Les scientifiques chinois soumis à la suspicion quittent l’Amérique en masse, un exode qui fait pencher la balance mondiale de l’innovation en faveur de la Chine. L’auteur pose également la question de la capacité pour l’appareil gouvernemental communiste de ne pas avoir des abrutis imbus de leur pouvoir et ne sachant pas gérer une main d’œuvre aussi demandée. Que l’on se rassure, la connerie bureaucratique des cadres politiques en particulier intermédiaire est également répartie quel que soit le régime et ils sont susceptibles d’écœurer n’importe quelle bonne volonté. Mais mon expérience personnelle me permet de dire que l’étroitesse nombriliste des cadres intermédiaires est plus difficile à supporter quand ils se prétendent communistes parce qu’il y a alors une telle distance entre l’idéal et la mesquinerie stupide et méchante que cela détruit de l’intérieur celui qui en est victime. Le mieux, si faire se peut, c’est de minimiser les contacts avec cette bureaucratie. La rivalité entre les États-Unis et la Chine n’est plus seulement un affrontement de droits de douane, de marines et d’affrontements diplomatiques. Un front plus discret et plus subtil a émergé – un front qui est néanmoins en train de remodeler l’ordre mondial et de décider des futurs gagnants et perdants. C’est un concours pour les êtres humains, en particulier les scientifiques, les ingénieurs et les pionniers universitaires qui façonneront l’avenir.
Dans cette lutte émergente, le talent est le nouveau pétrole et les pipelines se déplacent à mesure que le flux autrefois unidirectionnel de talents vers les États-Unis s’inverse, réoriente les carrières, rééquilibre l’innovation et redessine la carte de la puissance et de l’influence mondiales.
Des milliers de professionnels hautement qualifiés, en particulier ceux d’origine chinoise, quittent les institutions américaines pour de nouvelles opportunités en Chine et ailleurs. C’est plus qu’un renversement ; Il s’agit d’une redistribution de la matière grise mondiale, qui remodèle les écosystèmes de recherche et fait pencher sensiblement la balance de l’innovation mondiale.
Entre 2010 et 2021, près de 20 000 scientifiques d’origine chinoise ont quitté les États-Unis, une tendance qui s’est accélérée après 2018. Il ne s’agit pas de chercheurs de second plan : ils s’agit de personnalités comme le neuroscientifique Yan Ning, qui a quitté Princeton pour diriger l’Académie de médecine de Shenzhen, et Gang Chen, un ingénieur de haut niveau du MIT qui est retourné à l’Université Tsinghua après avoir été blanchi des accusations d’espionnage.
De plus en plus sous Trump, les politiques de visa restrictives, la géopolitique et la suspicion raciale repoussent les meilleurs talents au lieu de les attirer. L’initiative chinoise de l’administration Trump précédente est peut-être terminée, mais son effet dissuasif demeure.
Les scientifiques chinois et asiatiques s’inquiètent de la surveillance, d’un examen injuste ou même de poursuites. Dans le même temps, la réduction des budgets de recherche et l’instabilité des financements rendent les États-Unis moins attrayants.
À cela s’ajoute une atmosphère culturelle tendue par la montée du sentiment anti-asiatique. Pour de nombreux scientifiques, il ne s’agit pas seulement de financement, il s’agit d’un sentiment d’appartenance, et de plus en plus, ils ont l’impression qu’ils ne sont pas admis.
Les raisons personnelles comptent également : la proximité de la famille, l’affinité culturelle et le désir de construire quelque chose chez soi sont de fortes motivations pour beaucoup. Le choix n’est pas toujours idéologique ; Parfois, c’est juste pratique.
Pendant ce temps, des pays comme la Chine attirent activement les meilleurs talents. Des programmes comme le Plan des mille talents offrent non seulement des salaires et des budgets de recherche de premier ordre, mais aussi des logements, des rôles de leadership et du prestige.
Des institutions comme l’Université Westlake et l’Académie de médecine de Shenzhen promettent une autonomie et des installations de classe mondiale. Pour beaucoup, le retour en Chine n’est plus un pas en arrière, mais plutôt un pas en avant.
