Having lost more hours to reading criminal complaints over the years than I care to remember, I can confidently state that I have never encountered one as entertaining and complete as the one that dropped today, charging a 22 y/o Oregon man with operating "Rapper Bot," a huge IoT botnet blamed for the Twitter/X DDoS attack in March 2025.
As the complaint states in delicious detail, the accused and his alleged co-conspirator discussed at length on Telegram how to stay off the radar of law enforcement. Here's a snippet from the story:
โBoth FOLTZ and Slaykings were very dismissive of attention seeking activities, the most extreme of which, in their view, was to launch DDoS attacks against the website of the prominent cyber security journalist Brian Krebs,โ Peterson wrote in the criminal complaint.
โYou see, theyโll get themselves [expletive],โ Slaykings wrote in response to Foltzโs comments about Forky and Aisuru bringing too much heat on themselves.
โProb cuz [redacted] hit krebs,โ Foltz wrote in reply.
โGoing against Krebs isnโt a good move,โ Slaykings concurred. โIt isnโt about being a [expletive] or afraid, you just get a lot of problems for zero money. Childish, but good. Let them die.โ
โYe, itโs good tho, they will die,โ Foltz replied.
The government states that just prior to Foltzโs arrest, Rapper Bot had enslaved an estimated 65,000 devices globally. That may sound like a lot, but the complaint notes the defendants werenโt interested in making headlines for building the worldโs largest or most powerful botnet.
Quite the contrary: The complaint asserts that the accused took care to maintain their botnet in a โGoldilocksโ size โ ensuring that โthe number of devices afforded powerful attacks while still being manageable to control and, in the hopes of Foltz and his partners, small enough to not be detected.โ
The complaint states that several days later, Foltz and Slaykings returned to discussing what that they expected to befall their rival group, with Slaykings stating, โKrebs is very revenge. He wonโt stop until they are [expletive] to the bone.โ
โSurprised they have any bots left,โ Foltz answered.
โKrebs is not the one you want to have on your back. Not because he is scary or something, just because he will not give up UNTIL you are [expletive] [expletive]. Proved it with Mirai and many other cases.โ

The feds casually dropped a curious tidbit into their complaint on the accused DDoS-for-hire service guy: Earlier this month, the defendant and his co-conspirator discussed finding what they called a "new" exploit in routers used by Comcast/Xfinity that gave them access to 32,000 new devices overnight. Nobody I've asked who knows about this case said they knew whether this was or is an 0day or not.
I mentioned Odo before and I think that might have elicited perhaps an awkward polite smile. But I'm doubling down. You inspired the same fear and respect in these kids.
What I am interested in is the presence of concern but lack of threat modeling on their part. They seemed relatively concerned with drawing attention (including by gaining your attention) which is always a good move but bought the C2 server in the USA with PayPal under a legal name+gmail obvi a terrible move. Also I wonder if the DoD IP they had was a DoD registered IP block.
Somehow I missed this June 2025 writeup on Rapper Bot from Quianxin.com, which explained that at the time the botnet malware contained a Base64 encoded message that invokes my name! I guess they weren't totally against tossing my name around for publicity after all. Too bad I didn't notice sooner.
