I'm not a fan of ID cards but with some provisos they could be better than a phone app. 1. They are issued free, unlike phones 2. There is no need for one big centralised database, though govt and Palentir would probably insist on one. They could be issued at local govt offices where you appear in person to be verified.

But they are not issued for free, btw., and much to my chagrin they started to include fingerprints and other not so safe features.
