Pour des รฉtrangers, la politique europรฉenne actuelle peut รชtre difficile ร  dรฉchiffrer, et cela nโ€™est nulle part plus รฉvident que dans la rรฉponse du continent ร  lโ€™รฉvolution de la situation en Ukraine. Depuis la rรฉsurgence politique de Donald Trump et son initiative de nรฉgocier la fin du conflit Russo-ukrainien, les dirigeants europรฉens ont agi dโ€™une maniรจre qui semble dรฉfier la logique fondamentale des relations internationales, en particulier le rรฉalisme, qui veut que les ร‰tats agissent principalement pour faire avancer leurs propres intรฉrรชts stratรฉgiques.

Plutรดt que de soutenir les efforts diplomatiques pour mettre fin ร  la guerre, les dirigeants europรฉens ont semblรฉ dรฉterminรฉs ร  faire dรฉrailler les ouvertures de paix de Trump, ร  saper les nรฉgociations et ร  prolonger le conflit. Du point de vue des intรฉrรชts fondamentaux de lโ€™Europe, ce nโ€™est pas seulement dรฉroutant, cโ€™est irrationnel. La guerre en Ukraine, mieux dรฉcrite comme un conflit par procuration entre lโ€™OTAN et la Russie, a infligรฉ dโ€™immenses dommages รฉconomiques aux industries et aux mรฉnages europรฉens, tout en augmentant considรฉrablement les risques pour la sรฉcuritรฉ ร  travers le continent. On pourrait soutenir, bien sรปr, que lโ€™implication de lโ€™Europe dans la guerre รฉtait erronรฉe dรจs le dรฉpart ; le rรฉsultat dโ€™un orgueil dรฉmesurรฉ et dโ€™une erreur de calcul stratรฉgique, en particulier la croyance erronรฉe que la Russie subirait un effondrement รฉconomique rapide et une dรฉfaite militaire.

Cependant, quelle que soit la justification de la rรฉponse initiale de lโ€™Europe ร  la guerre, on pourrait sโ€™attendre ร  ce que, ร  la lumiรจre de ses consรฉquences, les dirigeants europรฉens saisissent avec empressement toute voie viable vers la paix ; et avec elle, la possibilitรฉ de rรฉtablir les relations diplomatiques et la coopรฉration รฉconomique avec la Russie. Au lieu de cela, ils ont rรฉpondu avec inquiรฉtude ร  la โ€œmenaceโ€ de paix. Loin dโ€™accueillir favorablement lโ€™opportunitรฉ, ils ont doublรฉ la mise : promettant un soutien financier et militaire indรฉfini ร  lโ€™Ukraine et annonรงant un plan de rรฉarmement sans prรฉcรฉdent qui suggรจre que lโ€™Europe se prรฉpare ร  une impasse militarisรฉe ร  long terme avec la Russie, mรชme en cas de rรจglement nรฉgociรฉ.

Comment pouvons-nous donner un sens ร  cette posture apparemment autodestructrice ? Ce comportement peut sembler irrationnel lorsquโ€™il est jugรฉ dans le contexte des intรฉrรชts gรฉnรฉraux ou objectifs de lโ€™Europe, mais il devient plus intelligible lorsquโ€™il est examinรฉ ร  travers le prisme des intรฉrรชts de ses dirigeants. Quatre dimensions interdรฉpendantes peuvent aider ร  expliquer leur position : psychologique, politique, stratรฉgique et transatlantique.

Dโ€™un point de vue psychologique, les dirigeants europรฉens se sont de plus en plus dรฉtachรฉs de la rรฉalitรฉ. Lโ€™รฉcart grandissant entre leurs attentes initiales et la trajectoire rรฉelle de la guerre a crรฉรฉ une sorte de dissonance cognitive, les amenant ร  adopter des rรฉcits de plus en plus dรฉlirants ; y compris des appels alarmistes ร  se prรฉparer ร  une guerre totale contre la Russie. Cette dรฉconnexion nโ€™est pas simplement rhรฉtorique ; elle rรฉvรจle un malaise plus profond alors que leur vision du monde se heurte ร  des faits inconfortables sur le terrain.

