Take short steps, leaning forward a bit, planting your foot under your shoulder so your big leg and butt muscles do all the work.

Downhill can be the killer on the shins, especially when loaded down with a pack. Also similar advice. Short steps so you don't slam down so hard on your foot making your lower leg muscles work to keep you from falling over.
