Ok. I'm a teacher. So let me break this down for you into very very simple ideas and numbers.
Let's say you run a sandwich shop. You sell $10 sandwiches. It's a very good sandwich shop. You sell a lot of sandwiches. In fact, I buy a sandwich from you every single day. In a week, I have spent $70 buying sandwiches from you.
Now let's say I am selling my car. You, the owner of the sandwich shop, need a car. I decide to sell you my car for the very very reasonable price of $700.
So here's the situation at the end of a week. You have sold me $70 worth of goods. I have received $70 worth of sandwiches. In return, I have sold you $700 worth of goods, and you have received $700 worth of car.
Any reasonable, rational person would look at that situation and say "that's a fair exchange". Both parties paid an amount of money equal to the value of the goods they now own.
But Trump is not a rational person. What he has decided this means is that you have somehow cheated me out of $630, because $700-$70=$630. Does this make sense? Fuck no. If anything, I got the better part of that deal. I now have $630, plus a belly full of sandwiches.
But it gets even worse. Then, because Trump's a-brain is filled with maggots, he further declares that since $630 divided by $700 is .9, that MUST mean you, the owner of the sandwich shop, have been imposing 90% "sandwich shop tariffs" on me the whole time. Does THIS make a lick of sense either? Also fuck no.
But wait, you're going to love this. Trump's "solution" to this is to decree that going forward, all sandwiches you sell me will be marked up a "reciprocal' 90%, making the total cost for a sandwich $19 instead of $10. He says this will be good for sandwich sales. Does THIS make any goddamn sense either? Jesus fucking Christ on a pogo stick no it fucking does not.
This entire idea is complete horseshit for what I hope you can now see are a whole raft of very very obvious reasons. Among them:
1. There never was a "sandwich shop tariff" to reciprocate
2. There is no rational reason for you to buy a car from me ever again
3. This will not make sandwiches cheaper
4. That's not how numbers work
5. That's not how any of this works
Now replace the car seller with America, and the sandwich shop with an island inhabited only by penguins. I wish I was joking.

En apparence sans cadre théorique ni doctrinal, prenant forme en avançant, les mécanismes mis en œuvre par Donald Trump défient effectivement l’orthodoxie. Guerre commerciale avec la Chine, le Mexique et le Canada, humiliation publique de Volodimir Zelensky, razzia sur les matières premières de l’Ukraine, mépris affiché pour l’Union européenne, menaces sur le Groenland ou le Panamá, sanctions aggravées pour la République bolivarienne du Venezuela…
Rien d’autre ? Si, bien sûr ! En interne, l’annonce d’un cataclysme. Une purge politique de l’administration fédérale, jugée trop dispendieuse et inféodée aux démocrates. Des milliers de contractuels et d’agents fédéraux se retrouvent à la rue – y compris au sein du Département de la Justice ou de secteurs sensibles du Pentagone et du FBI. Voilà. L’imprévisible. Un monde s’écroule, règles à la dérive, codes annulés.
S’il est bien éduqué, le dogue allemand n’est pas plus agressif que les autres chiens. En revanche, le DOGE américain s’apparente au pit-bull : un animal dangereux représentant un péril grave et immédiat. Pour mener le carnage, Donald Trump a confié au ploutocrate Elon Musk, l’un de ses soutiens clés durant la campagne électorale, la direction du Département de l’efficacité gouvernementale, le DOGE en question. Celui-ci mord très fort : 2,3 millions de fonctionnaires sont dans un premier temps incités à démissionner en bénéficiant d’une compensation salariale jusqu’en septembre. Qu’ils refusent ce plan de départ et le pire leur arrivera.
L’Agence des Etats-Unis pour le développement international (USAID) a ouvert le bal. Supervisée par le Président, le Département d’Etat et le Conseil de sécurité nationale (NSC), elle est présente dans plus de cent pays et compte près de 10 000 employés. Dès le 26 janvier, Trump a annoncé « une réévaluation et un réalignement de l’aide étrangère étatsunienne », affirmant devant la presse qu’elle a été dirigée « par une poignée de lunatiques radicaux ». Pour Musk, qui la considère comme une organisation criminelle, « un nid de vipères radicales-marxistes détestant l’Amérique », il est temps que meure cette institution. De fait, son siège situé à Washington, le Ronald Reagan Building (RRB), a été fermé le 3 février et ses activités ont été suspendues pour 90 jours. A l’exception de 611 fonctionnaires essentiels, responsable des fonctions critiques, de la direction centrale et de programmes spécialement désignés, tous les employés ont été placés en congé administratif dans le monde entier. En attendant une réduction d’effectifs qui devrait affecter environ 2000 d’entre eux aux Etats-Unis, les agents « mis au repos » à Washington n’ont eu droit qu’à quinze minutes pour récupérer leurs affaires personnelles au RRB. Le mépris élevé à la hauteur d’un art, au pays de la liberté.
Insanité et déraison, l’affaire d’emblée fait grand bruit. Le budget de l’USAID a atteint 44 milliards de dollars en 2024. D’après le Service de suivi financier (FTS) du Bureau de la coordination des affaires humanitaires des Nations Unies (OCHA), les Etats-Unis avaient alloué 327,4 millions de dollars au seul « financement humanitaire » dans le monde entier pour 2025. Or, dans de multiples pays, immédiatement après l’ordre exécutif signé dans le Bureau Ovale, entités internationales, gouvernements, organisations non gouvernementales (ONG), fournisseurs de biens et de services ont été avisés de la suspension du financement des programmes en cours ou prévus.
