Im Grunde ist #Wohngeld eine Umverteilungsmaschine, die Geld von der arbeitenden, steuerzahlenden Bevölkerung zu den Besitzenden von Immobilien schaufelt.
Seine Existenz ist zwar aktuell bitter nötig, aber öffentlicher, sozialer Wohnungsbau wäre auf die Dauer die bessere, nachhaltigere, fairere und günstigere Variante.
Nur weniger profitabel für Immobilienkonzerne. Warum hat wohl keine Bundesregierung je einen Kurswechsel angedacht?
@forthy42 Also Leute, die das nicht wollen, z.B. weil sie in 30 Jahren wahrscheinlich schon nicht mehr leben, sollten schon die Möglichkeit haben, für einen niedrigeren Betrag nur zu mieten. Womit wir wieder bei der bestehenden Unterscheidung zwischen Miete und Mietkauf mit unterschiedlich hohen Zahlungen wären. Außerdem stellt sich die Frage welchen Vorteil das Modell haben sollte ggü. dem Anspruch, die Wohnung nach 30 Jahren zu einem definierten "Restbetrag" per Einmalzahlung zu kaufen. Letzteres ist aus Mieter*innensicht eigentlich besser, da das Geld parallel angespart werden kann statt schon fix über einen höheren monatlichen Preis, die Entscheidung erst später getroffen werden und bis dahin über das Kapital auch jederzeit anderweitig verfügt werden kann.
@bifouba Die üblichen Mieter für Sozialwohnungen haben keine Möglichkeit, was anzusparen. Die Miete ist schon ein staatlicher Zuschuss. Die Wohnungen sind schon so gebaut, dass sie die Merz'sche Forderung nach „kleiner geht nicht“ bereits erfüllen.
Anders als bei normalem Wohneigentum sollte das Eigentumsmodell für solche Wohnungen eher dem chinesischen Modell entsprechen: Man besitzt tatsächlich nur die Wohnung, das Grundstück ist vom Staat nur für die Lebensdauer des Gebäudes zur Verfügung gestellt, und fällt nach dessen Abriss wieder an den Staat zurück.
30 Jahre nach dem Bau sind Häuser heutzutage üblicherweise in dem Zustand „ordentlich Sanierungsbedarf“, und das funktioniert nur, wenn die Häuser überwiegend den Bewohnern gehören, und diese nicht mit hohen Tilgungszahlungen belastet sind.
D.h. der Deal für das Erwerben der Immobilie nach 30 Jahren ist „dafür muss dann auch entsprechend saniert werden“; die Kredite dafür müssen natürlich wieder staatlich zur Verfügung gestellt werden, und auf 0% Eigenkapital basieren, weil die Zielgruppe halt kein Eigenkapital hat.

Der Einwand ändert nichts an der Grundproblematik, dass die Höhe der effektiven Subvention unterschiedlich ausfällt, ob eine reine Miete oder ein Mietkauf stattfindet, und dass es überhaupt nicht klar ist, ob diese •zusätzliche• Subvention (wenn für die gleiche Miete jetzt auch noch das Eigentum übertragen wird) tatsächlich zielsicher ist. Davon könnte ja rechnerisch stattdessen auch die monatliche Zahlung gesenkt werden und es bleibt bei einem Mietverhältnis. Wer sagt, was die meisten bevorzugen würden? Späteres Eigentum für die jetzige Zahlung, oder weiterhin reine Miete für weniger Geld?
Da bin ich völlig d'accord. Aber nichts davon ändert etwas daran, dass die Effizienz (•als sozialer Transfer•) einer Umstellung von "rent" auf "rent to own" bei gleicher Mietzahlung überhaupt nicht klar ist.
Die Entscheidung wäre de facto zwischen "Nach 30 Jahren zahlt mensch gar nicht mehr" vs "Alle zahlen gleich weniger", und das findd ich überhaupt nicht eindeutig, was davon erstrebenswerter ist.
