The key tension:
1) If Medvedev's stance actually reflects that of the Russian government, then it would signify that the effort required by those who seek to prevent Iran from becoming a nuclear power is much higher—and riskier—than they had been expecting; but also
2) it validates the accusation that Iran is actually seeking to become a nuclear power, and that major global powers are not just OK with that, but are strongly in favor.
Therefore, Medvedev's statement significantly raises the risks of either continuing to passively "watch and wait" as Iran continues developing its nuclear technology and capabilities, or alternatively of taking positive, military action to interdict Iran: Other nuclear powers might take Iran's side, not just economically and politically, but perhaps even militarily.
It's becoming a game of chicken.
Nevertheless, Trump's justification for the strike against Iran's nuclear research facilities is ethically equivalent to "red flag laws" that criminalize the possession of weapons by those judged (rightly or wrongly) to be unworthy of being armed.