Contrôle, prestige et nouveau récit national
Le recrutement de talents en Chine est stratégique et politique. Les scientifiques sont accueillis en fanfare, mais aussi avec des attentes. La loyauté envers le Parti communiste chinois est importante. Les rapatriés sont intégrés dans des réseaux qui allient leadership scientifique et alignement idéologique.
Pourtant, même dans le cadre de ces contraintes, la Chine offre une marge de manœuvre. Le gouvernement sait que l’innovation ne peut pas être entièrement microgérée, c’est pourquoi il investit massivement dans la réduction de la paperasse et l’offre de trajectoires de carrière claires. Le résultat est un paradoxe : un système qui exige le contrôle mais dépend de la créativité.
Les rapatriés sont également des symboles puissants. Les médias chinois dépeignent leur retour comme une validation de l’ascension de la Chine et du déclin de l’Occident. Ces récits renforcent le nationalisme et légitiment le régime. Mais le gouvernement sait que ce soft power va dans les deux sens : les rapatriés désabusés peuvent devenir des critiques, donc l’intégration et le respect sont essentiels.
Ce moment soulève une question importante : la Chine est-elle en train d’atteindre un véritable point d’inflexion dans son ascension en tant que superpuissance scientifique ? Pour certains, le symbolisme est frappant. Mao Zedong a un jour déclaré l’ascension du peuple chinois sur la scène mondiale. Aujourd’hui, le retour de scientifiques de classe mondiale en Chine pourrait être considéré comme une réalisation de cette prophétie – non pas par la révolution, mais plutôt par la recherche.
L’écosystème croissant de laboratoires, de parcs de recherche et d’universités de la Chine produit une science de classe mondiale. Ses principales institutions de recherche grimpent dans les classements mondiaux. Ses chercheurs font des percées dans les domaines de l’informatique quantique, de l’intelligence artificielle et de la biomédecine. Si cette trajectoire se maintient, la Chine pourrait bientôt rivaliser ou dépasser les États-Unis dans les plus hauts niveaux d’innovation et de technologie.
Mais le chemin n’est pas garanti. Un véritable leadership scientifique exige de l’ouverture, de la confiance et de la liberté intellectuelle – des qualités qui ne conviennent pas aux dirigeants politiques de la Chine. La durabilité de l’essor scientifique de la Chine dépendra de la façon dont le Parti communiste gérera ces tensions.
S’agit-il du début d’un nouveau siècle scientifique chinois, ou d’un pic prématuré ? La réponse réside dans la façon dont la Chine équilibre ses ambitions nationales avec l’éthique mondiale et les normes de la science.
Pour les États-Unis, la perte de chercheurs de haut niveau est une menace évidente pour leur avantage en matière d’innovation, mettant en péril les futures percées dans les domaines de l’IA, de la biotechnologie et des technologies propres. Cela affaiblit également le soft power américain. L’université américaine était autrefois l’étalon-or mondial, mais cette aura s’estompe maintenant.
La Chine, en revanche, récolte de réels avantages, avec des rapatriés qui font progresser des secteurs clés de l’innovation. Les universités chinoises, quant à elles, grimpent dans les classements mondiaux. Tout cela donne à Pékin l’occasion de vanter ces succès comme une preuve de la supériorité de son système.
À l’échelle mondiale, les flux de talents sont de plus en plus fluides. La circulation des cerveaux, et pas seulement la fuite des cerveaux, crée de nouveaux pôles d’innovation dans des pays comme Singapour, l’Allemagne et les Émirats arabes unis. Ces pays bénéficient de chercheurs déçus à la fois par Washington et par Pékin. Le monde de la science devient ainsi décentralisé et plus compétitif.
Mais aussi plus fragmenté. Alors que la collaboration entre les États-Unis et la Chine s’effondre, l’Europe et d’autres pays sont de plus en plus contraints de choisir leur camp géopolitique. Le monde de la science se divise lentement mais sûrement en blocs compétitifs.
