Pas grand monde nโ€™en avait entendu parler jusquโ€™ici et cโ€™est logique : le texte devait passer par dรฉcret. On rรชve : la PPE, cโ€™est le plan pour lโ€™รฉnergie ces dix prochaines annรฉes, mais ce sont des choix qui engagent en rรฉalitรฉ pour des dรฉcennies. Ses enjeux sont fondamentaux. Enjeu รฉcologique, รฉconomique, industriel, pouvoir dโ€™achat, cela reprรฉsente aussi 300 milliards dโ€™investissements !
Quels enjeux entoure le dรฉbat des PPE ?

Ce dรฉbat finalement aura lieu sous la pression. Cela grondait depuis un certain temps chez des parlementaires de la droite et du centre, notamment chez Les Rรฉpublicains du Sรฉnat (LR), mais aussi dโ€™experts et dโ€™acteurs du secteur รฉnergรฉtique. ร€ la fin, cโ€™est peut-รชtre la menace de censure venue du Rassemblement national (RN) qui a fini de convaincre Franรงois Bayrou.

Au dรฉpart, la PPE devait figurer dans une loi, prรฉvue fin 2024. Mais voilร , il y a eu le capharnaรผm politique que lโ€™on sait et tout sโ€™est arrรชtรฉ. Cela sโ€™est transformรฉ en dรฉcret, ce qui a des consรฉquences : Par exemple, comme ce nโ€™est pas une loi, il nโ€™y a pas eu dโ€™รฉtude dโ€™impact. Quand on pense au temps dรฉpensรฉ dans nos dรฉbats politique ร  discuter de broutilles sans intรฉrรชt, รงa rend fou.
Mais sur le fond, il y a-t-il un problรจme avec ce plan?

Il y en a en tout cas beaucoup de questions. En clair, dans le dรฉbat รฉnergรฉtique, vous avez plusieurs nรฉvroses. Par exemple, il y a la dรฉtestation un peu primaire des รฉoliennes, que lโ€™on trouve notamment au RN. Il y a en miroir la dรฉtestation irrationnelle au nuclรฉaire que lโ€™on trouve notamment chez les Verts et LFI.

En rรฉalitรฉ, il y a moyen dโ€™รชtre plus intelligents que cela, on aura besoin des deux. La question, cโ€™est comment on articule tout cela. Ce nโ€™est pas simple, et lโ€™un des grands reproches faits ร  la PPE par les experts, cโ€™est de vouloir tout faire en mรชme temps sans beaucoup de discernement, et donc de crรฉer une potentielle surcapacitรฉ de production qui ferait, selon certains experts, doubler le prix pour les consommateurs en 2035.

Et quand je dis รงa, je suis sรปr, il y a des gens qui tendent lโ€™oreille. Peut-รชtre faudrait-il quโ€™on en parle !

Pour donner de la crรฉdibilitรฉ ร  cette idรฉe, elles affirment qu'ยซ une partie du CO2 รฉmis par l'homme reste dans l'atmosphรจre pendant des siรจcles, voire des millรฉnaires ยป. Et ce, bien qu'il soit contestable que le temps de sรฉjour moyen du CO2 dans l'atmosphรจre n'est que de 4 (quatre) ans en moyenne.

Dans ses diffรฉrents rapports d'รฉvaluation, le Groupe d'experts intergouvernemental sur l'รฉvolution du climat (GIEC) affirme que le CO2 d'origine humaine en particulier se multiplie et qu'il n'est ni absorbรฉ par les ocรฉans, qui couvrent 71 pour cent de la surface terrestre, ni transformรฉ en sucre par la vรฉgรฉtation. Dans le rapport d'รฉvaluation 6 du GIEC, ร  la page 2237, on constate certes d'abord ร  juste titre : ยซ Le dioxyde de carbone (CO2) est un exemple extrรชme. En raison des รฉchanges rapides entre l'atmosphรจre, les ocรฉans et les organismes terrestres, sa pรฉriode de rotation n'est que d'environ 4 ans. Une grande partie de ce CO2 est toutefois relรขchรฉe dans l'atmosphรจre en quelques annรฉes ยป.

