TIL USB Type C management ICs have a "dead battery mode".
USB Power Delivery requires that the source and sink chat over the port's configuration channel to negotiate the voltage and power to deliver on VBUS. But that requires the downstream battery-powered device to be sufficiently on to run that negotiation.
IOW, if the battery powered device depletes its battery and the USB management IC loses power, when you plug a charger into the USB port, there's nobody there for the power source to talk to, electrically it looks like the cable isn't connected to anything. And so per the spec, the source provides none volts on VBUS in that condition. Your device really needs power, but it can't ask for power until it has power, and until then it looks to the charger like it's not even there.
You don't need to implement USB PD to be a USB device. Instead, you can place some resistors across a couple of the port's lines, which signals to the upstream device that yes, there is a device connected, and no, it doesn't support USB-PD negotiation and you should just supply the default 5V/3A on VBUS.
Dead battery mode is a trivial dead man's switch: the USB-PD management chip has an input signal, that it expects the local CPU/MCU to hold at logic high to show that it's alive. While the signal is high, the configuration channel lines are passed through to the processor, which handles the handshaking and negotiating.
But if that lifeline signal goes low, or the USB-PD chip itself loses power, then the configuration channel gets disconnected from the local CPU, and the standard "5V/3A please" signal resistors get connected instead. With that, the next time you plug the device in, it'll get the default 5V/3A, and can use that to boot up the USB-PD management silicon, flick the switch again to get control of the configuration channel, and do the negotiation to ask for more power.
Given how much the datasheets tout this feature, I presume it wasn't there in the first generation of USB-PD ICs, and that's how we got a rash of battery-powered devices that die unrecoverably if you let them discharge completely.
I guess technically you could also do the jump-start through the USB port, you just have to violate the spec and blindly supply 5V/3A on VBUS even if the sense resistors aren't there. Just long enough for sense resistors and/or configuration channel traffic to show up, then you can go back to obeying the spec.
... Come to think of it I expect aliexpress has a little cottage industry of boards that let you do exactly that...
Two slight corrections: you can't ask for "standard 5V/3A", you only ask for 5V. The available current is advertised by the source with Rp (which has 3 options: either USB standard 100/150/500/900mA, 1.5A or 3A), the device does not ask for it.
Also, providing 5V on VBUS without Rd on CC does not violate the spec. USB-C sockets are not supposed to do that, but plugs can. Otherwise USB A to C cables would be illegal.

Is it wrong to enjoy art made by bad people? I think it's a very complicated question and the answers will definitely have a lot of variation between people. What if it really is a good art? Or just enjoyable? Should everyone avoid it? People still listen music by Michael Jackson, for example, are they bad because of it?
My own approach is that qualities of what someone creates don't need to be inseparably tied to the personality or views of the author. Everyone can enjoy what they like without the obligation to find out details of the author and adjust their preference based on that. It's fine to make them aware of the problems, it's not fine to make them feel bad because they like something that is not wrong on its own. If you dislike the author enough for it to spoil their works for you, good for you. I also feel this way about some authors. But don't require it from other people.
That's my take. I'm curious, what's yours?

Assistance requested regarding Linux Mint MATE 22.1 fine grained power management..
I've been testing this OS for a bit, but I'm having trouble where drives are shutting down prematurely, as if the power management is too aggressive when it comes to external USB drives.
My USB hard drive will shut down on whatever timer Linux is using, despite my VirtualBox machine actively using it via Shared Folders. I have to use the Linux host and Caja to wake the drive back up. Like what the hell?
My USB DVD drive will spin up stupid fast to buffer a lot of DVD video, then Linux spins the drive down and turns it off. Then the next time it needs data, the drive has to spin up stupid high speed again, causing the video to freeze frequently while the drive spins back up, way too fast no less for the task. Why not a simple consistent speed and keep the drive running while watching a movie? VLC if that matters, on the host Linux.
Is this a power management configuration issue? Are these somehow the same issue, or are they two separate issues?
What should I do to resolve/reconfigure?
Well shit, I figured out what the real issue was.
I'm on a laptop with only 3 USB ports, and I'm running a physical laptop hard drive on an adapter on one USB port, and a laptop CD/DVD drive on another adapter on another port.
Obviously that's probably pushing the power limits of the USB power, but it's worked before, so I didn't see why it wasn't quite working right now.
But this time I was trying a different DVD drive, an HP TS-T633P slot loader drive. Apparently that drive is extra power hungry compared to a conventional laptop drive, so I dug out my old tray loader drive.
Apparently the slot loader drive was competing with the hard drive for power, and they were apparently taking turns robbing power from each other. The system is perfectly happy with the tray loader drive though, no reconfiguration necessary!

What happened was terrible, but it was an accident nevertheless. Nobody should have to serve time, especially not the grieving parents.

Those six blocks you used to walk have all had their lanes widened into stroads, one converted into a thoroughfare, and no attention was given to pedestrian infrastructure so crosswalks, sidewalks or bike paths are almost non-existent unless you're within 2 blocks of the school.
We have literally built most of our cities, or redesigned older cities that used to be pedestrian friendly and walkable, into a wasteland of asphalt and concrete designed exclusively for personal vehicles.

There has to be a reason other than "bikes suck and nobody wants to ride them," because in some places people go everywhere on bicycles and they love it.
So what, really, is the main difference between those places and your town, if it's not the quality of the bike lanes?

Kids freedom starts getting restricted. There's less kids outside, so parents are less comfortable letting their own kids out, and kids have less incentive to go out. At the same time, the number of indoor entertainment options explodes. As they stop being seen outside, the world adjusts to life without them.... Less crosswalks, less bikeable areas, less parks. With so few kids being outside the house, the parents who still encourage their kids to play outside or go do things become the minority and law enforcement fucks with them accordingly, as in this story, making parents even more reluctant to let their kids out of their sight.
There's some resistance to this. Free Range Kids comes to mind. People see the problem and want to do something. But as you can see even in this thread, people have so accepted "kids should stay inside supervised at all times" as the norm that it's an uphill battle.

15 minutes cities is just a concept that all or most of the typically important services citizens need to survive and thrive should be within a 15 minutes of where they live without REQUIRING a car. Modern car dependent culture is the tyranny if anything, and 15 minute cities idea is a response to that

Edit: and don't get it twisted, nobody is saying you should be forced to relocate either, it's a guideline for urban planning.
