Of all the goddamn files, for all the goddamn things, must you insist on putting this file in the root of my $HOME?
Yes it's a dot-file. Yes it's supposed to be hidden. But I want to see other hidden files and folders in my $HOME and this one just sticks out like a sore thumb.
And I can't even fucking delete it either! (I mean, I can...)
Because if I do, I'll just be greeted with a nanny-state warning message again about sudoing like I'm a Linux green-horn. (Been using Linux since the early 1990s.)
So I beg you, please reconsider.
Consider a file in /etc or adopting the GECOS field in /etc/passwd or a completely separate file in /etc that you can append to when I sudo to root.
But please keep some shit out of my $HOME if you can!

Dear #Ubuntu (or derivative) user,
This behaviour is as implemented by the upstream sudo project and is not specific to #Debian or derivatives.
OTOH the message you get if the file is not there is specific to Ubuntu (see /etc/bash.bashrc). Debian remains silent if the file is not there.
Good news however: thanks to Ubuntu you can configure this.