Les États-Unis sur la défensive
En réponse, les États-Unis se sont mis sur la défensive. Les politiques de sécurité nationale telles que le Projet 2025 et les contrôles à l’exportation visent à isoler les technologies critiques. Mais cette mentalité de forteresse pourrait se retourner contre lui si elle aliène de plus en plus de talents internationaux. S’ils vont trop loin, les États-Unis pourraient facilement se retrouver isolés dans la course mondiale à l’innovation.
Certaines universités et leaders technologiques américains s’y opposent, appelant à une réforme des visas et à un soutien accru aux étudiants et universitaires internationaux. Mais sans leadership fédéral et une vision claire, la dérive et l’aliénation des talents devraient se poursuivre sous Trump.
La Chine, quant à elle, redouble d’efforts pour attirer les talents dans son pays. Il considère les rapatriés comme des acteurs clés de ses initiatives « moonshot », allant de l’informatique quantique aux technologies vertes. Le défi pour Pékin est de maintenir une ouverture suffisante pour maintenir l’innovation en vie tout en assurant la fidélité.
D’autres pays saisissent également l’occasion. Le Canada, l’Australie et certaines parties de l’Europe rationalisent l’immigration pour les scientifiques. L’avenir ne sera peut-être pas bipolaire mais multipolaire, avec une mosaïque de centres d’innovation remplaçant l’ancien modèle centré sur les États-Unis.
Les États-Unis doivent agir de manière décisive. La réforme de l’immigration est essentielle, y compris des cartes vertes pour les diplômés en STIM, des processus de visa simplifiés et un message de bienvenue clair. La lutte contre le racisme anti-asiatique dans les espaces universitaires et professionnels est également essentielle.
Au-delà de cela, les États-Unis doivent se réengager dans l’investissement public dans la science, pas seulement pour des objectifs militaires mais pour le progrès humain partagé. Construire des collaborations mondiales, et non les détruire, aidera à maintenir la confiance et le talent.
La Chine doit aussi agir avec prudence. Trop politiser la science risque d’étouffer l’innovation qu’elle recherche et désire. Elle doit protéger la liberté intellectuelle, promouvoir la recherche interdisciplinaire et permettre une plus grande autonomie institutionnelle.
D’autres pays continueront probablement à cultiver des environnements où les scientifiques peuvent s’épanouir, indépendamment de leur origine nationale. La science est intrinsèquement mondiale, et les pays qui l’embrassent auront un avantage significatif dans les décennies à venir.
Le monde est témoin d’une révolution silencieuse alors que l’exportation des cerveaux mondiaux se transforme en circulation des cerveaux. L’ancienne hypothèse selon laquelle l’Occident est la dernière étape pour les talents ne tient plus.
La Chine réécrit les règles et les États-Unis risquent de s’exclure du jeu. Les gagnants seront ceux qui reconnaissent que les talents mondiaux recherchent la confiance, les opportunités et, tout aussi important, le respect.
Dans le nouveau monde de la concurrence mondiale, il ne s’agit pas seulement de savoir qui construit la puce la plus rapide ou qui trouve le prochain vaccin. Il s’agit de savoir à qui les gens font confiance pour construire un avenir vers lequel ils sont prêts à travailler.

À Gaza, le chef de gang criminel Yasser Abou Shabab et d'autres comme lui ont refait surface sous couvert de « sécuriser l'aide », portant des uniformes et prétendant protéger l'aide humanitaire limitée entrant dans la bande de Gaza.
Quds News Network rapporte qu’Abou Shabab a « établi une base fortifiée dans une zone sous contrôle israélien à Rafah », devenue une zone de destruction.
Ces groupes opèrent sous protection militaire israélienne, pillant régulièrement les convois d’aide, notamment dans des zones comme l’est de Rafah et Karem Abou Salem (Kerem Shalom).
