That's UN convention. When their experts or spokesperson says "This may be a war crime." it means "This is s clear-cut war crime, but I personally am not a jurist." If they meant "may" it would be "raises concerns about the respect for IHL" or something along those lines. That's UN convention. When their experts or spokesperson says "This may be a war crime." it means "This is s clear-cut war crime, but I personally am not a jurist." If they meant "may" it would be "raises concerns about the respect for IHL" or something along those lines. Bottom line is, that statement at this stage is diplo-speak for "Yes, it's a fucking war crime"
