Depuis la résurgence politique de Donald Trump et son initiative de négocier la fin du conflit Russo-ukrainien, les dirigeants européens ont agi d’une manière qui semble défier la logique fondamentale des relations internationales, en particulier le réalisme, qui veut que les États agissent principalement pour faire avancer leurs propres intérêts stratégiques.

Plutôt que de soutenir les efforts diplomatiques pour mettre fin à la guerre, les dirigeants européens ont semblé déterminés à faire dérailler les ouvertures de paix de Trump, à saper les négociations et à prolonger le conflit. Du point de vue des intérêts fondamentaux de l’Europe, ce n’est pas seulement déroutant, c’est irrationnel. La guerre en Ukraine, mieux décrite comme un conflit par procuration entre l’OTAN et la Russie, a infligé d’immenses dommages économiques aux industries et aux ménages européens, tout en augmentant considérablement les risques pour la sécurité à travers le continent. On pourrait soutenir, bien sûr, que l’implication de l’Europe dans la guerre était erronée dès le départ ; le résultat d’un orgueil démesuré et d’une erreur de calcul stratégique, en particulier la croyance erronée que la Russie subirait un effondrement économique rapide et une défaite militaire.

Cependant, quelle que soit la justification de la réponse initiale de l’Europe à la guerre, on pourrait s’attendre à ce que, à la lumière de ses conséquences, les dirigeants européens saisissent avec empressement toute voie viable vers la paix ; et avec elle, la possibilité de rétablir les relations diplomatiques et la coopération économique avec la Russie. Au lieu de cela, ils ont répondu avec inquiétude à la “menace” de paix. Loin d’accueillir favorablement l’opportunité, ils ont doublé la mise : promettant un soutien financier et militaire indéfini à l’Ukraine et annonçant un plan de réarmement sans précédent qui suggère que l’Europe se prépare à une impasse militarisée à long terme avec la Russie, même en cas de règlement négocié.

Comment pouvons-nous donner un sens à cette posture apparemment autodestructrice ? Ce comportement peut sembler irrationnel lorsqu’il est jugé dans le contexte des intérêts généraux ou objectifs de l’Europe, mais il devient plus intelligible lorsqu’il est examiné à travers le prisme des intérêts de ses dirigeants. Quatre dimensions interdépendantes peuvent aider à expliquer leur position : psychologique, politique, stratégique et transatlantique.

D’un point de vue psychologique, les dirigeants européens se sont de plus en plus détachés de la réalité. L’écart grandissant entre leurs attentes initiales et la trajectoire réelle de la guerre a créé une sorte de dissonance cognitive, les amenant à adopter des récits de plus en plus délirants ; y compris des appels alarmistes à se préparer à une guerre totale contre la Russie. Cette déconnexion n’est pas simplement rhétorique ; elle révèle un malaise plus profond alors que leur vision du monde se heurte à des faits inconfortables sur le terrain.

La psychologie offre également un aperçu de la réaction de l’Europe aux décisions de Trump. Dans la mesure où Washington a toujours considéré l’OTAN comme un moyen d’assurer la subordination stratégique de l’Europe, la menace du président de réduire les engagements des États-Unis envers l’alliance pourrait être l’occasion pour l’Europe de se redéfinir en tant qu’acteur autonome. Le problème est que l’Europe est enfermée dans une relation de subordination avec l’Amérique depuis si longtemps que maintenant que Trump menace de déstabiliser sa dépendance sécuritaire historique, l’Europe est incapable de saisir cette opportunité ; au lieu de cela, elle tente de reproduire la politique étrangère agressive des États-Unis ; de “devenir” inconsciemment l’Amérique.

C’est pourquoi, après avoir volontairement sacrifié leurs propres intérêts sur l’autel de l’hégémonie américaine, ils se présentent maintenant comme les derniers défenseurs des politiques mêmes qui les ont rendus inutiles en premier lieu. C’est moins une démonstration de conviction réelle qu’un réflexe psychologique ; une faible tentative de masquer l’humiliation d’être exposés par leur patron comme de simples vassaux, une mascarade creuse “d’autonomie”.

