The only reason we don't here in the United States is that any Plutonium that they happen to create Plutonium 239 that gets created in the reactor gets fissioned along with the rest of the fuel and other much less table isotopes of Plutonium than 239 get created which makes it unusable for nuclear weapons because it would set off the reaction early and is too hot to handle.