Abou Shabab est un chef connu de gangs armés liés à Daech et impliqué dans le pillage de l’aide humanitaire sous protection israélienne. L’année dernière, The New Arab rapportait qu’Abou Shabab, entre autres, collaborait avec des centaines de voleurs sous la protection des forces d’occupation israéliennes près du point de passage de Kerem Shalom, principal point d’entrée des convois d’aide humanitaire. Issu de la tribu bédouine Tarabin, présente du Sinaï au sud de Gaza et au désert du Néguev, il a été identifié dans une note de l’ONU comme « la principale figure influente derrière le pillage généralisé et organisé » des convois d’aide humanitaire à destination de Gaza. Opérant depuis l’est de Rafah, Abou Shabab dirige un groupe de voyous armés qui attaquent les camions transportant de la nourriture et d’autres fournitures essentielles à Gaza.
Abou Shabab est réapparu sur un nouveau compte Facebook où il a publié des informations sur les activités de son gang affirmant qu’il aidait à « sécuriser » l’acheminement de l’aide aux personnes affamées à Gaza
De nombreux rapports, notamment ceux de Haaretz et du Washington Post, confirment que ces gangs ont été vus en train de piller sous les yeux des forces israéliennes, qui n’interviennent ni n’empêchent les vols.
Abu Shabab, récemment de nouveau actif sur les réseaux sociaux, se vante de la coordination de son gang, tandis que ses hommes armés frappent les chauffeurs d’aide humanitaire et exigent de l’argent pour leur protection, aggravant ainsi les conditions de vie d’une population affamée.
Parallèlement, Israël a systématiquement ciblé la police et les agents de sécurité palestiniens chargés de surveiller les livraisons d’aide. Malgré la pression internationale, seule une quantité infime d’aide a été autorisée à entrer, Israël frappant ceux qui tentaient de la protéger. Alors qu’Israël permet et facilite les pillages, sa propagande accuse le Hamas de voler l’aide, rejetant ainsi toute responsabilité et masquant son propre rôle dans l’orchestration du chaos et de la famine à Gaza.
En novembre, Haaretz a publié des témoignages provenant de sources d’organisations d’aide internationale opérant à Gaza, selon lesquels l’armée israélienne permet à des Palestiniens armés de piller et de percevoir des frais de protection sur les camions d’aide entrant dans la bande de Gaza. Selon les sources de l’époque, les hommes armés, qui sont affiliés à deux clans bien connus dans la région de Rafah, bloquent systématiquement une grande partie des camions entrant dans la bande de Gaza par le passage de Kerem Shalom. Bien que la zone soit sous son contrôle opérationnel total, l’armée israélienne n’intervient pas pour empêcher ces pillages. Le Financial Times, quant à lui, évoque des gangs dirigés par des criminels évadés qui sont lourdement armés et organisés selon des liens familiaux. L’article évoque deux figures notoires qui sont Yasser Abu Shabab et Shadi Soufi. Jusqu’à 30 % de l’aide entrant à Gaza est pillée, avec certains convois entièrement détournés par ces gangs. Les camions sont interceptés, les chauffeurs menacés, et les marchandises stockées à ciel ouvert avant d’être revendues à des prix exorbitants aux habitants. Des responsables humanitaires affirment que ces gangs agissent avec l’assentiment passif, voire actif, des Forces de défense israéliennes. Les pillages ont entraîné une diminution drastique des livraisons d’aide depuis l’invasion israélienne de Rafah. Certaines familles se distancient des membres impliqués dans les vols, tandis que des groupes organisent des patrouilles pour protéger les convois.
Une note interne des Nations Unies obtenue par le Washington Post a conclu le mois dernier que les gangs « pourraient bénéficier d’une bienveillance passive, sinon active » ou d’une « protection » de la part des Forces de défense israéliennes. Un chef de gang, selon le mémo, a établi un « complexe de type militaire » dans une zone « restreinte, contrôlée et patrouillée par l’armée israélienne ».

Wir hatten die Dokumentation von Airwars, die für die ersten drei Wochen des Krieges eine extrem hohe Anzahl von zivilen Opfer - meist ganzen Familien feststellte, während es nahezu nie Hinweise auf Kämpfer gab.
