I found on my Linux or Android systems, magnitudes more power can be saved by minimizing I/O consumption, like "data saver." This brings down by magnitudes those CPU wakeup interrupts. I also found increasing the time between flushing the write data to storage helps too. A quiet I/O bus is a power saving I/O bus. Displaying seconds uses orders of magnitude less power than wifi or cell phone modem wakeups.
