For other characters, difficulty scales faster because they spend more time getting levels and items. Lea's difficulty scales slower in general since she's just weaker, incentivizing moving fast. No idea on signal, but it still exists so my assumption is at least some agencies have been given access or broke into it. As for all of Meta's stuff, certainly gobbling up all other info to use and/or sell.
Side note just because a company swears they share nothing....if they have collected anything internally, that means it could still get out if they are hacked.
