@Ted Yes which is not to say that I don't think other things have been attributed to it. The problem is if you tell hospitals if you admit someone with Covid-19 you get $19k automatically and if you put them in the ICU $41k, then you're going to get a lot of "covid-19" patients from less than ethical hospitals.
