We've used "safe" poisons and pulled out those damn violas for years, and they're thriving in the same area. @neurovagrant Not to chronically riposte, but the "destruction" I was referring to need not be kinetic. Either way, I see minimal evidence of the PRC staging for "attack" in the way commonly discussed under the banner of "cyber war." They absolutely can and do compromise systems, but the objective is so different from other nation state actors, I struggle with lumping them all together in that way.

Gotcha. We’re definitely seeing some different things then, both in strategy and in impact. PRC enterprise compromises are much quieter, but have devastating follow-ons compared to the insurance write offs of most ransomware attacks.

Re: lumping together, I know you’re not trying to do this consciously as we have more than enough goodwill built toward each other, but it feels like a straw man recharacterization of my position.

@neurovagrant I certainly didn't mean to do that, and I'm sorry it came across that way.

I think we are seeing this from different angles, but not necessarily holding distinct positions. Yes to impact, yes to gravity, but I want more nuance in the discussion of intention than usually exists in the discourse—notably, not here in this thread, which is about as rich as anything in public fora.

1. We have to assume OSINT for our analysis, and we do not know what privileged info exists about early phase intrusion. This of course cuts both ways, and I do think the USG needs to make a better case for describing the activity that cannot be disclosed. Through prosecutions and community information sharing, I do believe things are far more transparent than historical.

2. For the OSINT that does exist - I do not believe that the prepositioning the PRC does is globally uncharacteristic [1]. I think, should you trust PRC-based state reporting, it mirrors USG offensive tradecraft. See: various reports of egrp hitting earthquake monitoring sites, GIS servers.

3. It's not really in our best interest to take external diplomacy as the whole of the policy of a country, especially the PRC. We all know the duplicity between public policy and closed doors meetings. In the PRC in specific we know MOFA isn't the prime mover, and often they have to contend with the CMC and Politburo against their interests, which leads to paradoxes.

4. All above being said, there is no established casus belli for network operations. Nobody knows where the line is. It's tempting to consider it as a lesser variety of nuclear exchange in some of the civil targeting.

[1] As a birdwalk, I think USG folks are sensitive to initial access only because sometimes it is less intrusive than prior TTPs that tend to predominantly infostealing.
