Makes me feel I may need to figure out a different term to use when proposing it to a room full of older not-so-tech-savvy people. But yes, this does seem to be the sort of thing I am looking for, thanks!

Technically they passed a bylaw that said that local thingies must be published in a local paper, and that guaranteed business was enough to get said local paper off the ground.
