This is built on FEP-044f (Consent-respecting quote posts, codeberg.org/fediverse/fep/src…), which requires the quoted account to provide a stamp proving that they approved the quote.
If there is no such stamp (or it has been invalidated), then Mastodon (and other software supporting the FEP) will not display the quote.
If the quoted account does not support the FEP, no stamps will be issued, and the quote will not be displayed either, only the link (as before).

For Mastodon API developers: there is no documentation (yet) for the APIs around composing quote posts, but this will come soon.

We added documentation for displaying quote posts (docs.joinmastodon.org/entities…), which is already supported in Mastodon 4.4 and we encourage you to support it in your clients as this will soon be available to all users.

Mastodon needs to stop chasing Twitter and start having an identity of its own, and replicating the hellsite 1:1 and hoping it will just magically be better clearly ain't working.

boosts are more important that comments on fedi, especially as posts begin to be actual articles, videos and podcast episodes themselves. virality is the killer app of social media, and having work be natively AP enabled is the killer app for the #SocialWeb. the value of a QP imo is just to ensure my followers also see my comment, not just the post. not dunking etc.

Unfortunately, this is yet another proprietary solution from and for Mastodon, and not a Fediverse solution.

It is a pseudo-solution, and no, Mastodon users cannot choose who can and may quote their posts. This only works within Mastodon; all other Fediverse services can continue to freely quote and make quoted posts, as they have done up to now.