En France, dans une vertueuse chronique publiée par le quotidien Le Monde (25 février), Najat Vallaud-Belkacem et Guillaume Gonin s’insurgent – « L’USAID apporte nourriture, eau et soins aux victimes des catastrophes naturelles et de malnutrition » – rappelant, pour expliciter leur propos, « comment Ebola fut en grande partie contenu grâce à la politique de prévention et de traitement de l’Agence ». D’autres s’inquiètent publiquement de l’interruption des financements apportés aux activités de la Commission interaméricaine des droits de l’homme (CIDH), aux opérations aériennes anti-drogue de la police colombienne, à l’accueil des Vénézuéliens ayant cherché refuge au Brésil ou aux programmes de substitution de la culture de coca dans plusieurs pays d’Amérique du Sud, pour ne citer que quelques exemples édifiants.
Nommé par Trump Administrateur intérimaire de l’USAID, le secrétaire d’Etat cubano-américain Marco Rubio a immédiatement congelé 83 % l’aide à destination de l’extérieur (5 200 contrats annulés), avec deux exceptions notables, pour des démocraties exemplaires : l’Egypte et Israël. L’humanitaire a ses priorités. Toutefois, en décalage avec quelques-uns de ses comparses, Rubio ne se montre pas spécialement favorable au démembrement de l’organisme. Depuis le Salvador, lors de sa première tournée en Amérique centrale, il a ainsi déclaré à son sujet : « Certaines des choses qu’elle fait sont bonnes ; d’autres suscitent des doutes sérieux. » Assertion qu’on estimera ici raisonnable. Mais pas forcément pour les mêmes raisons que celles qui tournicotent dans la tête de Rubio.
Grosse colère. « Le gel du financement de l’aide américaine sème le chaos dans le monde entier, y compris dans le journalisme, dénonce en France l’organisation Reporters sans frontières (RSF). Les programmes qui ont été gelés apportent un soutien vital à des projets qui renforcent les médias, la transparence et la démocratie [1]. » La suite du communiqué a le mérite de la clarté : les programmes de l’USAID soutiennent les médias « indépendants » (c’est nous qui rajoutons les guillemets) dans plus de 30 pays, mais il est difficile d’évaluer l’ampleur totale de l’impact. Selon les données de l’USAID de 2023, « l’agence a financé la formation et soutenu 6 200 journalistes, aidé 707 médias non étatiques et soutenu 279 organisations de la société civile œuvrant pour le renforcement des médias indépendants ». Le budget de l’aide étrangère pour 2025 prévoyait quelque 268 millions de dollars alloués par le Congrès US pour soutenir « les médias indépendants et la libre circulation de l’information ».
Par d’autres sources médiatiques tout aussi préoccupées, on apprendra bientôt qu’en Géorgie, « la quasi-totalité des médias indépendants fonctionnent grâce aux financements étrangers », qu’en Ukraine, selon une étude publiée en mai 2024 par le Lliv Media Forum, « environ 75 % des médias restaient partiellement ou totalement dépendants des subventions étrangères, dont la majorité américaine » [2], que…
Quelques temps avant son communiqué « SOS USAID », RSF, dans son exaltante tâche de « défense de l’information » et du pluralisme, avait publié une diatribe d’un tout autre ton : « Derrière un nom trompeur, International Reporters est en réalité un nouveau site au service de Moscou. Financé par les réseaux d’influence du Kremlin, il mobilise des propagandistes internationaux, souvent basés en Russie, pour toucher un public étranger. (…) RSF dénonce cet outil de propagande qui pollue l’espace informationnel [3]. » Il y aurait de quoi s’y perdre. Mais, non. Ne pas rire, s’il vous plaît. Une source d’ « information » financée par Washington est « indépendante » ; un média appointé par Moscou pratique la « désinformation ».
Ces arguments ne tiennent pas. Tous deux sont des outils de propagande. Ils poursuivent simplement des objectifs opposés. Directrice du Centre pour le journalisme d’investigation – une organisation bosniaque soutenue par l’USAID –, Leila Bicakcic a eu l’honnêteté d’admettre que « si vous recevez un financement du gouvernement américain, il y a certains sujets que vous n’aborderez simplement pas, car le gouvernement américain a des intérêts qui passent avant tous les autres [4] ».
On retrouve dans l’entourloupe le RSF dirigé entre 1985 et 2008 par le militant d’extrême-droite Robert Ménard : une ONG « indépendante » (elle aussi !) financée entre autres, à l’époque, par le Centre pour Cuba libre – une fondation impliquée, depuis Miami, dans des actions à caractère terroriste sur le territoire cubain – et la National Endowment for Democracy (NED), créée en 1982 par Ronald Reagan pour financer publiquement ceux que la CIA arrosait en secret avant que de multiples scandales ne l’obligent à faire profil bas [5]. Avec, pour corollaire, s’agissant de RSF, une défense inconditionnelle de médias latino-américains pratiquant le mensonge, l’incitation à la violence et le soutien à la déstabilisation de leurs pays respectifs, ainsi que des attaques incessantes contre les gouvernements progressistes latinos (pour ne citer que la zone géographique dont il va être question dans cet article). Ce, bien entendu, pour la plus grande satisfaction de l’impérialisme américain.
