i don't know what time machine does but rdiff-backup.net/ uses rsync but stores an incremental backup each time it runs, so you can run a command and get any previous vetsion of a file or directory. You can also delete backups more than x backups ago, older than x age, etc. Maybe that would suit you as it runs on windows (I only ever used it on openbsd and linux, I never had any problem with it, unlike rsync itself which is quite bug ridden, rdiff-backup somehow sidesteps the bugs)
