Europe and the US are concerned about China’s overcapacity, a term they use to describe the country's investment and state subsidies in manufacturing, which they fear is leading to a flood of cheap exports that will hurt European industries and jobs.
However, China's production levels simply reflect global demand that stems from undercapacity in many sectors.
The term is nothing more than an ideological tool to justify industrial policy in the West.
