Ukraine has seen nearly one-fifth of its Internet space come under Russian control or sold to Internet address brokers since February 2022, a new study finds. The analysis indicates large chunks of Ukrainian Internet address space are now in the hands of shadowy proxy and anonymity services that are nested at some of America’s largest Internet service providers (ISPs).
The findings come in a report that examines how the Russian invasion has affected Ukraine’s domestic supply of Internet Protocol Version 4 (IPv4) addresses. Researchers at Kentik, a company that measures the performance of Internet networks, found that while a majority of ISPs in Ukraine haven’t changed their infrastructure much since the war began in 2022, others have resorted to selling swathes of their valuable IPv4 address space just to keep the lights on.
For example, Ukraine’s incumbent ISP Ukrtelecom is now routing just 29 percent of the IPv4 address ranges that the company controlled at the start of the war, Kentik found. Although much of that former IP space remains dormant, Ukrtelecom told Kentik’s Doug Madory they were forced to sell many of their address blocks “to secure financial stability and continue delivering essential services.”
“Leasing out a portion of our IPv4 resources allowed us to mitigate some of the extraordinary challenges we have been facing since the full-scale invasion began,” Ukrtelecom told Madory.
Madory found much of the IPv4 space previously allocated to Ukrtelecom is now scattered to more than 100 providers globally, particularly at three large American ISPs — Amazon (AS16509), AT&T (AS7018), and Cogent (AS174).
Another Ukrainian Internet provider — LVS (AS43310) — in 2022 was routing approximately 6,000 IPv4 addresses across the nation. Kentik learned that by November 2022, much of that address space had been parceled out to over a dozen different locations, with the bulk of it being announced at AT&T.

Ditto for the Ukrainian ISP TVCOM, which currently routes nearly 15,000 fewer IPv4 addresses than it did at the start of the war. Madory said most of those addresses have been scattered to 37 other networks outside of Eastern Europe, including Amazon, AT&T, and Microsoft.
The Ukrainian ISP Trinity (AS43554) went offline in early March 2022 during the bloody siege of Mariupol, but its address space eventually began showing up in more than 50 different networks worldwide. Madory found more than 1,000 of Trinity’s IPv4 addresses suddenly appeared on AT&T’s network.
Why are all these former Ukrainian IP addresses being routed by U.S.-based networks like AT&T? According to spur.us, a company that tracks VPN and proxy services, nearly all of the address ranges identified by Kentik now map to commercial proxy services that allow customers to anonymously route their Internet traffic through someone else’s computer.
From a website’s perspective, the traffic from a proxy network user appears to originate from the rented IP address, not from the proxy service customer. These services can be used for several business purposes, such as price comparisons, sales intelligence, web crawlers and content-scraping bots. However, proxy services also are massively abused for hiding cybercrime activity because they can make it difficult to trace malicious traffic to its original source.
IPv4 address ranges are always in high demand, which means they are also quite valuable. There are now multiple companies that will pay ISPs to lease out their unwanted or unused IPv4 address space. Madory said these IPv4 brokers will pay between $100-$500 per month to lease a block of 256 IPv4 addresses, and very often the entities most willing to pay those rental rates are proxy and VPN providers.
A cursory review of all Internet address blocks currently routed through AT&T — as seen in public records maintained by the Internet backbone provider Hurricane Electric — shows a preponderance of country flags other than the United States, including networks originating in Hungary, Lithuania, Moldova, Mauritius, Palestine, Seychelles, Slovenia, and Ukraine.
AT&T’s IPv4 address space seems to be routing a great deal of proxy traffic, including a large number of IP address ranges that were until recently routed by ISPs in Ukraine.
Asked about the apparent high incidence of proxy services routing foreign address blocks through AT&T, the telecommunications giant said it recently changed its policy about originating routes for network blocks that are not owned and managed by AT&T. That new policy, spelled out in a February 2025 update to AT&T’s terms of service, gives those customers until Sept. 1, 2025 to originate their own IP space from their own autonomous system number (ASN), a unique number assigned to each ISP (AT&T’s is AS7018).
“To ensure our customers receive the best quality of service, we changed our terms for dedicated internet in February 2025,” an AT&T spokesperson said in an emailed reply. “We no longer permit static routes with IP addresses that we have not provided. We have been in the process of identifying and notifying affected customers that they have 90 days to transition to Border Gateway Protocol routing using their own autonomous system number.”
Ironically, the co-mingling of Ukrainian IP address space with proxy providers has resulted in many of these addresses being used in cyberattacks against Ukraine and other enemies of Russia. Earlier this month, the European Union sanctioned Stark Industries Solutions Inc., an ISP that surfaced two weeks before the Russian invasion and quickly became the source of large-scale DDoS attacks and spear-phishing attempts by Russian state-sponsored hacking groups. A deep dive into Stark’s considerable address space showed some of it was sourced from Ukrainian ISPs, and most of it was connected to Russia-based proxy and anonymity services.

