A fascism preparedness plan should look something like:
1. Vote blue up and down the ballot, and convince others to do so too. The best-case is preempting fascism from fully taking hold, and that means electing the viable opposition party regardless of how flawed you find them.
2. Recognize that point 1 is very likely insufficient. To my knowledge, there has never been the case of voting out authoritarians once they reach the stage of concentration camps and military in the streets.
3. Plan for the worst. Assume that in four years Trump (or successor) is in office and the legislature and courts are impotent. Do you escape? Resist? Revolt? What do you need to make that effective? Now is the time to get them in place. Before it's too late.
We may be passed the point of no return. Judges and opposition leaders are being arrested for resisting unconstitutional policies. The media and courts are bought by billionaires. The military is patrolling the streets of the capitol.

Spain started restoring democracy days after Franco's death. The average is 30 years because these people all took power in their 40s. Trump is nearly 80. The man is certainly not going to live another 30 years. We will have an opportunity for change far sooner. Be ready for it.

I wouldn't say never on the red ranger, though. There is a curious example in one show already (but that's a major spoiler for that particular show) and, now that they've experimented with making the "main character" something other than red, there seems to be discussion among the producers on doing a female red sometime in the future.

The red ranger is replaced temporarily by a young woman who is the true heir to the title; for the entire show the male one has been acting as a decoy.
Dekaranger benefits from not really having much of a "plot", in that regard. Red focus does seem to increase as you get closer to the modern day, although thankfully most shows still balance individual episode focus pretty well.

I would like to reduce the size of this neighboring partition and add the freed space to /home. I would like to do this safely, without using a Live USB or bootable flash drive. Is this possible?

Doing anything with partitions safely means having a current backup of your disk.
What you want to do might be possible if your disk was set up with LVM, but I don't have too much experience with it. If you have a more traditional partitioning scheme, the problem is that you can't really shave off the front of the next partition if you want to expand /home to the right, and you can't tack free space to the front of a partition, if say, you shrink the partition to the left of /home.
If, for example, you want to expand /home into a partition on the right, you'd have to shrink that partition, back it up, delete the original, expand /home to the desired size, and copy the backed-up partition into its new, smaller place. If that other partition is not mounted, you could do the procedure without a live USB, if you insist.