La psychologie offre รฉgalement un aperรงu de la rรฉaction de lโ€™Europe aux dรฉcisions de Trump. Dans la mesure oรน Washington a toujours considรฉrรฉ lโ€™OTAN comme un moyen dโ€™assurer la subordination stratรฉgique de lโ€™Europe, la menace du prรฉsident de rรฉduire les engagements des ร‰tats-Unis envers lโ€™alliance pourrait รชtre lโ€™occasion pour lโ€™Europe de se redรฉfinir en tant quโ€™acteur autonome. Le problรจme est que lโ€™Europe est enfermรฉe dans une relation de subordination avec lโ€™Amรฉrique depuis si longtemps que maintenant que Trump menace de dรฉstabiliser sa dรฉpendance sรฉcuritaire historique, lโ€™Europe est incapable de saisir cette opportunitรฉ ; au lieu de cela, elle tente de reproduire la politique รฉtrangรจre agressive des ร‰tats-Unis ; de โ€œdevenirโ€ inconsciemment lโ€™Amรฉrique.

Cโ€™est pourquoi, aprรจs avoir volontairement sacrifiรฉ leurs propres intรฉrรชts sur lโ€™autel de lโ€™hรฉgรฉmonie amรฉricaine, ils se prรฉsentent maintenant comme les derniers dรฉfenseurs des politiques mรชmes qui les ont rendus inutiles en premier lieu. Cโ€™est moins une dรฉmonstration de conviction rรฉelle quโ€™un rรฉflexe psychologique ; une faible tentative de masquer lโ€™humiliation dโ€™รชtre exposรฉs par leur patron comme de simples vassaux, une mascarade creuse โ€œdโ€™autonomieโ€.

Au-delร  du psychologique et du symbolique, des calculs plus pragmatiques sont รฉgalement en jeu. Pour la gรฉnรฉration actuelle de dirigeants europรฉens, admettre lโ€™รฉchec en Ukraine รฉquivaudrait ร  un suicide politique ; en particulier compte tenu des immenses coรปts รฉconomiques supportรฉs par leurs propres populations. La guerre est devenue une sorte de justification existentielle ร  leur domination. Sans cela, leurs รฉchecs seraient exposรฉs. ร€ une รฉpoque oรน les partis de lโ€™establishment subissent une pression croissante de la part des mouvements et des partis โ€œpopulistesโ€, cโ€™est une vulnรฉrabilitรฉ quโ€™ils ne peuvent pas se permettre. Pour mettre fin ร  la guerre, il faudrait รฉgalement reconnaรฎtre que le mรฉpris de lโ€™OTAN pour les prรฉoccupations de sรฉcuritรฉ de la Russie a jouรฉ un rรดle dans le dรฉclenchement du conflit ; une dรฉcision qui saperait le rรฉcit dominant de lโ€™agression russe et impliquerait les propres erreurs stratรฉgiques de lโ€™Europe.

Face ร  ces dilemmes, les dirigeants europรฉens ont choisi de conforter leur position. La poursuite du conflit โ€“ et le maintien dโ€™une posture hostile ร  lโ€™รฉgard de la Russie โ€“ leur fournit non seulement une bouรฉe de sauvetage politique ร  court terme, mais sert รฉgalement de prรฉtexte pour consolider le pouvoir dans leur pays, rรฉprimer la dissidence et anticiper les futurs dรฉfis politiques. Ce qui peut apparaรฎtre ร  la surface comme une incohรฉrence stratรฉgique reflรจte, ร  y regarder de plus prรจs, une tentative dรฉsespรฉrรฉe de gรฉrer la dรฉsintรฉgration interne en projetant de la force ร  lโ€™รฉtranger.