Spur’s Chief Technology Officer **Riley Kilmer **said AT&T’s policy change will likely force many proxy services to migrate to other U.S. providers that have less stringent policies.
“AT&T is the first one of the big ISPs that seems to be actually doing something about this,” Kilmer said. “We track several services that explicitly sell AT&T IP addresses, and it will be very interesting to see what happens to those services come September.”
Still, Kilmer said, there are several other large U.S. ISPs that continue to make it easy for proxy services to bring their own IP addresses and host them in ranges that give the appearance of residential customers. For example, Kentik’s report identified former Ukrainian IP ranges showing up as proxy services routed by Cogent **Communications **(AS174), a tier-one Internet backbone provider based in Washington, D.C.
Kilmer said Cogent has become an attractive home base for proxy services because it is relatively easy to get Cogent to route an address block.
“In fairness, they transit a lot of traffic,” Kilmer said of Cogent. “But there’s a reason a lot of this proxy stuff shows up as Cogent: Because it’s super easy to get something routed there.”
Cogent declined a request to comment on Kentik’s findings.

It's matte black, made entirely out of aluminium, and it houses a 15.3 inches display. In terms of dimensions, we're talking 34cm of width, 2.2 cm in height at its highest point, and 24.5 cm in depth, for a total weight of 2.1kilos.
As usual, the branding is very light on Tuxedo computers, you have the usual Tuxedo logo laser etched on the lid, although you can have whatever logo engraved here.
As per the build quality, the laptop is the usual fare for aluminium: it feels really good when resting your palms on it, it feels solid, it doesn't bend, it has very little flex, apart from the middle of the keyboard, it's a really solidly built computer.
So, this thing packs either an AMD Ryzen 7 8845HS, or an Intel core i7 14650HX. I have the AMD model here, so that's what I'll be testing. Do note that the Intel model can also have an i9 14900HX.
So, in Geekbench 6, that AMD CPU reached 2614 in single core, and 12686 in multi core.
This is coupled with an Nvidia GPU, not matter if you decide to go the Intel or AMD route, you get an Nvidia RTX 4060, or a 4070 if you prefer that.
For Shadow of the tomb raider, at the maximum settings, the game reached 94 FPS n average. Lowering details down to medium, it reached 106 FPS.
And finally, for Horizon, on Ultra settings, then game reached 53 FPS on average, and on medium details , it went up to 71 FPS.
As per battery life, this Stellaris Slim 15 has a 99Wh battery, meaning it's rated for up to 13h of battery life. In my testing, on hybrid mode, meaning the integrated GPu was used mostly, I could get up to a tiny bit under 7H30 of looped video playback on youtube, at mid brightness, over wifi.
This laptop offers on the left side: one USB A 3.2 Gen 1 port, and one USB C 3.2 Gen 1, plus an audio jack.
On the right side, you get an SD card slot, and 2 USB A 3.2 gen 1 ports.
And on the back, you have a minidisplay port 1.4, which is hardwired to the dedicated Nvidia GPU, and supports GSync, you have a USB C 3.2 gen 2 port, hardwired to the integrated GPU, it also supports charging the laptop.
There's also an HDMI 2.1 port, that connects to the Nvidia GPU and also supports G Sync, plus a 2.5 gig ethernet port and the usual barrel charger.
As per the display, it's a 16:10, 15.3 inches display, at a resolution of 2560 by 1600. It supports 240Hz or 60hz, and it's an LED display.
It supports adaptive sync, it has a brightness of 500 nits, and a contrast ratio of 1000 to 1, and it supports 100% of SRGB.
The bezel around the display are minimal, and you have the usual webcams, a full HD 1080p one, that an record at 30FPS. It's not too potato quality, but it's also not great.
The speakers, though, aren't bad, they have some amount of bass, they do not peak or vibrate the chassis of the Stellaris Slim 15, and they sound pretty crisp to me, they're really solid.
And to conclude, we have the keyboard. Most of the keyboard is full sized, with small function keys, but functional normal keys even though this here is a german layout that I just can't get used to. The numpad is cramped and compressed, and it makes it hard to use for me.
As per the touchpad, it's glass, it's extremely smooth, and while it's still a diveboard mechanism, so you need to press at the bottom half of the thing to click, it's really, really good. Gestures on Wayland and Plasma feel awesome, the click feels solid, the sound of the click is good as well, it's a great touchpad for any laptop.
The base AMD model with 16 gigs of RAM, the RTX 4060 and 500 gigs of PCIe 3 SSD comes at a bit less than 1700 euros, including the usual 20% european VAT, so it's like 1400 euros without taxes. You also get Wifi 6 and bluetooth 5.3 with that.

