Demokratikleşme 19 Mayıs’la yüzleşmeden olmaz

Gerçek bir demokratikleşme ve halkların barışı için ulus devlet anlayışının değişmesi, 19 Mayıs ile başlayan Pontos Rum soykırımı da dahil halklara karşı yürütülen katliamlarla yüzleşilmesi ilk ve en somut adım olarak önümüzde duruyor.

Türkiye’nin demokratikleşmesinin, Türk sorununun çözümünün ve kalıcı barışın konuşulduğu günlerden geçiyoruz. Ortadoğu’da ulus devletin temellerinin atıldığı Lozan Anlaşması ve 1921 Anayasasına dair tartışmaların da yaşandığı sürecin nereye gideceği bilinmiyor, fakat demokratikleşmenin yolunun tarihle yüzleşmek ve halklarla barışmaktan geçtiğine şüphe yok. Osmanlı İmparatorluğu’nan çöküşünün Türkiye Cumhuriyeti’nin kuruluşunun temellerinin atıldığı dönemlerde halklara yaşatılan acılarla yüzleşmeden, hesabı verilmeden bu yolun açılmayacağını söyleyebiliriz. Cumhuriyetin kuruluşuna giden en önemli tarihlerden olduğu söyleyen Mustafa Kemal Atatürk’ün Samsun’a çıkarak, ‘milli mücadeleyi’ başlattığı 19 Mayıs 1919’un üzerinden 106 yıl geçti.

106 yıl önce bugün Samsun’a çıkan Atatürk, ilk olarak Topal Osman, Kel Hasan, Halil Tapanoğlu, Said Tapanoğlu, Mehmet Tataloğlu, Kara Mehmet, Larçınzade Hakkı Bey, Mehmet Tirali, İpsiz Recep gibi çetecilerle bir araya gelerek, 353 bin Pontoslu Rumun katledilmesine neden olan süreci başlattı. Böylece Abdülhamit ile başlayan ‘Anadolu’nun Hristiyanlardan temizlenmesi’ süreci İttihat ve Terakki’nin ardından Cumhuriyetin kurucu kadrosu ile tamamlanmış oldu.

Abdülhamit’in tahta çıkarıldığı 1876’da (1. Meşrutiyet) Osmanlı İmparatorluğu, ilk kez bir Anayasayı kabul etti ve parlamento açıldı. Çok kısa sürecek bu girişimin ardından anayasayı rafa kaldırıp, parlamentoyu fesheden Abdülhamit, 33 yıl sürecek İstibdat Dönemi’nde tüm muhaliflere ama özellikle Ermenilere yönelik katliam ve sürgün girişimlerinde bulundu. 300 bin Ermeni’nin hayatını kaybedeceği bu süreç, Hristiyan uluslara yönelik sürecek olan soykırım planının başlangıcı oldu. 1.Dünya Savaşı’na Almanların safında giren Osmanlı, 1915 yılında Ermenilere yönelik 1,5 milyon insanın hayatını kaybettiği dünyanın en büyük soykırımına imza attı. Hristiyan nüfusa yönelik ilk tehcir (sürgün) ise 1911’de Rumlara yönelik gerçekleştirildi. 1916 yılından itibaren ise iki yıl sürecek “Rumların Tehciri” ile bu süreç devam etti; 1919’a kadar 300 bine yakın Süryani ve 150 bin Pontos Rumu da hayatını kaybetti.

Resmi tarihe göre ‘Milli Mücadele’nin başlangıcı kabul edilen 19 Mayıs 1919 tarihi ise Pontoslu Rumlar için acı, hüzün, işkence, ölüm; SOYKIRIM anlamına geldi. Hristiyanlara yönelik imha planının, üçüncü etabı olan bu bu etap, ikinci etapta katledilen 150 bin Pontoslu Rum ile birlikte 353.000 kişinin canına, 1 milyon 250 bin Rum’un Mübadeleyle (Pontos’tan 200 bine yakın) sürgün edilmesine yol açtı. Bu süreçte ayrıca Pontos ve Küçük Asya’da yaşayan 800 bin Rum kayboldu, akıbetleri öğrenilemedi. Pontos’taki kayıpların arasında 25 bine yakın çocuk da vardı. Böylelikle sürgün ve kayıplarla birlikte 1876’dan itibaren toplam 4,5 milyon Hristiyan yok edildi. Asıl savaş Pontoslu Rumlara, Küçük Asya ve Anadolu’daki Hristiyanlara yönelik yapılmış ve memleket işgalcilerden değil, binlerce yıldır o topraklarda doğup büyüyen Hristiyanlardan kurtarılmıştır.

