The problem is national in one sense. The thread from a few weeks ago was started by individuals who live in small towns in different parts of the US. They were mentioning that fly by night companies things that were put together just recently we're making bids to construct data centers.

My guess is that this was shell corporation that existed expressly to get the rights which would subsequently be sold to another company like Amazon.

Probably the most effective thing you can do is get several friends together to pepper York city Council and if you have a local paper or group chat or something and start talking about this on a regular basis.

Tell your city council that that you don't want your utility bills to double your water, air and acoustic environment, polluted, and property values to be destroyed.

Emphasize the last bit because cities are exquisitely sensitive to tax revenue