Tuxedo OS is a semi-rolling release Linux distro that Tuxedo makes, and is freely available to download on any computer.
Tuxedo OS comes with KDE plasma, it gets rid of snaps, they have their own repos for additional drivers and apps, they have a hybrid rolling release model for the desktop and drivers, they have their own custom kernel with better hardware support, and a few very useful utilities.
The repos contain their custom kernel, which include patches that they tested and implemented before the mainline kernel, so newer hardware works better. The fixes they develop themselves are also mainlined of course.
The Tuxedo OS repos include more up to date drivers, they have firmware for their own devices, they have packages for web browsers that Ubuntu only provides as Snaps, and for a few up to date apps that aren't in the Ubuntu repos, or are outdated.
While the base system and base packages are from Ubuntu, they ship drivers, a linux kernel, and the KDE plasma desktop on a rolling release model, which means you're always getting the latest versions of your KDE apps and desktop, and a recent kernel version, and the associated drivers.
Tuxedo OS also embarks the Tuxedo Control center. It's an open source graphical app that lets you set your power profile, between a few presets, like extreme powersave, high performance, quiet, and more. You can also change the battery charging options to improve the battery's lifespan.
Tuxedo OS enables os-prober. In the boot options, you'll find a web based reinstall option as well.
The Stellaris 16 is the latest entry in the Stellaris line. It comes with a 16:10 2560 x 1600 panel, that has very vivid colors, 350 nits of brightness, and perfect viewing angles. It can also refresh at 240hz.
You also get a core i9 13900HX, which is a 16 core, 32 threads CPU, that can go up to 5.4Ghz.