Ich denke, die meisten Menschen, gerade die, welche auf wirklich günstige Wohnungen angewiesen sind, würden nicht gerne auch noch jeden Monat Geld für den Wohnungskauf drauflegen oder das überhaupt können.
@bifouba Natürlich hat das einen inhärenten Wert, eben den Wert, wie die Leute ihr Eigentum behandeln im Vergleich zu einem Mietobjekt.
Das ist genau der Grund, warum im großen Sprung nach vorn die Leute in China verhungert sind: Weil man ihnen durch Kollektivierung ihr Grundeigentum genommen hat, und sie zu reinen Angestellten eines Agrarbetriebs degradiert hat. Das Land war das gleiche, der Anreiz, es effizient zu bewirtschaften war weg.
Sozialwohnungs-Bauten sind deshalb so heruntergekommen, weil dort niemand wohnt, dem da was gehört.
Dass manche Gegenden mit Sozialwohnungen verfallen, hat wohl eher mit Missmanagement (fehlendem Community Management) zu tun als dass Menschen nicht Eigentümer ihrer Wohnungen sind.
In deiner Theorie müssten sämtliche Gegend mit Mietwohnungen Ghettos sein. Dem ist aber nicht so.
Beim "großen Sprung nach vorn" hat man Menschen nicht einfach das Land weggenommen, sondern auch die Früchte ihrer Arbeit.
@bifouba Die meisten Mietwohngebäude haben einen Mix aus Mietern und Eigentümern, außer Sozialwohnungen. Insgesamt ist die Eigentumsquote insbesondere in Großstädten natürlich sehr niedrig (Hamburg: 20%, München: 25%, Häuser mitgezählt, und die Eigentumsquote bei Häusern ist traditionell erheblich höher als bei Etagenwohnungen), aber üblicherweise hilft es schon, wenn jemand auf der Eigentümerversammlung Verwahrlosungsprobleme anspricht, damit auch die Investoren reagieren. Nicht ausreichend ist das für energetische Sanierungen, die inzwischen anstehen, auch, weil sich da viele Selbstnutzer ebenfalls von der Bild-„Zeitung“ haben aufhetzen lassen.
Wenn gar niemand von den Anwesenden in einer WEG-Versammlung auch in dem Haus wohnt, dann gibt es genau dieses Missmanagement.

So oder so: wenn wir jetzt das Gebäude mit den Sozialwohnungen den Bewohner*innen schenken, dann kennen die zwar alle Missstände, aber du selbst hast ja schon gesagt, dass die keine zusätzlichen Geldmittel haben, um etwas anzusparen. Wovon sollen die dann die Sanierung bezahlen? Oder schwenkt es dann doch zurück zu: die Schäden entstehen durch ein Verhaltensproblem (“Ist ja nicht meins…”), so dass von vornherein weniger Sanierungsbedarf entstehen würde, durch pfleglichere Behandlung?
Das sind völlig unterschiedliche Theorien, woran es scheitert.
@bifouba Diese Gruppe könnte die von der KfW finanzierte Maßnahme z.B. ohne Eigenmittel durchführen, also allein auf Kredit- und Tilgungszuschussbasis. Da fehlen natürlich noch ein paar gesetzliche Grundlagen, etwa, dass man die zwischengeschaltete Bank in solchen Fällen überspringen kann, weil die Zinszahlungen ja wieder Wohngeldzuschüsse aus dem Bürgergeld sind (Ausfallrisiko also 0).
Aktuell ist das ganze Dickicht dieser Förderungen gerade für WEGs mit vielen Mietern so verzopft, dass gar nichts gemacht werden kann — die WEG-Verwaltung möchte diesen Aufwand gar nicht machen, die Eigentümer können das nicht (nur die WEG als Ganzes kann den Antrag stellen), und damit kommt nichts hin. Dort, wo die Eigentümer tatsächlich eine entsprechende Sanierung wirklich wollen, wird ihnen empfohlen, auf Selbstverwaltung umzuschalten, KfW-Förderung und Kredite einzutüten, die Handwerker zu beauftragen (dann kann man sich auch ohne den üblichen Korruptionsfilz von so Verwaltern welche suchen, die einen vernünftigen Preis verlangen), und wenn alles unter Dach und Fach ist, wieder zurück unter einen Verwalter, der die langweiligen Dinge macht.
