It's not legal, but they get away with it, so they do it. It's the little guy, looking for the job, or the assistance, or the place to live, or whatever else that he/she really needs, that gets the short end of the stick as a general rule. And why wouldn't he/she? This person is looking for the resources to survive. The only places that have that are places that have resources to spare. That means plenty of resources for legal defense.
You ever tried obtaining legal assistance from a state agency? So many people need so frigging much assistance everywhere, and there are so few resources to go around, that it's a miracle if you get anything.
