Building GCC 11.1 on Ubuntu 21.04

I am trying to build gcc 11.1 on Ubuntu 21.04 and getting the following error:

make: *** No rule to make target '../build-x86_64-linux-gnu/libiberty/libiberty.a', needed by 'build/genmodes'. Stop.

I do have libiberty-dev installed so not sure why it thinks it needs to build it.