Mais ensuite viennent des affirmations plutรดt absurdes : ยซ Le temps d'adaptation du CO2 dans l'atmosphรจre est dรฉterminรฉ ร  partir des taux de dรฉcomposition du carbone par une sรฉrie de processus dont l'รฉchelle de temps va de quelques mois ร  des centaines de milliers d'annรฉes. En consรฉquence, 15 ร  40 % d'une impulsion de CO2 รฉmise restent dans l'atmosphรจre pendant plus de 1000 ans, 10 ร  25 % restent environ dix mille ans, et le reste est รฉliminรฉ sur plusieurs centaines de milliers d'annรฉes ยป.

L'รฉtude de Demetris Koutsoyiannis, du Dรฉpartement des ressources en eau et de l'ingรฉnierie environnementale de l'Universitรฉ technique d'Athรจnes, montre que la premiรจre partie de cette citation (qui se rรฉfรจre ร  une ยซ pรฉriode de rotation ยป de 4 ans) est correcte, tandis que la derniรจre partie est manifestement fausse, car aucune molรฉcule de CO2 ne reste aussi longtemps dans l'atmosphรจre. Elle est intitulรฉe ยซ Refined Reservoir Routing (RRR) and Its Application to Atmospheric Carbon Dioxide Balance ยป (Routage affinรฉ des rรฉservoirs (RRR) et son application ร  l'รฉquilibre atmosphรฉrique du dioxyde de carbone).

Un temps de rรฉsidence de seulement 4 ans pour toutes les molรฉcules de CO2, quelle que soit leur origine, est cohรฉrent avec la conclusion selon laquelle la nature est la principale cause des changements de concentration de CO2. Les thรฉories bien dรฉveloppรฉes avec une base mathรฉmatique solide sur les systรจmes de rรฉservoirs et l'รฉchange avec l'environnement donnent des connaissances fondรฉes sur le temps de sรฉjour et le temps de rรฉaction du CO2 atmosphรฉrique. En ce qui concerne le CO2, l'atmosphรจre se comporte comme un rรฉservoir linรฉaire dont les รฉchanges sont clairement dominรฉs par les processus de la biosphรจre, les รฉmissions humaines jouant un rรดle secondaire.

Les rรฉsultats sont en accord avec les observations, contrairement aux rรฉsultats des modรจles climatiques complexes, dont il a รฉtรฉ dรฉmontrรฉ qu'ils ne correspondaient pas ร  la rรฉalitรฉ. actually got a bit of client work to do tonight.

but also i have to go back and finish sandblasting the brake caliper. grit blasting is one of the most frustrtating things to do in my workshop. probably worse than tig welding due to the compressor noise and the fact that it can only deliver enough air to blast at about 20% duty cycle. the rest of the time i'm just sitting there with my arms in a box listening to loud noise.

i'm actually waiting on a new compressor to be delivered. i didn't feel like waiting to clean up these calipers though

- The NYT photographer was there with a super fast shutter-speed camera. Fast enough to catch a bullet in the air. Why would he use that? Oh, and it was the same photographer who shot the famous 9/11 Bush in the classroom photo.
- Butler was the first time counter-snipers were present at a Trump rally.
- FBI & DHS used the same gun range as Crooks. What's that all about?
- Crooks' social media presence was sketchy. Michael Waltz reported on Fox News that Crooks had three encrypted overseas accounts.
- Crooks' family were apparently of modest means but somehow found the means to hire one of the most expensive law firms in Pittsburgh after the shooting.
- There was a complete bleaching of the crime scene, Crook's house, social media accounts, and computers.
- Crook's body had a very quick autopsy and cremation.

The damage bitcoin and gold mining does to the environment is equally huge. It takes 20 tons of earth that is poisoned with cyanide or mercury to make one gold ring. Bitcoin does the same type of damage, just in a different way.