Wir haben Recherchen über Lavender und Where's Daddy? seit einem Jahr oder so. Wir wissen doch schon lang dass da von Anfang an Kriegsverbrechen im abscheulichen Aumaß begangen wurden sind.
Es gab jede Menge lokale Journalisten aus Gaza, aus Israel die das alles klar beschrieben haben.
Wir wissen auch noch vom Jahr 2023 noch über das Dokument des sogenannten Geheimdienstministeriums, dass als sinnvollste Lösung für die israelische Regierung die Massenvertreibung aller Palästinenser aus Gaza vorsieht.
Die Situation in der wir jetzt stehen ist ja nicht unvorhersehbar gewesen. Journalisten in D. als auch Regierungen werden umfangreich informiert.
@Kraemer_HB *Angst ist ein wichtiger Faktor. Viele haben wirklich Angst dass es für sie Konsequenzen haben wird, dass sie Verbrechen gegen die Menschlichkeit verteidigt, gebilligt, unterstützt oder dazu geschwiegen haben. (Ansehen, strafrechtlich, politisch, ...) Je mehr über das Thema - inbesondere über die extrem unerträgliche Situation - geredet wird, umso mehr schwindet die Angst vor den Konsequenzen wenn sie über das Thema sprechen.
@Kraemer_HB * Für Deutschland ganz wichtig ist sicherlich auch, dass sich politisch einiges bewegt hat. Gerade die Versuche demonstrativ Freundschaft zur israelischen Regierung zu zeigen haben den Bogen überspannt und lassen Leute verstärkt hinschauen. Die Linken haben sich gewandelt, und schweigen nicht mehr darüber. Die Grünen sind aus der Regierung raus, und schweigen auch weniger. Konformität bricht zusammen.
@Kraemer_HB *Es gab die Theorie aus UK, dass Regierung und Parlamentarier über die weiterhin stattfindenden Überwachungsflüge deutlich besser mit der Lage vertraut sind als sie öffentlich bisher kommuniziert haben. Möglicherweise ist die Lage deutlich schlechter, als bislang bekannt ist. Wir wissen ja, dass große Teile Gazas Sperrzonen sind, wo geschossen wird auf alles was sich bewegt.
@Kraemer_HB * Die Lage in Gaza hat sich massiv verschlechtert. Das was an Bildern aus Gaza in die internationale Presse dringt, auf SoMe geteilt wird usw. wird immer hässlicher und immer wenige vertretbar. Es fällt schwer ausgemergelte Kinderkörper als legitim darzustellen. Es fällt schwer, bei Berichten über eine einzelne Familie mit Namen und Gesichtern, die bei lebendigen Leib verbrannt sind, dass irgendwie sinnvoll propagandistisch einzuordnen.

* Das Vorgehen der israelischen Armee und Regierung wird immer offener unvertretbarer. Die Propaganda immer fadenscheiniger, während die Versuche noch so zu tun, als würde man ein völkerrechtlich legitmes Ziel zu verfolgen, wurden deutlich zurück gefahren, dass dauerhafte Besetzung und Vertreibung das Ziel schlecht hin ist kommunizieren sie mittlerweile recht offen.
Ergänzend dazu noch die Einlassung von Ron Prosor - der deutlich macht "Deutschland ist ein Freund deswegen regieren wir nicht wüst auf Deutschland wie gegenüber anderen Ländern"
Tilo Jung vermutet, dass die Kritik die wir aus der Regierung hören eher abgestimmt ist.
Vielleicht geht's darum dass die dt. Regierung soviel Kritik übt, dass sie sich nicht komplett ins Abseits stellen, aber gleichzeitig ernsthafte Konsequenzen verhindern kann.

Pour lui c’est une évidence puisque c’est le discours quotidien dans les médias israéliens, le nier relève de la folie d’autant qu’ils sont traduits et postés sur les réseaux sociaux quasi immédiatement.

It was a pleasure and an honor to return to WION news commentary programming yesterday to discuss the latest developments in U.S.-Russian relations over resolving the Ukraine war.
