my point was that the inclusion of noncitizens goes back to the Constitution, so restricting the allocation of seats in the House to an enumeration of citizens would require a Constitutional amendment
personally if it requires an amendment, I say let's get it done:
1) only Citizens count for House seats in Census 2) no dual passport holder may hold any elected or appointed federal office 3) no birthright Citizenship
they just seem like common sense and long overdue for fixing

I just post the decent stuff to have a break from the stuff we do around here. I quit putting watermarks on my stuff in a certain year as I'm good but no nat-geo photographer.

Look up the 3/5ths compromise. They knew explicitly at the time of authoring the Constitution that they would count noncitizens.
