La “loi Duplomb”, censée “lever les contraintes à l'exercice du métier d'agriculteur”, fortement décriée, a été partiellement retoquée par le Conseil constitutionnel. Est-ce une défaite pour l’agro-industrie ? Pas entièrement. Les millions de signataires de la pétition historique ont-ils été entendus ? Non plus. La bataille politique est loin d’être terminée. Et les paysans sonnent l’alerte. On vous récap tout ça.
Sous la pression de la FNSEA - qui avait installé ses barbecues devant les grilles du palais Bourbon - la loi vise à réintroduire un insecticide ou encore de “faciliter” des procédures qui visent à protéger l’environnement notamment autour de l’élevage industriel ou des mégabassines.
Le Conseil Constitutionnel a censuré ce jeudi 7 août la réintroduction de l'acétamipride, un néonicotinoïde connu pour sa toxicité, au nom du principe de précaution et de la charte de l’environnement ; après 3 saisines des parlementaires de gauche.
La Confédération paysanne note une victoire en demi-teinte.
Le retour du pesticide est donc censuré, mais le reste du texte, et sa défense du modèle agricole libéral sont maintenus. Car rappelons le, ces mesures pour “lever les contraintes à l'exercice du métier d'agriculteur” sont la voix de la FNSEA. Le monde agricole est loin d’être uni sur ce sujet.
Pour la FNSEA, la censure du texte est un échec. C’est un "choc", "inacceptable et incompréhensible" clame le syndicat agricole qui demandait le retour de ce pesticide pour protéger des filières agricoles "en danger". Mais la FNSEA est satisfaite pour d’autres dispositions.
Franceinfo parle d’un “camouflet pour le gouvernement”. L’exécutif aurait pu porter lui même ce texte, mais il a préféré laisser faire les parlementaires. Et toujours pour éviter d’assumer les mesures, Emmanuel Macron se cache ensuite derrière le Conseil Constitutionnel.
L’article 5 de la loi prévoit que certains ouvrages de stockage d’eau et les prélèvements sur les eaux associés sont présumés d’intérêt général majeur. Et cela permet des dérogations aux objectifs de qualité et de quantité des eaux. Le Conseil n’a pas censuré mais a émis 2 réserves.
La vraie question ici c’est, est-ce que c’est vraiment l’interdiction d’un pesticide, ou les réglementations pour pomper dans les nappes phréatiques, qui empêchent les agriculteurs de vivre de leur travail ? On assiste donc une nouvelle fois à une bataille entre 2 visions du modèle agricole : d’un côté la FNSEA (aidée par la droite et l’extrême droite) avance que si on n’assouplit pas les règles, il y aura moins de rendement ; et de l’autre (la gauche et la confédération paysanne) qui veut changer de modèle : cela ne passe pas par assouplir les normes mais par un modèle moins libéral.
Après des manifestations de paysans, des oppositions et recours de la gauche, mais aussi cette pétition historique qui a dépassé les 2 millions de signatures ou encore la mobilisation de scientifiques qui demandent le retrait de la loi ; le gouvernement et ses alliés sont hermétiques au débat sur la fameuse “compétitivité” qui emmène les agriculteurs droit dans le mur.
Comme d’habitude, nos questions ne plaisent pas. Et surtout, elles dérangent. Pourquoi remettre en cause le modèle global quand il bénéficie aux géants de l’agro industrie ?

Browsing for some hardware to assemble a new system, nn AMD MSI motherboard caught my attention.
Checking the motherboard compatibility list got me really miffed, as updating BIOS is apparently impossible if not on Window$ and all supported CPUs with integrated graphics require later updates.
MSI was the first brand where I ran Linux, on a Megabook. It installed smoothly, ran flawlessly and even improved battery life and hardware output above what the competition achieved.
I don't have experience with MSI recently, but I'd be really surprised if you couldn't flash a new BIOS off the system partition or FAT32 USB. You may not be able to update from Linux directly, but almost all motherboards I've seen support doing it from the BIOS interface.
I don't think I've ever updated a BIOS from any operating system, always flashed via the BIOS itself. Most can flash the BIOS without even a CPU installed these days.
It's a good idea to validate the information before being outraged at it.
I have a motherboard that reaches a version that requires OS loading. It has an .exe file. No files directly loadable at BIOS level but I always assumed it an oddity.
I have an MSI laptop and MSI motherboard in a PC. Didn't have any specific compatibility issues, and I'm running Linux on both. You can update the BIOS with an usb stick straight from the BIOS. There's not really anything that 100% requires Windows.

Das Thema Menschenrechte wird immer ein unangenehmes sein, weil auch diejenigen Rechte haben, welche gerade keine haben sollen. Doch kein Staat wird sagen das sie jemanden die Menschenrechte absprechen, sondern um diesen Fakt herumtanzen.