Au-delà du psychologique et du symbolique, des calculs plus pragmatiques sont également en jeu. Pour la génération actuelle de dirigeants européens, admettre l’échec en Ukraine équivaudrait à un suicide politique ; en particulier compte tenu des immenses coûts économiques supportés par leurs propres populations. La guerre est devenue une sorte de justification existentielle à leur domination. Sans cela, leurs échecs seraient exposés. À une époque où les partis de l’establishment subissent une pression croissante de la part des mouvements et des partis “populistes”, c’est une vulnérabilité qu’ils ne peuvent pas se permettre. Pour mettre fin à la guerre, il faudrait également reconnaître que le mépris de l’OTAN pour les préoccupations de sécurité de la Russie a joué un rôle dans le déclenchement du conflit ; une décision qui saperait le récit dominant de l’agression russe et impliquerait les propres erreurs stratégiques de l’Europe.

Face à ces dilemmes, les dirigeants européens ont choisi de conforter leur position. La poursuite du conflit – et le maintien d’une posture hostile à l’égard de la Russie – leur fournit non seulement une bouée de sauvetage politique à court terme, mais sert également de prétexte pour consolider le pouvoir dans leur pays, réprimer la dissidence et anticiper les futurs défis politiques. Ce qui peut apparaître à la surface comme une incohérence stratégique reflète, à y regarder de plus près, une tentative désespérée de gérer la désintégration interne en projetant de la force à l’étranger.

Tout au long de l’histoire, les gouvernements ont souvent exagéré, gonflé ou carrément fabriqué des menaces extérieures à des fins politiques nationales ; une stratégie qui sert de multiples objectifs, allant de l’unification de la population et la censure de la dissidence à la justification de l’augmentation des dépenses militaires et l’expansion du pouvoir de l’État. Cela s’applique certainement à ce à quoi nous assistons actuellement en Europe. En termes économiques, il y a l’espoir qu’une augmentation de la production de défense puisse aider à relancer les économies anémiques de l’Europe ; une forme grossière de keynésianisme militaire. Il n’est guère surprenant, à cet égard, que le pays qui mène la charge de la remilitarisation soit l’Allemagne, dont l’économie a été la plus durement touchée par la guerre en Ukraine.

Les plans de remilitarisation de l’Europe seront sans aucun doute une aubaine pour le complexe militaro-industriel du continent, qui enregistre déjà des gains records, mais il est peu probable qu’ils se répercutent sur les Européens ordinaires, d’autant plus que l’augmentation des dépenses de défense entraînera inévitablement des réductions dans d’autres domaines, tels que les retraites, la santé et les systèmes de sécurité sociale. Janan Ganesh, chroniqueur pour le Financial Times, a exprimé la logique sous-jacente : “L’Europe doit réduire son État providence pour construire un État de guerre”.

Cela dit, si les facteurs économiques jouent certainement un rôle, les véritables objectifs du programme de réarmement de l’Europe ne sont sans doute pas économiques, mais politiques. Au cours des 15 dernières années, l’Union européenne est devenue un édifice de plus en plus autoritaire et antidémocratique. Surtout sous von der Leyen, la Commission européenne a utilisé crise après crise pour accroître son influence sur des domaines de compétence qui étaient auparavant considérés comme l’apanage des gouvernements nationaux – des budgets financiers et de la politique de santé aux affaires étrangères et à la défense – au détriment du contrôle démocratique et de la responsabilité.

Au cours des trois dernières années, l’Europe s’est de plus en plus militarisée, alors que von der Leyen s’est emparée de la crise ukrainienne pour se placer à la tête de la réponse du bloc, transformant de fait la Commission, et l’UE dans son ensemble, en un bras étendu de l’OTAN. Maintenant, sous le couvert de la “menace russe”, von der Leyen a l’intention d’accélérer considérablement ce processus de centralisation de la politique du bloc. Elle a déjà proposé, par exemple, d’acheter des armes collectivement au nom des États membres de l’UE — en suivant le même modèle “J’achète, vous payez”, déjà utilisé pour l’achat du vaccin Covid-19. Cela donnerait effectivement à la Commission le contrôle de l’ensemble du complexe militaro-industriel des pays de l’UE ; le dernier d’une longue liste de coups d’État institutionnels menés par Bruxelles.

