That's UN convention. When their experts or spokesperson says "This may be a war crime." it means "This is s clear-cut war crime, but I personally am not a jurist." En dat heeft u; helaas klinkt daarom zo'n verhaal van de beller voor veel mensen geloofwaardig. En zodra nette mensen zich schuldig voelen omdat zij zich realiseren dat zij iets onverstandigs hebben gedaan, zijn zij veel gevoeliger voor manipulatie.

That's UN convention. When their experts or spokesperson says "This may be a war crime." it means "This is s clear-cut war crime, but I personally am not a jurist." If they meant "may" it would be "raises concerns about the respect for IHL" or something along those lines. Bottom line is, that statement at this stage is diplo-speak for "Yes, it's a fucking war crime"
