The installer is still Anaconda, not the new one. You're getting the kernel 6.5. Fedora 39 also drops the modular repos. You're still not getting DNF 5, the new version of the package manager. Other changes include dropping the custom theming for Qt apps, changing the default color of the terminal, and there's a new spin of Fedora Silverblue, the immutable distro, but this time with Budgie as its desktop, it's called Fedora Onyx.
Of course, the biggest changes to your experience on Fedora will be with GNOME 45. So, the first change will be to Activities, with the new workspaces indicator, when you click it, it opens the activities view, but visually, it now shows your current virtual desktop as an elongated pill, and the other virtual desktops as small circles. The app menu also disappeared from the top bar in the process.
In the quick settings, you now get the ability to control keyboard backlight. You can also open the quick settings menu by pressing Super + S, and you can now click a background app to open its window, and you'll get a small indicator when closing one of these background apps.
Finally, in the top bar, you'll get a new webcam activity indicator.
Apart from that, there's a new "split headerbar look" that reached a few apps. In terms of apps, Nautilus gained a way faster search: tracker. Once a search has completed, you also get a "Search everywhere" button that lets you search the whole filesystem.
GNOME 45 also brings a new image viewer, called Loupe, Cheese, the camera app, is replaced with Snapshot, GNOME console got a new preference item to customize fonts, GNOME maps gained a new experimental vector based tileset.
As per GNOME Software, you can now clear all the user data associated with a flatpak app when you uninstall it, and you'll see messages in the search results and app details pages to let you know if a flatpak is end of life and hasn't received updates in a long time.
And now, let's talk hardware: the Fedora Slimbook. This is a partnership between Fedora, and, you guessed it, Slimbook, the linux hardware manufacturer based in Spain.
It's a 16 inch laptop, that only weighs 1.5 kilos, or 3.3 pounds. It has a 2K 16:10 display, at 2560 by 1600 at 90hz. It supports 100% of sRGB, and has a brightness of 400 nits and an anti glare coating.
The laptop has some Fedora branding, with a super key using the Fedora logo, and a Fedora logo is also present on the top left corner of the laptop. The chassis is a magnesium and aluminium alloy.
In terms of specs, you get an intel i7 12700H, it's paired with an Nvidia RTX 3050 Ti, with 4 gigs of VRAM. On top of that, you get to pick between 16, 32 or 64 gigs of RAM, running at 3200 Mhz, it's not soldered. As per storage, you get 500 gigs of SSD, with the ability to fill 2 M.2 slots with up to 4 TB in total.
In terms of I/O, the laptop comes with 2 USB A ports, 3.2 Gen 1, with 1 USB C 3.2 Gen 2 that supports display port 1.4, and one Thunderbolt 4 port that supports charging and displayport, but it's hardwired to the integrated intel GPU. There's also an HDMI port, wired to the Nvidia GPU, a headphone jack, and an SD card slot, plus a barrel charger port.
You'll get Wifi 6 and bluetooth 5.2, and an 82 WH battery, that, in my experience, gives you about 6h to 7h or regular use.
Finally, it has 2 speakers, that are solid enough and have decent sound and bass, a 1080p webcam that isn't terrible but also not that great, and a mic that's really mediocre.
It also has a wonderful feeling keyboard, and a giant touchpad, which feels absolutely fantastic to use especially for all the gestures GNOME has to navigate the desktop and the apps.

Testimonies, video footage, and inconsistencies in official statements indicate that Israeli soldiers, rather than #Palestinian militants, were responsible for the lethal shootings near the so-called “Gaza Humanitarian Foundation” (#GHF) death trap which is the “aid distribution center” in #Rafah.
These shootings, which resulted in dozens of deaths, occurred approximately a kilometer from the aid center, where Israeli drones and armored vehicles were present. Eyewitness accounts describe gunfire from multiple directions, including tanks and drones, targeting civilians seeking aid. Medical teams reported treating numerous gunshot victims.

I have a Windows 11 laptop and recently gotten excited to try Linux. I read good things about Mint being pretty good to go out of the box, and while I can be a fast learner I'm also tired and don't have a tremendous amount of bandwidth.
So I followed all the installation instructions, verified, flashed a USB, booted into it and started to install a dual boot of it. Made it through installation until it told me my computer had BitLocker on, and I'd need to go turn it off and try again. Fair enough.
Went back into my Windows OS (after booting it went to "diagnosing your PC"). I don't seem to have bitlocker installed - looks like a Pro version thing which I don't have. It did show that encryption was enabled, so I turned it off.
Restarted to boot to USB. Nope, "mmx64.efi - Not Found" error.
OK, googled it, renamed it, let's go.
error: shim_lock protocol not found
error: you need to load kernel first
OK... I googled it just enough to see this is going to be a pain.
I tried remaking my USB just in case, didn't help. It's extra frustrating because my first attempt to boot into Linux went so well! How did it go from booting into it flawlessly to giving me a series of errors?
Did I anger the Microsoft gods and now they're blocking my path? Is this a bad omen that Linux is going to be a problem on my laptop in general?

I recently switched to an AMD GPU and VA-API is the only option for hardware acceleration on linux that is viable. But Handbrake does not support it and it doesn't seem like it will in the foreseeable future, so I am looking for an alternative. Ideally it is just an ffmpeg GUI, but I did not find any that are:
- actually compatible with linux
- updated in the last 5 years
- have an option vor h264_vaapi or hevc_vaapi video codecs
Another workflow I thought about that is not working is transcoding the video, but copy all audio and subtitles and let handbrake handle that, however Handbrake has no option to just copy the video stream...
So far I have tried:
- ffmpeg_batch: wouldn't use my local version of ffmpeg, because of some path error, only works through wine
- qwinff: got it building, but no VA-API codec, and no mkv output support (over 10 years old)
- Shutter Encoder: only works through wine, font problems, no va-api support
- Avidemux: takes forever to open a video clip, more of a video editor, no va-api support
- Hybrid: know it from my windows days, clunky UI, no va-api support, but best candidate for me right now as I could use it to just copy video and handle audio and subtitles in here
- StaxRip: the .7z file could not be extracted, I just got an error
Any ideas or suggestions?

Are you sure? I would expect AMD to have their own download & install instructions that could be used on any distro. That would be more work for you than just installing a package directly from your distro, of course.
Curiously, I just found a comment from last year claiming that amf-amdgpu-pro now works with Mesa's RADV. So maybe this approach could work without AMD's proprietary driver?

By rips, do you mean your source media is already in a container, like a .mkv or .mp4 file? Or are you encoding directly from optical discs? If it's the latter, then using a tool other than HandBrake for the encode might also require finding a disc ripping tool. (Not all encoding tools can decrypt and demux discs.)

I haven't used Vulkan Video. It's just an API, so I would expect the video quality to depend on your hardware's encoder, just as it would with VAAPI or any other API.
I don't think Handbrake supports it yet, so until they do, I think you would have to use some other encoding tool.

You haven't said why, but if it's just that managing lots of streams using command line tools is more hassle than you want to deal with, you might take a look at MKVToolNix. It's pretty good at muxing, even if the source media is not a .mkv file.
