de réduction de la pauvreté, comme prévu par une loi de 2008. « Il faut aussi se doter d’une stratégie et de moyens, exhorte Delphine Rouilleault. Il existe des marges de manœuvre, avec des niches fiscales et des aides aux entreprises injustes ou inefficaces. Geler les prestations sociales en 2026, comme cela a été suggéré dans le cadre d’une année blanche, est, en revanche, inenvisageable. »

A minor act of vandalism gets placed in the same category as mass murdering civilians with a car bomb when the vandalism is directed at the imperial war machine in opposition to the empire’s genocidal atrocities.
Even expressions of support for Palestine Action are now illegal under British law, leading to numerous arrests over the weekend as activists expressed solidarity with the organization. Pink Floyd’s Roger Waters, who is British, has been formally reported to UK counterterrorism police by UK Lawyers for Israel following the musician’s public statement saying “I support Palestine Action. It’s a great organisation. They are non-violent. They are absolutely not terrorist in any way.”

All that while your employer pays half of your salary, half your social security and is obliged to retain your position of work. Some people cannot stand the financial strain and they'd rather pay directly the 35K fine for firing the employee.

To the Colombian people, to the comrades of the National Liberation Army (ELN), I greet you with a fraternal embrace, which carries revolutionary and humanist motivations, on the 61st anniversary of this insurgent feat that we are about to commemorate this July 4.
Continuing today to accompany with our modest efforts the struggles of the people and the nation is worthy of note, for all the challenges we have had to overcome and the sacrifices assumed, to place dignity and commitment on high.
Other sister guerrilla forces that accompanied us on a stretch of the road, abandoned the path of the armed uprising and opted for other paths that we respect, but we differ from it.
It is true that in this more than half a century, there have been important changes in the life of the country, the world and undeniable developments in the life of humanity.
However, in Colombia, despite such changes, the economic, political and social causes that originated the armed uprising and the popular and guerrilla resistance are still in force, so the legitimacy of rebellion as a right of the people is not in question.
The fact that the ELN exists today as an insurgent force, in constant development, maintaining its principles, its program, its guidelines, a defined strategy and a coherent historical thread, reaffirms our points of view in this regard.
After the Social Outbreak of 2021 that made possible the election of a president from the popular sectors and with progressive thinking, several friends called on us to reconsider the continuity of being insurgents, to join forces in the government of change.
Dialogues were established with this government and agreements were made that aimed to find a political solution to the conflict, in order to solve the causes that originated the social and armed conflict in Colombia.
The government did not comply with what was agreed, because it maintains the same formula as the previous ones: demobilization, disarmament and reintegration of the insurgency.
This failed formula is not accepted by the ELN, among other things because at different times it has developed and the guerrillas always lose, the struggle for change is affected, the ruling class wins and violence increases.
The ELN knows that the indispensable changes to overcome the causes that originated the conflict, make it essential to unite, form alliances and coordinate among all of us who fight for it, even if we have differences or are of a different character, that is why in the ranks of the fighters there is no room for exclusion, this is the imposing practice of the ruling class.
All the efforts for the well-being of the people add up to the struggle and we do not underestimate them, however, we reiterate that the essential objective of the popular and revolutionary struggle are the economic, political and social changes that overcome the causes that originated the armed uprising and this commitment we reiterate today from our insurgent character.
Our being internationalist makes us in solidarity with all the peoples and nations of the world, who resist and fight for their liberation, to throw off the imperialist yoke.
The criminal genocide of the Palestinian people makes us more sensitive to our revolutionary anti-imperialist commitment.
Compañeras, compañeros elenos, firmness, loyalty and revolutionary commitment make us honor those who in these 61 years have given their lives with dignity, next to countless men and women of the people.
Today we continue to hold their flags aloft to shout with them: Not one Step Back… Liberation or Death!