In einem Sozialwohnungsbau könnte was gehen, wenn der kommunal verwaltet wäre, und die Kommune ihren „bis 2035 CO₂-frei“-Plan umsetzen wollte. Aber die Kommune ist ja nicht in der Eigentumssituation der Bewohner, kriegt also weniger Förderung.
Selbstverständlich ist der Umgang mit Mietsachen immer eine Kombination aus „ist ja nicht meins“, fehlenden Informationen über den Zustand und fehlende Anreize, selbst bei vorhandenen Informationen, diese Zustände zu ändern. Als Vermieter einer Sozialwohnung kriegst du ja dein Geld, du konkurrierst mit der Wohnung nicht auf dem freien Markt.

Bis sie die Sozialwohnungen einer Wohnungsbaugesellschaft übertragen hat, "weil die das ja besser können"....
Und wenn man die Buden schon mal gebaut hätte, könnte man auch gleich über Mietkauf nachdenken. Dann hätte in ein paar Jahrzehnten jedes Bürgy Wohneigentum und wäre gleich mal um ne Größenordnung sicherer… oh… und schlechter manipulierbar. Mist.

Wer seine Wohnung zu günstig vermietet, muss mit Einbußen bei der Steuer rechnen. Dies ist Praxis in den Finanzämtern. Das Finanzministerium will daran festhalten.
I Der Höhe, wie Wohngeld ausgezahlt wird, müsste auch die Steuer füe Vermietungen erhoben werden. Das ganze Immobiliengeschäft ist halt ein riesengroßes Konstrukt zum Rendite abschöpfen. Und da traut sich die Politik nicht mehr ans Oligopol ran.
Ich wäre grundsätzlich für Genossenschaften, die Wohnraum betreiben und nötigenfalls neubauen. Verbot von Gewinnerzielungsabsicht. Ausgaben nur für die im Genossenschaftsvertrag erlaubten Zwecke - Erhaltung, Modernisierung, nötigenfalls Ersatzneubau, Verwaltung. Keinerlei Ausschüttungen oder Entnahmen.
Der bisherige Vermieter kann ja dann als Verwalter angestellt sein, zu einem angemessenen Gehalt... wenn er denn tatsächlich auch verwaltet.
@minakimes Ich kröne den Irrsinn mit einem Beispiel der behördlichen internen Umverteilung aus der gesetzlichen Betreuung: Das Sozialamt erkennt bei meinen Betreuten Wohngeldanspruch und fordert mich auf dieses bei der Stadt zu beantragen. Der Bezirk wird sich also Geld auf Kosten der Stadt einsparen. Und ich habe hier Handlanger zu spielen.
Weil es lange - bis in die 2010er-Jahre hieß, dass die Städte auf Grund des demographischen Wandels schrumpfen würden. Und tatsächlich sind die Städte geschrumpft. Ich war ~2006 auf Exkursion in Berlin. Da haben die von der Stadtplanung erzählt, dass der Wohnungsmarkt total entspannt ist, weil nach der Wiedervereinigung die Menschen alle aus der Stadt nach Brandenburg gezogen sind, weil sie dort bauen konnten. Auch Kiel ist bis, iirc 2009 geschrumpft und dann ist die Einwohnerzahl erst einmal stagniert und dann erst gestiegen. Dass das ein dauerhafter Trend ist - das musste erst einmal realisiert werden und dann überall ankommen. Als ich 1998 nach Kiel gekommen bin, konnte man in Mettenhof 3 Monate mietfrei wohnen, wenn man nur da hin gezogen ist…