Il ne s’agit pas seulement d’augmenter la production d’armes. Bruxelles poursuit une militarisation globale à l’échelle de la société. Cette ambition se reflète dans l’application de plus en plus stricte de la politique étrangère de l’UE et de l’OTAN – allant des menaces et des pressions utilisées pour contraindre des dirigeants non alignés tels que Viktor Orbán en Hongrie et Roberto Fico en Slovaquie à l’interdiction pure et simple des candidats politiques qui critiquent l’UE et l’OTAN, comme en Roumanie.

Dans les années à venir, cette approche militarisée est appelée à devenir le paradigme dominant en Europe, car toutes les sphères de la vie – politique, économique, sociale, culturelle et scientifique – seront subordonnées au prétendu objectif de sécurité nationale, ou plutôt supranationale. Cela sera utilisé pour justifier des politiques de plus en plus répressives et autoritaires, avec la menace de “l’ingérence russe” invoquée comme prétexte fourre-tout pour tout, de la censure en ligne à la suspension des libertés civiles fondamentales ; ainsi que, bien sûr, la poursuite de la centralisation et de la verticalisation de l’autorité de l’UE, surtout compte tenu de l’inévitable contrecoup que ces politiques ne manqueront pas de générer. En d’autres termes, la “menace russe” servira de dernier effort pour sauver le projet de l’UE.

Enfin, il y a la dimension transatlantique. Ce serait une erreur de considérer la fracture transatlantique actuelle uniquement à travers le prisme des intérêts divergents des dirigeants européens et américains. Au-delà de ces différences, il peut y avoir une dynamique plus profonde en jeu. Il n’est pas déraisonnable de supposer que les Européens pourraient, à un certain niveau, se coordonner avec l’establishment démocratique américain et la faction libérale-globaliste de l’État permanent américain ; le réseau d’intérêts enracinés couvrant la bureaucratie américaine, l’État de sécurité et le complexe militaro-industriel. Ces réseaux, qui sont toujours actifs malgré la “guerre contre l’État profond » déclarée par Trump, ont un intérêt commun à faire dérailler les pourparlers de paix et à perturber la présidence de Trump.

En d’autres termes, ce qui à la surface semble être un affrontement entre l’Europe et les États-Unis peut en fait être, dans un sens plus fondamental, une lutte entre différentes factions de l’empire américain et, dans une large mesure, au sein de l’establishment américain lui-même, menée par procurations européennes. Après tout, de nombreux dirigeants européens actuels ont des liens étroits avec ces réseaux.

Les États-Unis ont, bien sûr, une longue histoire d’influence politique en Europe. Au fil des décennies, ils ont tissé de solides liens institutionnels avec les appareils d’État des pays d’Europe occidentale, en particulier au sein de leurs services de défense et de renseignement. De plus, l’establishment américain exerce une influence considérable sur le discours public européen par le biais des principaux médias et groupes de réflexion de langue anglaise. Ces groupes de réflexion, tels que le German Marshall Fund, le National Endowment for Democracy, le Council on Foreign Relations et l’Atlantic Council, contribuent à façonner les récits politiques qui dominent la société européenne et sont en effet aujourd’hui à l’avant-garde de la promotion de l’idée selon laquelle “aucun accord vaut mieux qu’un mauvais”.

Les origines de cette influence remontent à la Guerre froide, les États-Unis ayant promu activement l’intégration européenne en tant que rempart contre l’Union soviétique. En d’autres termes, l’UE, en particulier à travers ses versions antérieures, a toujours été attachée à l’Atlantisme, et cela n’a fait que s’intensifier après la guerre froide. C’est pourquoi l’establishment technocratique de l’UE – en particulier la Commission européenne – a toujours été plus aligné sur l’Amérique que les gouvernements nationaux européens. Ursula von der Leyen, surnommée la « présidente américaine de l’Europe« , est un excellent exemple de cet alignement, travaillant sans relâche pour maintenir l’engagement de l’UE envers la stratégie géopolitique belliciste des États-Unis, en particulier en ce qui concerne la Russie et l’Ukraine.

Un outil clé de cette alliance a toujours été l’OTAN, qui joue aujourd’hui un rôle clé dans la lutte contre les efforts de Trump pour changer l’approche américaine envers la Russie. Dans ce contexte, la position de l’Europe, bien qu’ostensiblement dirigée contre Trump, découle de la reconnaissance du fait que des éléments de la classe dirigeante américaine s’opposent fermement aux ouvertures de Trump à Poutine, nourrissent une profonde animosité envers la Russie et considèrent les menaces du Président de se désengager de l’OTAN et de saper d’autres piliers de l’ordre d’après-guerre comme un défi stratégique aux systèmes qui ont soutenu l’hégémonie américaine pendant des décennies.

