This seems contradictory. On the one hand you're saying that these works are wrongly locked behind paywalls, but on the other you're saying that scraping them is an "assault on the cornerstones of our public knowledge." Is this information supposed to be freely viewable or not?
IMO the ideal solution would be the one Wikimedia uses, which is to make the information available in an easily-downloadable archive file. That lets anyone who wants the whole thing to have it without having to "hammer" the servers. Meanwhile the servers can be protected by standard load-balancing and DDOS prevention systems.

I think the problem here is that you don't actually believe that information should be free. You want to decide who and what gets to use that "publicly-funded academic work", and you have decided that some particular uses are allowable and others are not. Who made you that gatekeeper, though?
I think it's reasonable that information that's freely posted for public viewing should be freely viewable. As in anyone can view it. If they want to view all of it and that puts a load on the servers providing it, but there's an alternate way of providing it that doesn't put that load on the servers, what's wrong with doing that? It solves everyones' problems.

I don’t understand why the burden is on the victims here.
They put the website up. Load balancing, rate limiting, and such go with the turf. It's their responsibility to make the site easy to use and hard to break. Putting up an archive of the content that the scrapers want is an easy and straightforward thing to do to accomplish this goal.
I think what's really going on here is that your concern isn't about ensuring that the site is up, and it's certainly not about ensuring that the data it's providing is readily available. It's that there are these specific companies you don't like and you just want to forbid them from accessing otherwise freely accessible data.

one point of feedback for you is this idea of the comparison of deaths per km driven between autonomous vehicles vs human driven vehicles. that too is an important existing measure of comparison. human negligence with cars kills people. often. if a technology reduces that rate of death, it is an improvement by that real measure.
Your feedback is frustrating because it seems like you almost have it, but then you fall back on technosolutionist logic.
The fact we can even say that human drivers are "negligent" is a very good thing. That means we are aware that human drivers are accountable for their (in)actions.
"Autonomous" vehicles cannot be called negligent. It wouldn't make sense to do so. It might be the case that their makers cannot be called negligent either. Perhaps every person involved puts every effort into making the vehicles safe, but they turn out not to be. That is a very bad thing. It is (meta)negligent to set up a system like this, where people can be severely harmed or killed and there is no one who takes responsibility. I dare say it is sociopathic to do so.

Today I found out that US companies are not legally required to give employees paid days off for public holidays.
I was searching for info on which countries have fewer paid holidays than the US (I work with US people a lot and I am keenly aware that they get days off significantly less frequently). And I found out that about 25% of US workers have zero paid days off of any kind, holidays or vacation. And this is legal.
I'll just go and lie down now.
Fractional reserve is fine when properly managed. We can talk about how much reserves should be on hand but zero is incredibly inefficient.
As long as loans are actually paid back, it’s not inflatiionary over the long term since the dollars are returned (with interest) and that money is not chasing goods and services. Defaulted loans are different, so you need to have good risk management and keep those under control.
Wealth inequality is simply the result of freedom. People make choices, not all of those choices are good ones. If you started fresh and gave everyone the same amount of money, inequality will return as time goes on. It’s the natural order of things. Some people may not like it, but true equality == slavery. If you want a truly equal society, we have a place where everyone has the same housing, food, clothing, etc. We call that place prison because that’s what it takes to enforce that system.
@midway you're deeply misinformed. fractional reserve is not "fine" on any level, it's fraud. it's double-book accounting. it means the bank does not have your money. especially when combined with lending at interest, the bank creates money out of nothing, loans it out to people, then gets paid back plus interest, requiring perpetual, inflationary debt money creation that is mathematically impossible to ever repay. this is BY DEFINITION inflationary.
i don't expect everyone to be equal, or have equal outcome. i expect *** equal OPPORTUNITY*** meaning we don't have some rules for private bankers and others for private individuals, specifically that they control the creation of fake debt-money (counterfeit, essentially, with a power monopoly of the state, yet they're not answerable to the taxpayers) yet the rest of us can't create a competing currency.
what we have is socialized risk, and privatized profit. this level of wealth inequality isn't just a result of freedom, it's primarily a result of fraud, and lack of freedom

If a bank must keep all of your deposits on hand, it can’t loan money out and would therefore have to charge you fees to hold it. That is a very inefficient use of capital.
I never said that money should be loaned out that would be impossible to repay. That is the exact point I made…proper risk management is key. Some loans will default to be sure…it’s the real world. But money paid back isn’t inflation over the long term because you are taking money out of circulation by paying back a loan. That money is not chasing goods and services and acts as a demand suppressant to counteract the demand increase by the loan.
If you want to live in a world without a credit market, good luck to you. It is literally the basis of our entire modern society. Go live out in the woods and barter…there’s a ton of empty space out there.
This is, in no way, a defense of how every detail of our system today. But the underlying concepts are fine. It’s all in the risk management. I’m fine with there not being “too big to fail” banks…those are a bad idea. Reasonable regulation on what banks can do based on their balance sheet is important. Under that scheme, some banks can fail and their losses need not be socialized. This would change consumer as well as institutional behaviors that are the core issues with the system. Risk, like pain, can be a good thing…it helps prevent doing stupid things. There should be risk in the system. Trying to eliminate it is what leads to dumb policies.

the fractional reserve system we have is beyond fraudulent ,there's zero reserve ratio, they create the money for loans out of nothing, so it's not like they actually loan out "your" money they loan out fake money that they litereally punched up on a computer out of nothing (this is one of the primary ways money is created in the """federal""" """reserve""" bank system, through loan origination. so to be absolutely clear, that's so far from the function of a savings bank- it's something completely different. again, the system is fraudulent.
and the taxpayers are on the hook for endless bailouts. this is how we ended up with 25% of our federal budget being interest on the debt. the system needs to be burned to the ground and replaced with sound money, imo a combination of constitutional gold and silver money, and non-fiat crypto like btc, and allowing other competing currencies.
