I had the same thought. Stalin imprisoned workers who didn't meet expectations, and tried to manage the economy of a whole nation from one city. It proved impossible.

Instead of following the leader's dictates, he unleashed a torrent of lawlessness and fear in which no action, no matter how well-intentioned, could avoid punishment.

This was reflected years later in a Billy Joel concert where Russian people froze when the spotlight was placed on them.
