I think you should be able to speak the host language or common language of the host country that you are visiting or living in when in public or don't visit/live there. The locals should be able to understand you. You should want to integrate or else what are you doing there to begin with?
@kaia I think as a tourist it is still common courtesy to speak in the common tongue where you can in public. It's still important to integrate with the country you are visiting and to immerse yourself in their culture or else why are you there? We have tourists visiting my country probably every day and this still has an impact on the public square. It's not much better when my people go abroad and don't integrate though. Especially the expats in places like Spain that seem to have created their own colony. Not great. I don't blame the local Spanish for wanting to kick them out.
yeah I'm fully with you when it's expats in Portugal or Spain living there for years without learning the language. currently I'm learning Luxembourgish. from the people living here in our bubble around 30% can speak some. every time I try to speak it with natives they'll switch to German for me.

I think the people who are outraged about this don't have the neurons to see that if you lower the standard for a certain group of people, those people will be the most substandard of the ones selected.
