This is built on FEP-044f (Consent-respecting quote posts, codeberg.org/fediverse/fep/src…), which requires the quoted account to provide a stamp proving that they approved the quote. If there is no such stamp (or it has been invalidated), then Mastodon (and other software supporting the FEP) will not display the quote. If the quoted account does not support the FEP, no stamps will be issued, and the quote will not be displayed either, only the link (as before).
For Mastodon API developers: there is no documentation (yet) for the APIs around composing quote posts, but this will come soon.
We added documentation for displaying quote posts (docs.joinmastodon.org/entities…), which is already supported in Mastodon 4.4 and we encourage you to support it in your clients as this will soon be available to all users.

Unfortunately, this is yet another proprietary solution from and for Mastodon, and not a Fediverse solution.
It is a pseudo-solution, and no, Mastodon users cannot choose who can and may quote their posts. This only works within Mastodon; all other Fediverse services can continue to freely quote and make quoted posts, as they have done up to now.

In the future, it would be nice to be able to hide quote posts from certain users. There are some who will make toxic quoted posts all the time, but I'm not interested in their comments, even though their own posts may be interesting.

Le 19 août, il a annoncé le déploiement de plus de 4,5 millions de membres de la milice nationale, des volontaires civils entraînés pour défendre le pays contre des "attaques externes et internes". "L'empire est devenu fou et a renouvelé ses menaces contre la paix et la tranquillité du Venezuela", a déclaré Maduro lors d'un événement à Caracas, sans préciser d'action concrète mais en invoquant l'héritage anti-impérialiste de Chávez.
Cette milice, créée en 2005 et renforcée sous Maduro, représente une force paramilitaire loyale au régime, équipée d'armes russes et chinoises. Des tweets et rapports indiquent que Caracas perçoit cette déploiement comme une préparation à une invasion, comparée par certains à l'intervention en Syrie. Maduro bénéficie du soutien de la Russie – qui a récemment mené des exercices navals dans les Caraïbes – et de la Chine, qui voit le Venezuela comme un point stratégique pour ses investissements pétroliers.