Katliamlara karşı direnis, direnişe karşı katliam
Samsun’a çıkan Mustafa Kemal ve arkadaşları 19 Mayıs 1919’dan itibaren Topal Osman, Kel Hasan, Halil Tapanoğlu, Said Tapanoğlu, Mehmet Tataloğlu, Kara Mehmet, Larçınzade Hakkı Bey, Mehmet Tirali, İpsiz Recep gibi çetecilerle görüşmeye başladı. Bu görüşmeler sonrasında başta Topal Osman olmak üzere bu çeteler tarafından Rumlarına yönelik başlatılan saldırılarda binlerce Rum katledildi. Katledilenlerin çoğunluğu sivil halktı. Can güvenliği kalmayan Rumların tek çaresi ise örgütlenmek ve direnmekti. Bu tarihlerde, bağımsız Pontos fikri de dâhil olmak üzere farklı kurtuluş önerilerini içeren siyasi yapılar ortaya çıktı.

Böyle bir süreçte kurulan Merkez Ordusu’nun ordu karargâhı olarak Amasya’nın seçilmesi ise hiç tesadüf değildi. Osmanlı’nın 1. Emperyalist Dünya Savaşı sonucu yenilenlerin cephesinde yer almasından dolayı imzalanan Mondros Mütarekesi kararları doğrultusunda orduları dağıtılmıştı. Bunun üzerine silahlarını teslim etmeyen Kazım Karabekir’e bağlı 15. Kolordu ve çetelerden oluşacak yeni bir askerî örgütlenmeye gidildi. Bu süreçte kurulan Merkez Ordusu da ana karargah olarak katliamlara karşı direnişin başladığı Pontos’u seçti. Nitekim bu ordu lağvedilene kadar da karargâh Amasya olarak kaldı. Sadece Koçgiri katliamı sırasında, Nurettin Paşa komutayı Sivas Ümraniye’den yürüttü.

Yeni kurulan ordunun karşılaştığı ilk sorunlardan biri, Ordu Sancağı oldu. TBMM’nin 12 Aralık 1920’de aldığı bir kararla Ordu Sancağı kuruldu. Fakat Ordu Sancağının 15. Kolorduya mı yoksa Merkez Ordusu’na mı dâhil olacağı ise belirsizdi. 24 Aralık’ta Erkan-ı Harbiye-i Umumiye/Genel Kurmay Başkanlığı Ordu Sancağının Merkez Ordusu’na dahil edildiğini açıkladı ve Merkez Ordusu’nun yetki alanları biraz daha arttırıldı. Bu son kararla birlikte batıdan doğuya tüm Pontos yerleşim birimleri Merkez Ordusu’nun çalışma alanı olarak belirlenmiş oldu.

İstiklal mahkemeleri
Katliamdan geriye kalan Pontoslu Rumlar ve Pontos katliamına karşı çıkan Türkler ise çeşitli bahanelerle İstiklal Mahkemelerinde yargılandı. Bu yargılamalarda 69 Pontos Rumu idam edilirken, birçoğuna da çeşitli cezalar verildi. Yine Nurettin Paşa hakkında soruşturma başlatılması kararının alındığı gizli TBBM görüşmesinin yapıldığı aynı tarihte, yani 4 Ekim 1921 tarihinde, Samsun’dan Amasya’daki İstiklal Mahkemesine sevk edilen 31 Müslüman kadın burada yargılandı. Fakat bu yargılamanın sonucunun ne olduğuna dair resmi bir kayıt bulunmuyor.

Yine aynı yargılamada Trabzon metropoliti Hrisantos, Giresun metropolidi Lavrandiyos, Ordu Metropoliti İlyadis Polikaryus ile eski Giresun Belediyesi Başkanı Kaptan Yorgi’nin oğlu Kostantin, metropolit vekili Papaz Papatodor mahdumu Kosti ile birlikte Pontoslu aydınlar hakkında ise gıyaben idam kararı alındı. Bu kararlarla Pontos Rumlarına dini ve siyasi liderlik edecek Pontoslular ya öldürüldü ya da Pontos’a bir daha gelmelerinin önü kesilmek için haklarında ölüm kararı verildi. Bu yolla Pontos’un ulusal ve entelektüel önderliği yok edildi, ilerlemenin önü kesildi ve Pontoslular lidersiz bırakıldı.

Ayrıca Samsun’un Vezirköprü ilçesinde bulunan bir hapishanede yatmakta olan Rumlara yardım ettiği gerekçesiyle hapishane gardiyanlarından Uzunoğullarından Halil oğlu Mehmet ve kardeşi Hakkı da Amasya’da Büyük Millet Meclisi seçilmiş üyelerinden oluşan Samsun Bölgesi İstiklal Mahkemesinde yargılandılar. İstiklal Mahkemesi her ikisi hakkında da idam kararı vedi.

