You're asking about centralised companies. That's fine, but Mysterium is a decentralised protocol using crypto to settle between providers (people sharing their home broadband) and users who pay to use the providers exit nodes.
I think you'll find this a better solution, because there is no company involved, no fiat and no data centres in this service, it is peer to peer.
There are typically around 50,000 nodes active at any one time, it costs money ($MYST) to connect to them, if a state wants to spend huge amounts of money trying to connect to 50,000 random nodes each day day upon day, then we'll all get rich and the state will get significantly poorer.
If they want to run nodes, then they can capture some of the traffic for sure.
Tor is free to use and a much easier proposition, but still reports of its compromise have been vastly exaggerated.

I found the code repo (github.com/Debian/apt) and there isn't anything there either.

At work, where I write the documentation that noone reads, our (Windows) software writes a bunch of magic files alongside the data files that the user provides. Since this data store is owned by the user, and users like shooting their own foot off, there's a chapter in the Admin guide that explains what each of the app's magic files do, how they're used by our app, and which ones the user is free to customize, how and why, and which ones the user should never ever modify. Along with when the file is created, and if its missing/corrupt (because our app tells them “Magic file is bork, please fix it”, how they can fix it... even if the fix is “call Innitech Support”.
The files within C:\Program Files\Innitech\App are OURs and we don't document THOSE. But if your code is going to bitch about a magic file, but then doesn't explain at all about a magic file, that's not cool.

As the accounts are blocked or deleted quite quickly, the block can be removed fairly quickly. However, the problem is that the posts that were sent as phishing comments are only removed from the servers after a few hours. Until then, they remain in the threads.
As a moderator, you inevitably have to block every account at least once. That's really annoying.
What is disappointing is that the Mastodon moderators do not switch to verified registrations. That would put an end to the spook at once.

@hoergen In my view, these servers are behaving recklessly. In the midst of a spam wave, there is no reason why moderation should not be tightened. Leaving registration open, on the other hand, is an invitation to anyone who wants to harm other people. This is something we are willing to accept. That is negligent and not a good calling card for the Fediverse as a whole.
