It’s a commemorative plaque honoring Lyudmila Mikhailovna Pavlichenko, a Soviet sniper and Hero of the Soviet Union. The years on the plaque (1916–1974) refer to her birth and death. Pavlichenko is widely known for being one of the most successful female snipers in history, with 309 confirmed kills during World War II.
