L’Insee l’assure : depuis fin 2019, le pouvoir d’achat global des Français a progressé. Selon les méthodes de calcul, la hausse cumulée est de 8,2%, ou de 5,1% en tenant compte de l’évolution du nombre de ménages et de leur composition. Sur le papier, les Français sont donc plus aisés qu’avant la pandémie. Mais faites l’expérience. Demandez autour de vous : la réponse tombe systématiquement — « mon pouvoir d’achat baisse » — c’est d’ailleurs une tendance lourde. Ce décalage nourrit l’idée d’une fracture croissante entre les statistiques et le vécu d’une majorité de Français.

Le poids caché des revenus financiers

Le premier hiatus tient à la composition du revenu disponible brut des ménages, c’est-à-dire de leurs ressources financières après impôts. Sa progression reflète la moyenne des évolutions des différents éléments qui le composent. Or, l’essentiel de cette hausse provient des revenus financiers alimentés par les intérêts et dividendes reçus. Ils s’élèvent plus rapidement que les autres composants. Cela provient de l’épargne forcée héritée des périodes de confinement et abondée depuis, ainsi que de la hausse des taux d’intérêt jusqu’en 2024. Moins visibles que les salaires ou les pensions de retraite qui tombent chaque mois, ces revenus sont en outre souvent recapitalisés, et les ménages ne les comptabilisent pas dans le périmètre de leurs revenus consommables. Il y a donc un biais de perception.

Des inégalités d’épargne qui s’accentuent

À cela s’ajoute une autre dimension : l’effort d’épargne, et donc les revenus qui y sont liés, demeure très inégalitaire. Les données disponibles datent, mais le message reste bon. Le taux d’épargne nette des 20% les plus modestes était de –2% en 2022, un chiffre négatif qui traduit une situation de désépargne ou d’endettement pour les ménages entrant, ou ayant récemment intégré cette catégorie de revenus. La hausse du nombre de dossiers de surendettement traités par la Banque de France depuis confirme une fragilisation financière croissante.

Une inflation ralentie mais non effacée

Face au revenu disponible brut, il y a l’inflation pour arriver au pouvoir d’achat. Elle s’est considérablement assagie. À environ 1%, elle a retrouvé un niveau proche de celui d’avant ses deux flambées successives — à la sortie de la crise sanitaire, puis après le déclenchement de la guerre en Ukraine. Un retour à la normale, mais une partie des ménages ne le vit pas ainsi. L’inflation ralentit, certes, mais cela ne signifie pas que les prix baissent ; ils progressent moins vite après avoir explosé, sans qu’aucune correction n’ait effacé les hausses passées. Le surplus d’inflation actuel peut être estimé à 11 points par rapport à la tendance qui se dessinait sur la période 2015-2020 : c’est ce dont les ménages ont à l’esprit.

Quand la hausse des prix frappe les plus modestes

En outre, l’inflation passée a été à géométrie variable et très inégalitaire : c’est le second hiatus. Elle s’est d’abord concentrée sur l’alimentaire. L’indice des prix à la consommation sur ce segment atteint un pic historique, et la tendance est à une nouvelle accélération. La seule petite éclaircie viendrait des prix de l’énergie, qui se sont calmés, mais c’est après avoir flambé et le compte n’y est vraiment pas. Du fait de la structure de leur consommation, ce sont les ménages modestes qui ont été les plus impactés par ce type de hausses, alors même que l’augmentation des revenus, en raison de sa nature, leur a été moins profitable qu’aux autres. Ils ne sont pas à l’origine de la hausse « moyenne » du pouvoir d’achat, et leur reste à vivre se réduit encore davantage une fois déduites les dépenses pré-engagées (logement, abonnement téléphonique…), au risque d’être asphyxiés. De quoi alimenter la colère sociale.

#ClamAV is falsely reporting that #PuTTY 0.83 is infected with malware: allegedly the "Win.Exploit.Marte-10058127-0" virus. We were notified this morning: the ClamAV database entry is brand new. But the binary it accuses is six months old.

As usual, we believe this report is a falsehood. PuTTY has a long history of being insulted by virus checkers, and we've never worked out why, though we have a number of theories in our wishlist page for the phenomenon chiark.greenend.org.uk/~sgtath….

In this case, the analysis in the screenshot shows that the identification is based on finding particular _text strings_ in the binary. Those text strings are the names of PuTTY source files, baked into the executable by something in the build process (most likely __FILE__, via assert statements). The full pathname includes a randomised build directory name created by mkstemp(), which identifies these strings as ones that would appear _only_ in the release build of PuTTY 0.83 – any other build would have chosen a different build directory. So this alleged virus signature is actually a signature of that particular PuTTY binary build.

Of course, I've submitted a false-positive report. (Quite a grumpy one, since this isn't the first time.) But I do wonder how this keeps happening. I could certainly believe that putty.exe was reused unchanged by some actual malware, and then somehow the signature of putty.exe got into the virus db entry instead of the signature of anything specific to the malware. But another possibility is that someone is maliciously making these database entries. I wonder if there's any way to tell which is true.

A terminal window showing a shell transcript in which I have run three commands: "clamscan -i --no-summary putty.exe", to scan a copy of putty.exe for viruses using ClamAV, printing only the one important line of output. The output alleges that putty.exe is infected with Win.Exploit.Marte-10058127-0. "grep --text Win.Exploit.Marte-10058127-0 /var/lib/clamav/daily.cld", to print the line in ClamAV's daily-updates database describing the named virus. The result spans many lines of the terminal and includes five long hex strings all starting 2f686f6. The first hex string is highlighted, because I selected it with the mouse to paste into the next command. Finally, an "xxd -r -p" command decoding that first hex string into text, which shows that it decodes to "/home/simon/mem/.build/workdirs/bob-ko_aa4bt/putty/ssh/login1.c" – the pathname of one of PuTTY's source files, as checked out in a temporary build directory by the release build process.
