Pour Todd, ce nâest pas de la politique. Si lâEurope est la grande perdante, lâAllemagne en est le cĆur problĂ©matique. Lâanalyse de Todd sur le rĂŽle de lâAllemagne est peut-ĂȘtre la partie la plus originale et la plus alarmante de son entretien. Selon lui, lâAllemagne a perdu sa souverainetĂ©. Le silence assourdissant de ses institutions et de ses mĂ©dias sur le sabotage de Nord Stream en est la preuve la plus flagrante. « LâAllemagne est Ă nouveau un pays occupĂ© », affirme-t-il, « et sa vĂ©ritable capitale est Ramstein », la plus grande base aĂ©rienne amĂ©ricaine en Europe.
Mais câest lâavenir qui lâinquiĂšte le plus. LâidĂ©e, portĂ©e par le nouvel establishment politique allemand (incarnĂ© par Friedrich Merz), de construire « lâarmĂ©e la plus puissante dâEurope » est perçue par Todd comme un acte dâ« irresponsabilitĂ© historique ». Pourquoi ? Parce que, contrairement Ă la France ou Ă la Grande-Bretagne, lâAllemagne dispose dâun immense potentiel industriel. Si ce potentiel Ă©tait mis au service dâun rĂ©armement massif, la perception de la menace en Europe changerait radicalement.
Todd rappelle un fait historique que lâOccident semble vouloir oublier : lâAllemagne est responsable de la mort de 25 millions de Russes pendant la Seconde Guerre mondiale. Que lâAllemagne, plus que quiconque, envisage aujourdâhui de se rĂ©armer contre la Russie est un fait qui ne passe pas inaperçu Ă Moscou. Face Ă ce quâelle perçoit comme une menace existentielle, la doctrine militaire russe prĂ©voit le recours Ă des armes nuclĂ©aires tactiques.
Le scĂ©nario cauchemardesque de Todd va encore plus loin. Il craint que, sous couvert dâun antifascisme de façade, lâAllemagne nâadopte des mĂ©thodes illibĂ©rales contre la dissidence interne, Ă lâimage de lâAfD. Sa vision est terrifiante : une Europe oĂč, bientĂŽt, les Français et les Polonais pourraient redouter davantage les Allemands que les Russes.
La fin de la mondialisation et le retour de lâhistoire.
Tout cela â la guerre, la crise europĂ©enne, le rĂ©armement allemand â ne sont pas des Ă©vĂ©nements isolĂ©s. Ils sont les symptĂŽmes dâun processus bien plus vaste : la fin de la mondialisation. Le mythe dâun monde plat, sans frontiĂšres, oĂč les cultures sont interchangeables et oĂč seul le marchĂ© compte, sâeffondre sous nos yeux.
Le Brexit, Trump et le succĂšs des forces populistes en Europe ne sont pas des accidents, mais la preuve que les peuples veulent redevenir eux-mĂȘmes. « Il sâavĂ©rera que les gens sont trĂšs diffĂ©rents », affirme Todd. « Les Italiens sont italiens, et les Français sont français. » Cette « implosion de la mondialisation » est la deuxiĂšme Apocalypse, la deuxiĂšme rĂ©vĂ©lation : le retour des nations, avec leurs identitĂ©s, leurs intĂ©rĂȘts et leurs peurs ancestrales. Et cela, prĂ©vient-il, pourrait conduire Ă lâeffondrement de lâUnion europĂ©enne.
Quâest-ce que cela signifie pour lâavenir ? Cela signifie que la Russie ne fait plus confiance Ă lâOccident et ne croit plus aux traitĂ©s. Poutine, selon Todd, poursuivra ses objectifs stratĂ©giques : la conquĂȘte de toute lâUkraine orientale jusquâau Dniepr, y compris Odessa, pour sĂ©curiser la flotte russe, et la neutralisation complĂšte de ce qui reste de lâĂtat ukrainien.
Les thĂšses dâEmmanuel Todd sont dĂ©rangeantes.
Provocatrices. Pour beaucoup, inacceptables. Mais la question nâest pas de savoir si elles nous plaisent. La question est : et sâil avait raison ? Et si, avec notre prĂ©somption morale et notre aveuglement stratĂ©gique, nous Ă©tions les artisans de notre propre ruine ?