353 bin mezarsız Rum
Yunan tarihçi Konstantinos Fotiatis’e göre, 1914-1921 yılları arasında Amasya, Samsun ve Giresun’da 134 bin 78, Niksar’da 27 bin 216, Trabzon’da 38 bin 434, Tokat’ta 64 bin 582, Maçka’da 17 bin 479, Şebinkarahisar’da 21 bin 448 Rum, mübadele yollarında hayatını kaybeden 50 bin insanla birlikte toplam 353 bin Pontuslu soykırıma uğradı. Yine Fotiadis ve Pontuslu Rumlara göre, 1914’de başlayan sürecin en ölümcül darbesi 19 Mayıs 1919 tarihinde yaşandı. Bu tarihte Samsun’a çıkan Mustafa Kemal’in ilk olarak görüştüğü Sakallı Nurettin Paşa ve Topal Osman’ın Rum halkına yönelik saldırılarda ön planda olması bu iddiayı güçlendiriyor. Aynı tarihlerde Pontus vilayetlerinde bin 890 kilise, 22 manastır, bin 647 şapel ve 85 bin 890 öğrencisi olan bin 401 okul faaliyetteyken, günümüzde bu yerlerden izler bulmak imkânsız hale geldi.

İtiraf
Resmi tarihte hiçbir zaman kabul edilmeyen bu soykırım 4 Mayıs 1920 – 13 Aralık 1920 tarihlerinde TBMM Maarif Vekili (Milli Eğitim Bakanı), 24 Aralık 1921 – 27 Ekim 1923 tarihlerinde Sağlık Bakanı olan Dr. Rıza Nur’un Topal Osman ile yaptığı şu konuşma ile itiraf edildi:

– “Ağa, Pontus’u iyi temizle!” dedim.
– “Temizliyorum” dedi.
– “Rum köylerinde taş taş üstünde bırakma” dedim.
– “Öyle yapıyorum ama kiliseleri ve iyi binaları lazım olur diye saklıyorum” dedi.
– “Onları da yok et, hatta taşlarını uzaklara yolla, dağıt. Ne olur ne olmaz, bir daha burada kilise vardı
diyemesinler” dedim.
– “Sahi öyle yapayım. Bu kadar akıl edemedim” dedi.

Cumhuriyet dönemi sürgünleri
Cumhuriyetin kuruluşu ile birlikte de katliamlardan ve mahkemelerde idamlardan geriye kalan Pontosluları yeni bir göç bekledi. 1923’te Lozan Antlaşması’na ek olarak yapılan mübadele anlaşması uyarınca Türkiye ve Yunanistan arasında zorunlu göçe tabi tutuldular. Bu süreçte 1 milyon 250 bin Rum zorunlu göçe tabi tutularak, binlerce yıllık yurtlarından koparıldı. Bunun yaklaşık 200 bini Pontos bölgesindendi. Bu sürecin de en büyük kaybını kadınlar yaşarken, yüzlerce kadın sürgün yollarında, Yunanistan’da karantina altında intihar etti. Yüzlercesi hastalıklarla hayatlarını kaybettiler.

Pontos’ta kalan ve Romeika konuşan ‘Müslüman’ Rumlar ise çeşitli tarihlerde birçok bahane ile yurtlarından sürgün edildi. 1929 yılında Trabzon Çaykara ilçesinde gerçekleşen sel felaketi bahane edilerek buradaki nüfus Trabzon’un Maçka ve Pelitli ilçeleri ile Erzincan’ın Tercan, Mercan ve Çayırlı ilçeleri ve Bayburt ile Muş illerine gönderildi. Yine 1959 yılında gerçekleşen sel felaketinin etkisiyle 1965 yılında Hatay’ın Kırıkhan ilçesi ile Van’ın Özalp ilçesi, 1967 yılında Bursa’nın Orhangazi ilçesi ve 1973 yılında Çanakkale-Gökçeada ile 1974 yılında Kıbrıs İskele kentine zorunlu göçe tabi tutuldular.

Yaşanan bu göçlerin iki temel özelliği vardı. Birincisi Türkiye ne zaman Kıbrıs’a, Kıbrıs Rumlarına yönelik bir tepki gösterse (1963,1974) İstanbul ve Pontos Rumlarını da hedef aldı. İkincisi ise Romeika konuşan halk özellikle Kürt ve Alevilerin yaşadığı bölgeler ile Kıbrıs ve İmroz gibi Hristiyan Rumların yaşadığı bölgelere gönderilerek, halkları aynı anda asimile etmek hedeflendi.

Demokrasi yüzleşmeyle gelebilir
Her fırsatta demokratikleşmeden bahseden Cumhuriyet iktidarlarının sonuncusu olan AKP-MHP ittifakı, bugün Kürt sorunun çözümünden söz ederken, Lozan sözcüğüne bile tahammül edemeyen seslerin yükseldiğini görüyoruz. Lozan ile Ortadoğu’ya dayatılan ulus devlet anlayışı, 1 milyon 250 bin Rum’un da binlerce yıllık topraklarından sürgün edilmesine neden oldu. Pontos’ta 100 yıl önce yaşananlar ve ardından Lozan’da yapılan anlaşma 100 yıllık cumhuriyetin neden hala demokratik olmadığının göstergesidir.
