I found the solution to this problem with the keyboard not working on some ThinkPad laptops after upgrading to Windows 11. It is solved by turning off "Fast Boot".

I also don't think it is a driver issue, as it works fine after a reboot. Something about "cold booting" Windows just is exactly wrong to keep the keyboard from working at all in Windows.