You can pair that with an RTX 4060 Mobile, or up to a 4090,.
RAM options go from 16 GB of 4800Mhz DDR5 to 64 gigs of 5600mhz DDR5, and for storage, you can get up to 2 4terabytes PCIE 4 SSDs.
In terms of ports, you get 2 USB A 3.2gen 2 ports, one USB A 3.2 gen 1, a full size SD card slot, a headphone jack,, the ports for the Aquaris cooling sytem, HDMI 2.1, 2.5 gigs ethernet, and Thunderbolt 4.
The keyboard is really excellent, with good key travel, and a quiet sound. You can also get it with a mechanical keyboard.
THe touchpad isn't glass, but it's very smooth, even though it's really small for this form factor.
Speakers are decent, with a good amount of bass, but they'll start saturating at max volume. They're bottom firing so if you place the laptop on a soft surface, you'll muffle them easily.
And the mic and webcam are potato quality as is unfortunately too often the case.
As per battery life, you get a 99Wh battery, on the powersave mode, using the integrated GPU, it lasted for 7 hours with youtube videos playing in a loop over wifi in Firefox, with the display at 240hz.
So, on a Tuxedo computer, you get a few cool things on top of the default Tuxedo experience.
You can control the color and brightness of the keyboard backlight, you can control the webcam, and its resolution, framerate, brightness, contrast, exposure, dynamic range, color balance.
TOMTE automatically recognizes the model you're using, and it checks for the drivers and packages that will give you the best experience.

The chassis is a magnesium / aliminium alloy. It's really sturdy, but also really lightweight. My review unit came in black, and retains no fingerprints. You can also get it in silver if you prefer. In both cases, it's 1.7cm thick, and 1.3kg.
The laptop can be opened, and upgraded, you can switch out the RAM and the SDD as you like, with dual channel RAM slots, and an m.2 slot that supports PCIe4 drives.
My review unit came with a french azerty keyboard, but they have a lot of different layouts, and you can even send them your own to be laser etched, or have a blank keyboard. The super key has a cartoony tux logo, but you can ask for you own super key as well.
You can add an Nvidia RTX 3050ti to turn the laptop into a real workstation. In terms of ports, on the left side, you get the usual kensington lock, a USB C 3.2 Gen 2 port, which supports display port 1.4 and power delivery, a USB A 3.2 Gen 1 port, a full size SD card reader, and a 2 in 1 audio jack.
On the right, you have the barrel charging port, an HDMI 2.0b port, a USB 3.2 Gen 1 port, and a thunderbolt 4 port, which also supports display port 1.4 and power delivery.
The display is a 3K panel, at 2880 by 1800, in a 16:10 aspect ratio. It's 14 inch, and has an anti reflective coating.
It covers 99% of sRGB, 74.7% of AdobeRGB, and 81.1% of DCI-P3. It goes up to 400 nits, the contrast ratio is 1500:1, and it runs at 90hz.
The keyboard feels really good. It's a chiclet style keyboard, with black keys, whether you have the black, or the silver variant. It's backlit, and has a tux super key that you can customize, as I said before.
The touchpad feels awesome, it's super smooth, covered in glass, and it's a joy to use with gestures, it's precise and responsive, and it clicks well.
The webcam goes up to 1080p30, and while it will need some amount of light to not be too grainy, it's far from the worse I've seen.
The microphone is a bit better. You'll need to lower the default gain, but the voice is clear, and you can't really hear fan noise, although it will pick up on touchpad clicks and keyboard presses. It's really not bad for a laptop mic.
As per the speakers, they're bottom firing, and they're also decent. They're not tinny, they don't distort at high volumes, and they get loud enough. Nothing fancy, but they do the trick perfectly for a youtube video or a movie.
The 12700H is a very powerful CPU, with 14 cores, and 20 threads, and a max frequency of 4.7Ghz. On geekbench 5, it gets 1781 in single core, and 8388 in multi core, which means it beats my desktop 5800H in single core, and gets extremely close in multi core.

It's cooled with a dual fan system, with 2 fans and 2 heatpipes, and uses liquid metal, which means temps never got high, staying at around 40 degrees Celsius at idle, and about 80°C under heavy load.
In terms of battery life, I got around 7 and a half hours of youtube video playback in a loop over wifi, at 50% brightness with bluetooth on. With a more regular workload of web browsing, listening to music, writing this script, and watching the occasional video or running a test or 2 on the laptop, I got 9h.