"From before midday on Monday small groups of young Israeli men attacked and harassed shopkeepers and passersby inside [Jerusalem], spitting at women in hijabs, stealing from cafes, ransacking a bookshop and [...] chanted racist slogans including “Gaza is ours”, “death to the Arabs” and “may their villages burn”.
Yesterday, the women's teams for Clapton Community & Dulwich Hamlet Football Clubs were to play in the London & South East Regional Women's League trophy final. Hundreds of supporters from both teams traveled to Maidstone to attend the match, hosted at Gallagher Stadium (owned by Maidstone United FC).
Clapton - a club whose home ground was the first in the UK to be recognized as an apartheid free zone - continued their long-standing tradition of showing support for the Palestinian people by flying Palestinian flags from the stands. Maidstone supporters matched the effort with an enormous banner reading SHOW GENOCIDE THE RED CARD.
This wasn't just a trophy final. It wasn't just the last match of the season for both teams. It was the last chance for trans women on both sides to play football, after the Football Association's transphobic ban against trans athletes, which takes effect on June 1st.
The match was going along smoothly and Clapton was up 2-0 when, 20 minutes in, something unprecedented happened. In the words of the Clapton players:
“Today, 32 women were denied the opportunity to play the L&SERWFL Trophy final.
About 20 minutes into the match, both Clapton and Dulwich supporters were approached by a representative of of Maidstone United, Gallagher Stadium owners. He demanded that our supporters must stop waving the Palestinian flag, and the Dulwich supporters must take down their banner which read ‘Show genocide the red card.’
After both groups of supporters refused, a league official walked on to the field of play to stop the game. In a discussion with the match officials, players and coaches, he communicated that we could not use the ground while both the Palestinian flag and the banner were displayed.
Our given options were to 1) play the game behind closed doors or 2) to abandon the game. Clapton’s players chose to abandon the game. Both sets of fans then came together in solidarity with the Palestinian people, singing more songs and holding up our banners in support of trans women and the Palestine people, respectively.
Our players and fans are united in their support and concern for Palestinians who are being bombed daily. Showing that support with a flag or banner is no reason to abandon a cup final."
With that, the Clapton players climbed into the scaffolds to join the supporters, soon followed by Dulwich Hamlet supporters who brought their banner over. Both teams & supporters united in defiance of the attempt to silence their support for the Palestinian people and their opposition to genocide.
The Football Association - that same body that banned women from playing football for fifty years and has now banned trans athletes from playing football effective June 1st - have declared the Cup void and will not award it to either team nor schedule a rematch. They have also threatened both Dulwich Hamlets and Clapton Community FCs with discipline.
In the words of Dulwich supporters Pepper Army:
"Sport has long played an important role in putting pressure on governments perpetuating human rights abuse - from South Africa during the apartheid era to Russia since its invasion of Ukraine. Those who argue that political protest does not belong in sport are either ignorant or are deliberately ignoring that history this is particularly true in the women's game access to the game has always been political and, even now, women continue to fight for the right to play football.
We don't protest at our games because we think one protest in a regional football competition will change what is happening in Gaza. But we do it knowing that every protest joins a drum beat of defiance that is slowly convincing the world it cannot ignore the daily murders perpetuated by the state of Israel.
We are proud of the behavior of Dulwich Hamlet fans today and we are equally proud to join hands with the fans of Clapton CCFC, who have already done so much to shine a spotlight on the plight of the past on the Palestinian people.
History will judge us. Let us all be able to say we're on the right side."

Wir wissen auch noch vom Jahr 2023 noch über das Dokument des sogenannten Geheimdienstministeriums, dass als sinnvollste Lösung für die israelische Regierung die Massenvertreibung aller Palästinenser aus Gaza vorsieht.

Die Propaganda immer fadenscheiniger, während die Versuche noch so zu tun, als würde man ein völkerrechtlich legitmes Ziel zu verfolgen, wurden deutlich zurück gefahren, dass dauerhafte Besetzung und Vertreibung das Ziel schlecht hin ist kommunizieren sie mittlerweile recht offen.
