The National Guard's part of this is basically done, now. Their orders are to protect federal property, that's where the federal government's authority ends according to whatever is left of the flesh of federalist democracy in the US.

I believe that the Area Denial System (ADS) has not yet been sold to US Sherrif's departments, but… not for lack of trying. It is a high-power (100 kW) microwave gun. You point it at people and their skin starts heating up.
The defense sales shitheads pitch this as feeling like "the worst sunburn you've ever had" but it is more than capable of producing blisters
The LA County Sherrif's Department announced their intent to purchase an ADS weapon in 2010, but I believe it never happened.

Apparently the hoodie was distinctive, I couldn't get a sense for what he had done, but KCAL recognized him and could not hide the shit-eating grin from their voices as they described it.

KCAL had a very brief glimpse at another piece of 1033 Program equipment. This vehicle is probably a Mine-Resistant Ambush Protected Vehicle (MRAP), another favorite of equipment transfer from DoD to local police departments.
Cops get to feel like they have a tank, the federal government gets to arm jackboots at the state/muni level. Win/win.
