Building GCC 11.1 on Ubuntu 21.04

I am trying to build gcc 11.1 on Ubuntu 21.04 and getting the following error:

make: *** No rule to make target '../build-x86_64-linux-gnu/libiberty/libiberty.a', needed by 'build/genmodes'. Stop.

I do have libiberty-dev installed so not sure why it thinks it needs to build it.

The next day it was 12.0 experimental, downloaded and built, but it's buggy and will not successfully compile the Linux kernel.