Ce lien pourrait peut-être expliquer les politiques “irrationnelles” de certains dirigeants européens, du moins du point de vue des intérêts objectifs de l’Europe – d’abord, leur soutien aveugle à la guerre par procuration menée par les États-Unis en Ukraine, et maintenant leur insistance à poursuivre la guerre à tout prix. Selon ce récit, les objectifs de l’establishment transatlantique semblent assez clairs : diaboliser Trump, le dépeindre comme un « faible face à Poutine” et attiser les inquiétudes européennes sur leur vulnérabilité militaire, notamment en gonflant la menace russe, afin de pousser le public à accepter une augmentation des dépenses de défense et la poursuite de la guerre le plus longtemps possible.

Aucune des deux parties à cette guerre civile transatlantique n’a vraiment à cœur les intérêts de l’Europe. La faction trumpienne considère l’Europe comme un rival économique, Trump lui-même critiquant à plusieurs reprises l’UE, la qualifiant d’“atrocité” conçue pour “baiser” l’Amérique, et envisage maintenant d’imposer de lourdes taxes douanières à l’Europe. D’un autre côté, la faction libérale-globaliste considère l’Europe comme un front critique dans sa guerre par procuration contre la Russie.

Dans ce contexte, un scénario dans lequel les Européens prolongeraient la guerre en Ukraine – du moins à court terme – pourrait être considéré comme un compromis entre les deux factions. Les États-Unis peuvent se sortir du bourbier ukrainien tout en poursuivant leur rapprochement avec la Russie et en se concentrant sur la Chine et l’Asie-Pacifique, tout en rejetant la responsabilité de l’échec de la paix sur Zelensky et les Européens.

Pendant ce temps, l’implication continue de l’Europe dans la guerre garantit sa séparation économique et géopolitique continue d’avec la Russie et renforce sa dépendance économique continue vis-à-vis des États-Unis – en particulier dans le contexte de l’augmentation de ses dépenses de défense, dont une grande partie irait au complexe militaro-industriel américain. Dans le même temps, les représentants européens de l’establishment libéral-globaliste continueraient d’utiliser la menace russe pour asseoir leur pouvoir. Dans l’ensemble, cet arrangement pourrait être considéré comme acceptable par les deux parties. En d’autres termes, comme l’a suggéré le chercheur en géopolitique Brian Berletic, ce qui est souvent présenté dans les médias comme une “rupture transatlantique” sans précédent peut, en fait, être davantage une “division du travail” dans laquelle les Européens maintiennent la pression sur la Russie tandis que les États-Unis tournent leur attention vers la Chine.

Ce qui ressort de cette analyse est le tableau d’une classe politique européenne en proie à une profonde crise de légitimité, coincée entre des pressions extérieures et une décadence interne. Loin d’agir dans l’intérêt rationnel et stratégique de leurs nations, les dirigeants européens semblent de plus en plus redevables aux structures de pouvoir transatlantiques, aux impératifs politiques intérieurs et aux réflexes psychologiques façonnés par des décennies de dépendance et de déni. Leur réponse à la guerre en Ukraine et au retour de Trump sur la scène mondiale reflète moins une stratégie géopolitique cohérente qu’une tentative effrénée de préserver un ordre en ruine par tous les moyens nécessaires.

Dans ce contexte, les actions de l’Europe ne sont pas simplement erronées ; elles sont symptomatiques d’un dysfonctionnement plus profond au cœur même du projet européen. La militarisation de la société, l’érosion des normes démocratiques, la consolidation du pouvoir technocratique et la suppression de la dissidence ne sont pas des mesures temporaires prises en temps de guerre ; ce sont les contours d’un nouveau paradigme politique, né de la peur, de la dépendance et de l’inertie institutionnelle. Masqués par le langage de la sécurité et des valeurs, les dirigeants européens ne défendent pas le continent, ils enracinent sa subordination, à la fois à l’hégémonie déclinante de Washington et à leurs propres régimes défaillants.