Tout au long de lโ€™histoire, les gouvernements ont souvent exagรฉrรฉ, gonflรฉ ou carrรฉment fabriquรฉ des menaces extรฉrieures ร  des fins politiques nationales ; une stratรฉgie qui sert de multiples objectifs, allant de lโ€™unification de la population et la censure de la dissidence ร  la justification de lโ€™augmentation des dรฉpenses militaires et lโ€™expansion du pouvoir de lโ€™ร‰tat. Cela sโ€™applique certainement ร  ce ร  quoi nous assistons actuellement en Europe. En termes รฉconomiques, il y a lโ€™espoir quโ€™une augmentation de la production de dรฉfense puisse aider ร  relancer les รฉconomies anรฉmiques de lโ€™Europe ; une forme grossiรจre de keynรฉsianisme militaire. Il nโ€™est guรจre surprenant, ร  cet รฉgard, que le pays qui mรจne la charge de la remilitarisation soit lโ€™Allemagne, dont lโ€™รฉconomie a รฉtรฉ la plus durement touchรฉe par la guerre en Ukraine.

Les plans de remilitarisation de lโ€™Europe seront sans aucun doute une aubaine pour le complexe militaro-industriel du continent, qui enregistre dรฉjร  des gains records, mais il est peu probable quโ€™ils se rรฉpercutent sur les Europรฉens ordinaires, dโ€™autant plus que lโ€™augmentation des dรฉpenses de dรฉfense entraรฎnera inรฉvitablement des rรฉductions dans dโ€™autres domaines, tels que les retraites, la santรฉ et les systรจmes de sรฉcuritรฉ sociale. Au cours des 15 derniรจres annรฉes, lโ€™Union europรฉenne est devenue un รฉdifice de plus en plus autoritaire et antidรฉmocratique. Surtout sous von der Leyen, la Commission europรฉenne a utilisรฉ crise aprรจs crise pour accroรฎtre son influence sur des domaines de compรฉtence qui รฉtaient auparavant considรฉrรฉs comme lโ€™apanage des gouvernements nationaux โ€“ des budgets financiers et de la politique de santรฉ aux affaires รฉtrangรจres et ร  la dรฉfense โ€“ au dรฉtriment du contrรดle dรฉmocratique et de la responsabilitรฉ.

Au cours des trois derniรจres annรฉes, lโ€™Europe sโ€™est de plus en plus militarisรฉe, alors que von der Leyen sโ€™est emparรฉe de la crise ukrainienne pour se placer ร  la tรชte de la rรฉponse du bloc, transformant de fait la Commission, et lโ€™UE dans son ensemble, en un bras รฉtendu de lโ€™OTAN. When the workers and peasants proved that they were able, by their own efforts, to defend themselves and create a new society -- that was the beginning of the new and communist education, education in the struggle against the exploiters, education in alliance with the proletariat against the self-seekers and petty proprietors, against the psychology and habits which say: I seek my own profit and don't care a rap for anything else. That is the reply to the question of how the young and rising generation should learn communism. It can learn communism only by linking up every step in its studies, training and education with the continuous struggle the proletarians and the working people are waging against the old society of exploiters. When people tell us about morality, we say: to a Communist all morality lies in this united discipline and conscious mass struggle against the exploiters. We do not believe in an eternal morality, and we-expose the falseness of all the fables about morality. Morality serves the purpose of helping human society rise to a higher level and rid itself of the exploitation of labour. To achieve this we need that generation of young people who began to reach political maturity in the midst of a disciplined and desperate struggle against the bourgeoisie. In this struggle that generation is training genuine Communists; it must subordinate to this struggle, and link up with it, each step in its studies, education and training. The education of the communist youth must consist, not in giving them suave talks and moral precepts. This is not what education consists in. When people have seen the way in which their fathers and mothers lived under the yoke of the landowners and capitalists; when they have themselves experienced the sufferings of those who began the struggle against the exploiters; when they have seen the sacrifices made to keep what has been won, and seen what deadly enemies the landowners and capitalists are -- they are taught by these conditions to become Communists. Communist morality is based on the struggle for the consolidation and completion of communism. That is also the basis of communist training, education, and teaching. ffs people, they are doing exactly what they outlined, exactly as planned.

Their actions are deliberate, not random, and MUST be taken seriously.

It matters not how irrational or nonsensical it all may seem to you, it's all in service of what will ultimately be utter lethality, of all semblance of democracy and of literally millions of people.
